JACKIE LACEIS'S PLAN AND ITEM 18 THAT WILL ADD FOUR CRISIS STABILIZATION, 54 CRISIS STABILIZATION BEDS AND FOUR REDUCED CRISIS MOBILE VEHICLES. I'M ALSO VERY EXCITED TO HEAR THAT 35 CRISIS INTERVENTION CENTERS WILL BE ADDED AND 14 DIVERSION TEAMS IN THE JAILS. THIS IS REALLY EXCITING INFORMATION. I ALSO AM HERE BECAUSE I WANT TO URGE OUR L.A. DECISION MAKERS TO PRIORITIZE ALTERNATIVES IN THE COMMUNITY THAT DON'T FOCUS ON INVOLUNTARY PROGRAMS LIKE LAURA'S LAW. I WANT TO TALK ABOUT HOW D.A. LACEIS'S DIVERSION PLAN IS NOT SEPARATE FROM THE $2 BILLION JAIL PLAN AND COULD IMPACT ON A LOW SCALE 1,000 BEDS. PROP 47 CAN IMPACT THE USE OF 2,000 TO 3,000 BEDS. AND NOW WE'RE INCREASING SPLIT SENTENCING. ALL OF THESE ARE NOT SEPARATE FROM THE $2 BILLION JAIL PLAN AND WILL DRAMATICALLY REDUCE THE AMOUNT OF PEOPLE THAT WE HAVE INCARCERATED IN LOS ANGELES COUNTY JAILS. IT WILL ALSO IMPACT THE 6,000 BEDS BEING PROPOSED BY FOR THE WOMEN'S VILLAGE AND REPLACEMENT OF MEN'S CENTRAL JAILS. PLEASE PRIORITIZE COMMUNITY SOLUTIONS NOT INCREASE JAILS.

SPEAKER: IT IS HEARTENING TO HEAR THAT IT APPEARS THAT THERE IS NOW A CONSENSUS THAT LOS ANGELES'S PRACTICE OF INCARCERATING THOUSANDS OF PEOPLE WITH MENTAL ILLNESS WHO WAS NOT CHARGED WITH VIOLENT OFFENCES WAS AN ABJECT FAILURE. SO BRINGING TOGETHER NOT ONLY MEMBERS OF THE COUNTY GOVERNMENT BUT REFRESHING THAT SHE'S BRINGING FORWARD ADVOCATES, PRIVATE PROVIDERS ALSO IN HER EFFORT IS A MOVE IN THE RIGHT DIRECTION AND A REVOLUTIONARY ONE. I THINK THERE ARE TWO IMPORTANT POINTS TO REMEMBER. I AGREE WITH SUPERVISOR YAROSLAVSKY THIS IS NOT EITHER A SHORT-TERM PROBLEM AND IT'S NOT GOING TO BE FIXED WITH PILOT PROJECTS, AS WELCOME AS PILOT PROJECTS ARE. NOR IS IT GOING TO BE FIXED WITH ONE $20 MILLION COMMITMENT OF FUNDING. AND THROUGH THE MOTION OF SUPERVISOR RIDLEY-THOMAS, AS WELCOME AS THIS IS. THIS KIND OF REVOLUTIONARY CHANGE LOOK VERY GOOD FOR LOS ANGELES. IT WILL BE CHEAPER BUT IT CANNOT BE THE FLAVOR OF THE DAY FOR ONE YEAR OR IT GO AWAY. LAST POINT, IT'S NOT A $2 BILLION JAIL. WITH INTEREST AND PRINCIPLE PAYMENTS IT'S A $3.5 BILLION JAIL.

WE APPRECIATE THE COUNTY TAKING THIS STEP AND THE LEADERSHIP OF JACKIE LACEY AND THE BOARD IN BEING THOUGHTFUL IN ADDRESSING THIS ISSUE. WE RECOGNIZE THAT THE NEEDS OF THE POPULATION ARE COMPLEX AND THAT THERE IS CLOSE CONNECTION BETWEEN THIS POPULATION AND HOMELESSNESS. WE ARE EAGER TO PARTNER IN ENSURING THAT SUPPORTIVE HOUSING IS MADE CENTRAL, AS IT IS A CRITICAL COMPONENT FOR HOLISTICALLY ADDRESSING THE NEEDS OF THESE INDIVIDUALS AND WHICH WE KNOW TO BE A COST BENEFIT TO TAXPAYERS. SPEAKER: FOR THE LAST FOUR YEARS AS THE JAILS PROJECT DIRECTOR FOR THE A.C.L.U. SO-CAL, I INTERACTED WITH MANY OF THE 18,000 INCARCERATED INDIVIDUALS SPECIFICALLY MEN'S CENTRAL JAIL AND TWIN TOWERS. I'M ALSO FORENSIC SOCIAL WORKER WITH AN M.S.W. FROM U.S.C. SCHOOL OF SOCIAL WORK AND HAS SEEN SEVERAL THOUSANDS OF INMATES OF SEVERE MENTAL ILLNESS LOCKED UP IN SMALL CELLS THAT WREAK OF URINE WITH WALLS SMEARED OF FECAL MATTER. MANY DO NOT RECEIVE TREATMENT. OTHERS ARE DECLASSED OUT OF MENTAL HEALTH UNITS EVEN THOUGH THEY HAVE A SERIOUS MENTAL ILLNESS AND SENT TO GENERAL POPULATION WHERE THEY DECOMPENSATE. IN GENERAL POPULATION THE ONLY TREATMENT THEY RECEIVE IF ANY IS PSYCHOTROPIC MEDICATION WHICH IS OFTEN INEFFECTIVE. IN BOTH MENTAL HEALTH HOUSING AND GENERAL POPULATIONS THEY SLEEP AND EAT IN SMALL CELLS THAT THEY HARDLY EVER LEAVE THIS CONFINEMENT ALSO INCREASES THE LIKELIHOOD OF THEIR DECOMPENSATING. JAILS ARE NOT AN ENVIRONMENT WHERE HUMAN BEINGS CAN REHABILITATE, RECEIVE TREATMENT AND REGAIN THEIR MENTAL HEALTH. THE D.O.J., I'M SURE THE SUPERVISORS ARE AWARE, THAT INMATES WHO SUFFER FROM SEVERE MENTAL ILLNESS RECEIVE IN THE L.A. JAILS WAS GROSSLY INADEQUATE. THE SOLUTION IS NOT INCARCERATION. THE SOLUTION IS NOT A JAIL. THE SOLUTION LIES IN ALTERNATIVES TO INCARCERATION LIVE DIVERSION WHERE BETTER SERVED IN THE COMMUNITY.

MOLLY RICEMAN: GOOD AFTERNOON, SUPERVISORS, I'M MOLLY RICEMAN, LOS ANGELES DIRECTOR FOR C.S.H. I'M HERE TODAY TO SPEAK IN SUPPORT OF THE COUNTY'S WORK ON JAIL DIVERSION. FOR MANY YEARS SUPPORTIVE PROVIDING PROVIDERS HAVE BEEN PROVIDING HOMES TO HOMELSS MEN AND WOMEN WITH MENTAL ILLNESS WHO HAVE BEEN INCARCERATED. THEY ARE NOT VIOLENT CRIMINALS. THEY ARE MEN AND WOMEN WHO WOULD WOULD NOT HAVE RUN AFOUL OF THE LAW IF THEY WERE ABLE TO RECEIVE THE MENTAL HEALTH TREATMENT THEY DESPERATELY NEEDED. THEY OFTEN SHARE STORIES OF HOW TRAUMATIC AND DESTABILIZING IT WAS TO BE INCARCERATED. THEY TELL HOW INCARCERATION SEPARATED THEM FROM THEIR FAMILIES AND STIGMATIZED THEM. THEY TELL HOW INCARCERATION MADE THEM INELIGIBLE FOR HOUSING ASSISTANCE. THEY TELL HOW THEY TRIED TO SELF-MEDICATE WITH DRUGS AND ALCOHOL AND THEY TELL US HOW WHAT MADE A DIFFERENCE WHEN THEY GOT OUT WAS HAVING A HOME. MANY COUNTY DEPARTMENTS HAVE RECOGNIZED THAT THEY CANNOT SERVE THEIR HOMELESS PATIENTS AND CLIENTS WITHOUT SUPPORTIVE HOUSING. WE APPLAUD THE COUNTY FOR TAKING ON JAIL DIVERSION FOR PEOPLE WITH MENTAL ILLNESS AND ASK THAT YOU REMEMBER THAT MANY OF THESE MEN AND WOMEN ARE HOMELESS AND WILL NOT GET BETTER WITHOUT SUPPORTIVE HOUSING. WE HOPE THAT EXPANDING SUPPORTIVE HOUSING WILL BE PART OF YOUR PLANS.

I'M HERE TO REPRESENTED THE SENATE SELECT COMMUNITY COMMITTE ON CALIFORNIA'S CORRECTIONAL SYSTEM, A MEMBER ORGANIZATION OF CURB. THE USE OF TAXES TO BUILD TWO NEW COUNTY JAILS FOR MALE AND WOMEN INCARCERATED MENTALLY ILL PEOPLE IS RETROGRADE AND HOUSING THEM WITH OTHER INCARCERATED PEOPLE IS ALSO A VIOLATION OF INTERNATIONAL LAW, SPECIFICALLY THE UNITED NATIONS COVENANT ON THE CRUEL AND OTHER DEMEANING AND INHUMANE TREATMENT OR PUNISHMENT. TO TAKE FUNDS TO MIX THE MENTALLY ILL IN PRISON OR COUNTY JAILS IS NOTHING MORE THAN A CONTRIBUTION TO BUILD UP THE PRISON INDUSTRIAL COMPLEX. THE LONG-TIME DOCUMENTED ABUSE OF PRISONERS IN COUNTY JAIL INCARCERATED PEOPLE AND INSTITUTIONS DON'T CHANGE ON A DIME NO MATTER HOW MANY MILLIONS OF DOLLARS ARE SPENT. THANK YOU.

WE FULLY SUPPORT FULLY FUNDED DIVERSION AND RELATEDLY OPPOSE ANY JAIL EXPANSION IN OUR COUNTY. I'M GOING TO SAY SOMETHING THAT IS REALLY OBVIOUS, BUT IT BEARS REPEATING. NO ONE GOES TO JAIL FOR HEALING. NO ONE GOES TO JAIL FOR HEALING. IT'S NO PLACE FOR OUR MENTALLY ILL BROTHERS AND SISTERS WHO NEED OUR CARE AND COMPASSION AND CONCERN. ALL PLANS TO EXPAND THE JAILS ARE BACKWARDS IN THIS REGARD AND THE COUNTY'S FIRST PRIORITY NEEDS TO BE HELPING PEOPLE GET TREATMENT IN COMMUNITY-BASED PROGRAMS. AND WITH SUCCESSFUL DIVERSION AND THE IMPLEMENTATIONS OF PROP 47, WE WILL DISCOVER THAT A NEW EXPANDED JAIL WASN'T NECESSARY IN THE FIRST PLACE. THANK YOU.

HOW MUCH OF THAT INFORMATION WOULD BE CONSIDERED HEARSAY? CHAPTER 1. HISTORY OF COUNTY VICTIMS SERVICES AND VICTIM-WITNESS ASSISTANCE PROGRAMS. HOW MANY HAVE BEEN DENIED? MAJOR ISSUES IMPACTING VICTIMS SERVICES HOW MANY HAVE BEEN DENIED, ABSENT SERVICE VICTIMS, HOW MANY HAVE BEEN DENIED? YOU GIVE US THESE DEMOGRAPHICS BUT YOU ARE NOT TELLING US THAT SOME OF THESE VICTIMS ALL OF THEM ONE VICTIMIZED BY THE SHERIFF HAVE BEEN DENIED, OKAY. WE NEED THOSE DEMOGRAPHICS. HERE'S WE ALSO NEED A COMMITMENT FROM THE MENTAL HEALTH COMMUNITY, OKAY, TO EMBRACE THE CONCERN, TO EMBRACE THE CRISES THAT WE SUFFER AND THEN GIVE US A DIAGNOSIS AS TO HOW TO RESOLVE IT. AND I STRONGLY URGE YOU TO REINVEST A.B.109 REALIGNMENT FUNDS INTO RESOURCES FOR THE COMMUNITY BECAUSE MENTAL HEALTH CENTERS LIMITED ONLY TO INMATES NEGLECTS THE COMMUNITY THAT PAYS FOR THE SERVICES. AND ALSO THE GIRLS THAT WERE HERE EARLIER AND THEY SPOKE ABOUT BEING TRAFFICKED AND MORE IMPORTANTLY GETTING OUT. I LIVE IN THAT AREA. HIGH TRAFFIC ZONE. FIGUEROA AND IMPERIAL AND I SEE ALL THESE WOMEN THERE AND THEY NEED MENTAL HEALTH SERVICES AND THEY SHOULDN'T HAVE TO WAIT UNTIL THEY ARE ENDANGERED OR UNTIL THEY ARE INCARCERATED OR A DRUG ADDICT TO RECEIVE THOSE SERVICES. THEY SHOULD BE AVAILABLE READILY IN THE COMMUNITY. AND PRISON IS NOT A PLACE TO CREATE A FUNCTIONAL, SUCCESSFUL MENTAL HEALTH SERVICE BECAUSE UNDER THE FREEDOM OF INFORMATION ACT, DOCUMENTS DECLASSIFY RELEASE ACCOUNTS OF EXPERIMENTS CARRIED OUT ON INMATES.

CARL ADELLA: THANK YOU. HONORABLE CHAIR, MEMBERS OF THE BOARD. MY NAME IS CARL ADELLA, THE DEPARTMENT OF REGIONAL PLANNING. I AM BEFORE YOU TODAY FOR THE ANTELOPE VALLEY AREA PLAN UPDATE ALSO KNOWN AS TOWN AND COUNTRY. IT IS A COMPREHENSIVE UPDATE OF THE EXISTING ANTELOPE VALLEY AREA PLAN WHICH WAS ADOPTED BY THIS BOARD IN 1986. THOSE INCLUDED SUPPORTING ZONE CHANGES AMENDMENT TO THE GENERAL PLAN AND ZONING CODE INCLUDING ADOPTION OF A NEW RURAL COMMERCIAL AND RURAL MIXED USE ZONE FOR CONSISTENCY WITH UPDATED PLAN. STAFF HAS DETERMINED THAT AN ENVIRONMENTAL IMPACT REPORT OR E.I.R. IS APPROPRIATE ENVIRONMENTAL DOCUMENT FOR THIS PROJECT. A COMPLETE SET OF THE FINAL E.I.R. AND THE MITIGATION MONITORING AND REPORTING PROGRAM AND THE FINDINGS OF FACT AND STATEMENT OF OVERRIDING CONSIDERATIONS HAVE BEEN PREPARED AND PROVIDED TO THE BOARD FOR CONSIDERATION AND FINAL CERTIFICATION. THIS AREA PLAN UPDATE IS DEVELOPED WITH THREE OVERARCHING GOALS. THESE ARE TO BALANCE ECONOMIC GROWTH AND DEVELOPMENT WITH THE PRESERVATION OF IMPORTANT ENVIRONMENTAL RESOURCES IN THE UNIQUE RURAL CHARACTER OF THE ANTELOPE VALLEY. RESPECT PHYSICAL CONSTRAINTS OF THE LAND AND ENSURE EXTENSIVE COMMUNITY PARTICIPATION IN THE DEVELOPMENT OF THIS PLAN. WE FIRMLY BELIEVE THAT THESE GOALS HAVE BEEN ACHIEVED WITH THIS AREA PLAN. THEREFORE, STAFF RECOMMENDS THAT YOUR BOARD CONSIDERS THE PROJECT E.I.R. AND FIND ON THE BASIS THE WHOLE RECORD BEFORE THE BOARD TO THE SIGNIFICANT ADVERSE EFFECTS OF THE PROJECT AS DESCRIBED HAVE EITHER BEEN REDUCED AT AN ACCEPTABLE LEVEL OR OPERATE WITH SPECIFIC SOCIAL, ECONOMIC, LEGAL, TECHNOLOGICAL OR OTHER CONSIDERATIONS OF THE PROJECT AS STATED IN THE REQUIRED CEQA FINDINGS OF FACT AND STATEMENTS OF OVERRIDING CONSIDERATION. FINALLY THE FINAL E.I.R. REFLECTS THE INDEPENDENT JUDGMENT ANALYSIS OF THE BOARD, CERTIFY THE FINAL E.I.R. AND ADOPT THE FIND OF FACT AND STATEMENT OF OVERRIDING CONSIDERATIONS AS WELL AS THE MITIGATION MONITORING AND REPORTING PROGRAM. INDICATOR THE APPROVED PROPOSED AREA PLAN OR ADVANCED PLANNING NUMBER 2007-00019 ASSOCIATED ZONE CHANGES OR ZONE CHANGE NUMBER 2014-00009 AND ZONING CODE AMENDMENTS OR ADVANCED PLANNING NUMBER 2014-00009 AS RECOMMENDED THE REGIONAL PLANNING COMMISSION. AND INSTRUCT COUNTY COUNSEL TO PREPARE THE FINAL DOCUMENTS AND ORDINANCE FOR THE AREA PLAN UPDATE AND BRING THEM DOWN FOR CONSIDERATION WITH THE FOLLOWING STAFF RECOMMENDED CHANGES. REVISE APPLICABILITY SECTION OF CHAPTER ONE PART FOUR OF THE AREA PLAN TO BE CONSISTENT WITH SECTION TWO OF THE PROPOSED ZONING COURT ORDINANCE ADD LANGUAGE CLARIFIES THE DIRECTOR'S ROLE REGARDING SUBSTANTIAL COMPLIANCE WHICH MAY BE UP TO A 10 PERCENT CHANGE AND CLARIFY FOR APPROVED APPLICATIONS DETERMINATIONS MADE BY THE DIRECTOR MAY BE APPEALED UNDER TITLE 22 PROVISIONS. REVISE THE ACTION SECTION OF CHAPTER 8 PART 2 TO CLARIFY THE PROPOSED LANGUAGE AND ADDITIONAL DEVELOPMENT RESTRICTIONS APPLY TO THE WHOLE AREA NOT JUST THE TOWN CENTER. ADD SPECIFIC LANGUAGE TO LAND USE LEGEND ON TABLE L-1 OF THE LAND USE ELEMENT DESCRIBING AGRICULTURAL RESOURCE AREAS AND SIGNIFICANT ECOLOGICAL AREAS. ADOPT VALLEY AGRICULTURAL RESOURCES AREA MAP AS AN AMENDMENT TO THE EXISTING GENERAL PLAN. ADD A SPECIFIC PLAN OVERLAY TO THE H5 IL AND SIERRA LAND USE DESIGNATIONS LOCATED ON THE EASTERN PARTS OF THE WEST E.O.A. AND ADJUST A RURAL PRESERVATION STRATEGY MAP TO BE CONSISTENT WITH THE FINAL LAND USE MAP THAT INCLUDES RECOMMENDATIONS OF THE REGIONAL PLAN COMMISSION AND THIS BOARD. THIS INCLUDES A DEPARTMENT STATEMENT AND WE'RE AVAILABLE TO ANSWER ANY QUESTIONS. THANK YOU.

MARK CHILES AND EMMA HOWARD. WHILE THE PLAN IS NOT PERFECT IT WORKS TO BALANCE THE INTERESTS IN THE ANTELOPE VALLEY. THE PLAN CREATES ECONOMIC OPPORTUNITY GROWTH AREAS PROTECTS ECOLOGICAL HABITAT AND PROMOTES THE RURAL NATURE OF THE ANTELOPE VALLEY BUT IS AN EXAMPLE WHERE WE HAVE A PLAN COMING THE BOTTOM UP INSTEAD OF THE TOP DOWN. AND WE APPRECIATE THAT. AND THAT TOOK THE HARD WORK, THE VOLUNTEERS, THE RESIDENTS OF THE ANTELOPE VALLEY. BUT A FEW OF THE QUESTIONS I'D FIRST LIKE TO ASK THE DEPARTMENT. THE PLAN CREATES THREE ECONOMIC OPPORTUNITY AREAS. COULD YOU EXPLAIN HOW THOSE WORK?
CARL ADELLA: WELL, ECONOMIC OPPORTUNITY AREAS OR E.O.A.S ARE ARE A RECOGNITION OF THE POTENTIAL OPPORTUNITIES THAT ARE BROUGHT ABOUT BY THE DEVELOPMENT OF THE HIGH DESERT CORRIDOR THE NORTHWEST 138 CORRIDOR IMPROVEMENT PROJECT WHICH ARE BOTH PROJECTS OF METRO AND CALTRANS THAT ARE BEING UNDERTAKEN IN THE ANTELOPE VALLEY. THE AREAS ALONG THE PROPOSED ROUTES OF THESE PROJECTS THAT HAVE BEEN IDENTIFIED AS THIS AREA PLAN AS HAVING THE POTENTIAL FOR FUTURE GROWTH AND DEVELOPMENT IN WHAT IS CURRENTLY EXISTING UNDERGROUND.
SUP. ANTONOVICH: DOES THE S.E.A. EXPANSION AFFECT THE ECONOMIC OPPORTUNITY AREAS?
CARL ADELLA: THEY WILL NOT.
SUP. ANTONOVICH: AND THE NUMBER OF PROPERTIES WILL BE AFFECTED BY THE S.E.A. EXPANSIONS. COULD YOU EXPLAIN HOW THAT WORKS?

CARL ADELLA: THEY ARE GRANDFATHERED IN AND WILL BE CONSIDERED UNDER THE EXISTING AREA PLAN.

WE HAVE BEEN RUNNING THAT SITE FOR 20 YEARS VERY SUCCESSFULLY WITH AN IMPECCABLE SAFETY RECORD. AND EARLIER THIS YEAR IT WAS BROUGHT TO MY ATTENTION THAT THE LOS ANGELES COUNTY ZONING LAWS NEVER CONTEMPLATED ADVENTURE TOURISM IN THE SENSE OF BUNGEE JUMPING OFF THE BRIDGE TO NO WHERE. WE ARE IN SUPPORT OF THE ANTELOPE VALLEY AREA WIDE UPDATE BECAUSE IT ACCOMMODATES FOR THINGS THAT WERE NEVER THOUGHT OF, FRANKLY, INDUSTRIES THAT NEVER EXISTED WHEN THAT PLAN WAS INITIATED.
