18. Ex-gratia Medical Aid:
For details refer to HO/BR/95/112 dated 12.06.2003 & HO/BR/96/174 dated 23.08.2004. The Ex-gratia Medical Aid Scheme has been rationalised. A maximum cap of expenditure has been specified for amount reimbursed under BPS/BOBSOR and Exgratia Medical Aid taken together. Ex-gratia Medical Aid will be sanctioned only for serious ailments (specified) involving high cost. For any Life threatening ailment, which is not specified, sanction to be obtained from GM/DGM (HRM), BCC, Mumbai.
19. Housing Accommodation :
Housing Accommodation is provided to officers on lease basis with following ceiling w.e.f 01.11.2007 (BCC/BR/99/335 Dated 03/11/07):

20. Furniture to Officers at Residence :
All officers who live in accommodation owned by the bank, leased to the bank or leased in the name of the officer and reimbursement by the bank are eligible to avail this facility subject to limits as under

21. Recovery of House / Furniture Rent (w.e.f. 01/11/07):
I. House Rent recovery shall be @ 1.20% of the first stage of the scale of pay in which officer is placed or the standard rent for the accommodation, whichever is less. Reference BCC/BR/98/17 dated 30.01.2006.

24. Reimbursement of Conveyance Expenses:
All officers are entitled to get reimbursement of conveyance expenses. Reimbursement of conveyance expenses is made to officers as per actual expenses incurred by them and so declared while claiming reimbursement or the monthly limits as specified under the scheme whichever is lower (Refer BCC:BR:101/57 dated 20.02.2009.
Claim can be made within 3 months from the month it become due on declaration basis. The limit to the monetary entitlement of the officers calculated on the basis of the high octane petrol rate (premium, power etc) prevailing on the last day of the month for the eligible litres of petrol.

29. Discomfort Allowance
Officers working in 8 a.m. to 8 p.m. branches and attending office in shifts only are eligible to get Discomfort Allowance w.e.f 08.01.08 @ Rs. 75/- per day as per administrative guidelines.

30. House Maintenance Allowance
Officers who have occupied Bank’s house or leased house of Bank, are entitled to get House Maintenance Allowance as under for the Financial Year 2007-08, w.e.f 01.02.2008 on self declaration basis (BCC/BR/100/26 Dated 30.01.2008):

33. Brief case to Officer:
One brief case with a cost ceiling of Rs. 1500/- (including tax) can be claimed by every officer in Scale I, II and III, once in two years on declaration basis w.e.f. 01.03.08 (Reference BCC:BR:100/67 dated 10.04.2008).
Executive in Scale IV can claim one brief case with a cost ceiling of rs.2000/- once in two years and one executive attaché with a cost ceiling of Rs.4000/- once in three years.
34. Compensation on Transfer ( BCC:BR:101/129 dated 29.04.2009 :
An officer on transfer will be eligible to draw a lump sum amount, as indicated below, for the expenses connected with packaging, local transport, insurance etc.

35.. Expenses on Transfer:
An officer on transfer will be reimbursed his expenses for transporting his baggage by goods train up to the following limits: -

Where an officer on transfer transports his baggage by Lorry, for the purpose of reimbursement of actual charges, the maximum Limit in cases where ‘full wagon’ is applicable shall normally be 60 quintals by goods train. However, where the expenses incurred are beyond such maximum, the bank may, keeping in mind the hardship involved to the officer concerned, reimburse the actual expenses incurred on the basis that the maximum charges for transport of goods in an -8- wheeler wagon would be 120 quintals provided the baggage is transported through approved transport operators. Reimbursement of expenses would be made at following rates :

36. Halting Allowance :
In terms of the guidelines from the Govt. Of India, reimbursement of maximum 15 days halting allowance is permissible in case no residential accommodation is made available by the bank to officer at the new place of posting.
37. Mode of Travel and Expenses on Travel( w.e.f. 01.05.2010)
The following provisions shall apply wherever an officer is required to travel on duty :


  1. An officer in JMG is entitled to travel by Ist class or AC 2 - tier sleeper by train. He may, however, travel by air (economy class) if so permitted by competent authority, having regard to the exigencies of business or public interest.




  1. An officer in MMG is entitled to travel by Ist class or AC 2 - tier sleeper by train. He may, however, travel by air (economy class) if the distance to be covered is more than 1000 kms. May travel for shorter distance if so permitted by competent authority.



  1. An officer in Senior management is entitled to travel by AC Ist class by train or air (economy class)




  1. Any other officer may be authorized by the Competent Authority, having regard to the exigencies of business, to travel by his own vehicle or by taxi or by the Bank of Baroda’s vehicle.


38. Joining Time on Transfer:


  1. An officer shall be eligible for joining time on one occasion, not exceeding seven days, excluding the number of days spent on travel.

  2. An officer may be permitted to avail joining time in maximum two installments provided he avails the same within 12 months from the date of his reporting to the new place of posting and the total joining time does not exceed 7 days. On both the occasion the joining time should be for the purpose of shifting family / goods and other incidental activities connected with shifting / transfer and not any other purpose.

  3. Officer is eligible for diem allowance for the period of days spent on travel when he is reporting for the first time to the new place of posting.

  4. No joining time is admissible when an officer on transfer does not shift their residence to the new place of posting. Refer to circular CO/BR/95/145 dated 21.04.2003.


39. Leave Travel Concession(w.e.f. 01.05.2010)

During each block of 4 years an officer shall be eligible for leave travel concession for travel to his place of domicile once in each block of two years. Alternatively, he may travel in one block of two years to his place of domicile and in another block of two years to any place in India by the shortest route.





  1. The mode and class by which an officer may avail LTC shall be same as the officer is normally entitled to travel on transfer and other terms and conditions subject to which the LTC may be availed of by an officer, shall be as decided by the Board from time to time. Provided that w.e.f. 01.05.2010 an officer in JMG/S I while availing LTC will be entitled to travel by air in the lowest fare of economy class in which case the reimbursement will be the actual fare or the fare applicable to AC 1st Class fare by train for the distance traveled whichever is less. The same rules shall apply when an officer in MMG/S II and MMG/S III while availing LTC where the distance is less than 1000 kms.




  1. LTC encashment -- An officer by exercising option any time during a 4 year block or two year block surrender and encash his LTC (other than travel to place of domicile) upon which he shall be entitled to receive an amount equivalent to 75% of the eligible fare for the class of travel by train to which he is entitled up to a distance of 4500 kms (one way) to and fro journey total 9000 kms for officers in JMG Scale I and MMG Scale II & III and 5500 kms (one way) to and fro journey total 11000 kms for SMG IV and above. For encashment of LTC facility the entitled class of travel by train by officers in JMG and MMG may be taken as AC II Tier sleeper. I AC II Tier fare for 4500km is ` 2596.00 as on 01/07/2011




  1. An officer in Senior Management or Top Executive Grade is entitled to travel by AC Ist class by train or by Air (economy class).




  1. The facility of encashment of privilege leave while availing of Leave Fare Concession is also available while encashing the facility of LFC.




  1. Definition of family: For the purpose of LTC concession “Family” of an officer shall mean an officer’s spouse, wholly dependent unmarried children (including dependent step children and legally adopted children), physically challenged brother/sister with 40% or more disability, and wholly dependent parents ordinarily residing with and wholly dependent on the officer.

The term wholly dependent child/parent shall mean such member of

family having a monthly income not exceeding of Rs. 3500/ p.m..
If the income of one of the parents exceeds Rs.3500/- p.m. or

the aggregate income of both the parents exceeds Rs.3500/- p.m,

both the parents shall not be considered as wholly dependent on

the officer.




  1. Please note that LTC for travel to the place of domicile (Home Town) is not encashable. Railway grant concessional fare to Senior Citizens of 60 year of age and above, hence encashment will be considered on the basis of concessional fare only.

VII. If an officer eligible to travel by air on LTC traveled by Air)economy class), the economy air fare should be taken into account for reckoning the entitlement, irrespective of the fact whether the airline allowed any complimentary facility, including visit to an overseas place, within the economy class fare. However, on traveling by apex /concessional fare, which is normally less than the economy fare, the eligibility would be actual fare.(Refer Circular No.BCC:BR:101/133 dated 05.05.2009).


40. Festival Advance to officers:
An officer is eligible for Festival advance up to one month emoluments or maximum Rs.30000/- in one calendar year w.e.f 28.01.2009. Refer BCC/BR/10/38 dated 04.02.2009.

41. Various Staff Loans:
Refer to Master circular No BCC/BR/97/103 dated 20.04.2005 for all Staff Loans excluding Staff Housing Loan and Clean Overdraft facility for staff.
a) Take over of educational loan availed by Campus Recruitees :
Bank of Baroda has decided to offer to take over educational loan of officers recruited from campus on or after 01.01.2009.(Refer Circular No.BCC:BR:101/285 dated 16.09.2009.
b) Revision of scheme of Conveyance loan to officers :
For -4- wheelers :

44. Housing Loan to Staff under Public Scheme:
Refer to Master circular No BCC:BR:93:50 dated 17.03.2001 & BCC:BR:99/278 Dated 20.09.2007 for Housing Loan to Staff under Public Scheme.
45. Availment of Loans form Outside Sources:
It is mandatory for all employees to take prior permission of the Bank for availing of any loans from outside sources.
46. Scheme for Encouraging Employees to Pursue Professional and Computer Education, through Correspondence, Part-time & Distance Learning:
Refer to Master Circular No BCC:BR:96:208 dated 01.06.2004 for above scheme.
47. Preferential Interest Rates on Deposits:
The Bank may allow one per cent additional rate of interest over its ruling rate of interest on fixed deposits, saving deposits and recurring deposits in the name of an officer, individually or jointly with any member of his family.
48. Issuance of BobCard:
For the officers in scale I to IV BOBCARD Exclusive or BOBCARD Gold is issued free of cost.
49. Online Trading Facility- “ Baroda e-Trading”-Special Rates for Staff:

For concessions refer to circular no BCC:BR:99/261 dated 31.08.2007.


50. Online Promotion Test:

Refer to circular no BCC:BR:98/292 dated 19.10.2006. Bank has advised to its staff to become computer literate and also planning to implement online test for Bank staff for promotion.


51. Reimbursement of Kit Allowance for Overseas Visits
Officers/Executives identified for overseas postings on regular basis are reimbursed Kit Allowance in equivalent Rupees on self declaration basis as under (Reference BCC:BR:100/322 Dated 10.11.2008) :

53.Silver Salver Scheme :
On completion of 25 years of service bank of Baroda provides Silver Salver to the staff on immediate succeeding Bank of Baroda’s Foundation day to the value of Rs.2500/-
54. Leave:
Refer to Master circular No. BCC:BR:96/284 dated 05.08.2004 on leave, special leave, leave for going abroad, unauthorized absence.
Maternity Leave (w.e.f. 01.05.2010) :


  1. Maternity leave, which shall be on substantive pay, shall be granted to a female employee for a period not exceeding 6 months on any one occasion and 12 months during the entire period of her service.

  2. Within the overall period of 12 months, leave may also be granted in case of miscarriage/abortion/MTP

  3. Within the overall period of 12 months, leave may also be granted in case of hysterectomy up to a maximum of 45 days.



55. Unauthorized Absence:
For details refer to circular no CO/BR/94/133 dated 30.05.2002, BCC:BR:96/284 dated 05.08.2004 Annexure 3 & BCC/BR/98/63 dated 08.03.2006.
56 Sanction of Leave and Permission to go abroad and issue of “No Objection Certificate” for obtaining/renewing Passport:

57. Compensatory Leave:
In case of working on exigencies officers may be sanctioned Compensatory Leave subject to sanction by an executive. Reference BCC/BR/97/352 dated 14.12.2005.
58. Scheme for grant of Sabbatical Leave to Employees:
Refer to circular No. BCC:BR:98/113 dated 02.05.2006 for sabbatical leave to employees. The scheme is kept under abeyance with immediate effect vide circular No.BCC:BR:101/54 dated 10.02.2009.

59. Promotion Policy: (Circular No.BCC:BR:102/94 dated 15.03.2010)

The service eligibility for promotion to a higher scale has been reduced for most of the scales in the normal channel, the total time span is now reduced by 7 years from the current 25 years to 18 years and for the fast-track channel, the total time span is reduced by 4 years from the current 18 years to 14 years. This is one of the fastest service eligibility prescribed for promotion of officers in the entire Banking industry.

The eligibility for the fast-track channel shall now only be limited to the performance factor for which the criteria stipulated is a minimum of 80% performance score in each of the last 3 years performance ratings.
Selection process :
a)No interviews or assessment of potential has been kept in the policy for promotion from Scale I to II.
b).Written test have been dispensed with for promotions from Scale III to Scale IV.

d) Transparency in marks secured : With a view to bring about more transparency in the marks secured by officers in the written test, it has been decided to intimate to all officers the written test marks immediately after declaration of the results of the written test.


e) The performance marks are also made open from this year.


60. Assets Liability Return:
Submission of Assets and Liabilities Statement as on March every year is mandatory to be submitted by all officers by June end through HRNES.
61. Terminal Benefits:

The payment of Gratuity Act has now been amended by an Act of Parliament which received the Presidential assent on 17th May 2010. Accordingly, the ceiling on the amount of gratuity payable under Section 4 sub section (3) of the Payment of Gratuity Act 1972 has been raised from Rs. Three lacs fifty thousand to Rs.Ten lacs with effect from 24th May,2010.



62.Encashment of Privilege leave on retirement :
When an officer retires/expired while in service, he shall be eligible to be paid a sum equivalent to the emoluments of any period, not exceeding 240 days, of privilege leave that he/she had accumulated/credit as on date of retirement/death.
63.Additional Retirement Benefit :
An officer who was in Bank’s service as on 01.07.1979, on retirement/voluntary retirement will gets –6- months emoluments as additional retirement benefit if he has rendered at least –25- years of service..
64. Pre-mature Retirement of Officer:
The Bank can consider per-mature retirement of an officer under BOBOSR. It would be done once in a year after the officer completes the age of 55 years or completion of 30 years of total service, whichever is earlier. Refer to circular no BCC:BR:98/243 dated 29.08.2006.
65. Scheme for Payment of Ex-gratia Financial Relief/Appointment to the dependents of deceased employees on Compassionate Grounds:
Refer to circular No BCC/BR/99/347 dated 12.11.2007 & BCC/BR/98/21 dated 02.02.2006 for all death cases occurred on or after 04.10.2005.
66. Issuance of Service Certificates to Retired Employees:
On receipt of application from the retired employee along with the photograph, the Competent Authority prescribed in the circular No CO/BR/92/40 dated 21.03.2000 may issue such Service Certificate cum Identity Card to employees who have retired on super annuation or have opted for any type of voluntary retirement from the Bank’s services. For details refer to HO/BR/94/157 dated 13.08.2002 and HO:BR:100/180 dated 24.06.2008.

67. Staff Welfare:
Refer to Master circular No BCC/BR/96/265 dated 08.07.2004 for the various facilities provided by the bank under Staff Welfare funds: -


  1. Establishment of Holiday homes

  2. Providing scholarships to the children of employees

  3. Handicapped children/spastic children

  4. Provide financial aid to the family members of the employees who die in harness

  5. Providing incentives to employees for promoting small family norms

  6. Extending financial assistance to the employees who are on loss of pay on account of major and special operations/major diseases

  7. Presentation of mementos to retiring employees (Abhinandan Yojana)

  8. Canteen subsidy

  9. Financial assistance for purchase of artificial limbs to physically handicapped staff members and/or their handicapped children

  10. Financial assistance for purchase of hearing aid to physically handicapped staff members and/or their handicapped children.

  11. Health check up for full time confirmed employees above the age of -45- years


68. Bank of Baroda Contributory Medical Assistance Scheme for Retired Employees:
Under this scheme financial assistance is provided to retired employees and his/her spouse only on superannuation to meet the medical expenses incurred. To acquire the membership, employee shall have to make one time lump sum contribution towards membership fees i.e. Equal to 50% of (the basic pay, last drawn) + special pay (if applicable). Refer to HO/BR/92/317 dated 11.09.2004.
Further, w.e.f. 1st April,2010 it has been further improved as under :
(a)The membership of Bank of Baroda Contributory Medical Assistance Scheme for Retired Employees will be extended to all retired employees for self and spouse irrespective of whether they are in gainful employment or not provided they enroll by paying the membership fees.

(b)If the employee / spouse are in employment and the establishment extends/provides any medical aid/assistance then they will be eligible only for the unsettled portion of the claim i.e. such members have to first apply for reimbursement of their medical expenses to their current employer and the remaining unsettled amount only will be considered under the Contributory Medical Assistance Scheme for Retired Employees.(Circular No.HO:BR:102/34 dated 16.03.2010)

71. Paramarsh- The center for personal counselling:
Bank has set up psychological counseling center for bank staff at Mumbai for counseling service free of charge, for resolving their psychological problems/worries, which may be disturbing their personal life. Counseling services are available on Monday, Wednesday and Friday between 3 pm. To 6 pm only by prior appointment directly obtainable form Mrs. Arti Chawla, a Clinical Psychologist and Counselor over phone No 022-56985299. Reference CMD circular BCC/CMD/DO/128 dated 21-06-2005.
72. Sampark – The SOS Help line for Employee:
With the objective of providing immediate assistance to those employees in great distress, facing extreme emergency, life and death situation, Bank has established SAMPARK HELP LINE at CMD ‘s office. An employee can send e-mail at cmd@bankofbaroda.com/fax at 022-26523543 or through post to CMD at corporate office address in prescribed format with copy to Zonal Head. Reference CMD circular BCC/CMD/DO/129 dated 01-07-2005.

76. DISCIPLINARY MATTERS
Officers’ conduct and disciplinary matters are governed by BANK OF BARODA OFFICER EMPLOYEES’ (CONDUCT) REGULATIONS, 1976 & BANK OF BARODA OFFICER EMPLOYEES’ (DISCIPLINE AND APPEAL) REGULATIONS, 1976.

Officers working in the pay scale from JMG/S-I to MMG/S-III in the matter of Vigilance & Non-Vigilance cases Disciplinary Authority is concerned Zonal Head (not lower than the rank of Deputy General Manager), Appellate Authority is Executive Director and Reviewing Authority is CMD.


AUTHORITY TO INSTITUTE DISCIPLINARY PROCEEDING AND IMPOSE PENALTIES

(1) The Chairman cum Managing Director or any other authority empowered by him by general or special order may institute or direct the Disciplinary Authority to institute disciplinary proceedings against an officer employee of the bank.

(2) The disciplinary authority may himself institute disciplinary proceedings.

(3) The disciplinary authority or any authority higher than it, may impose any of the penalties specified in regulation 4 on any officer employee.


APPEAL

(i) An officer employee may appeal against order imposing upon him any of the penalties specified in regulation 4 or against the order of suspension referred to in regulation 12. The appeal shall lie to the Appellate Authority.

(ii) An appeal shall be preferred within 45 days from the date of receipt of the order appealed against. The appeal shall be addressed to the Appellate Authority and submitted to the authority whose order is appealed against. The authority whose order is appealed against shall forward the appeal together with its comments and the records of the case to the Appellate Authority.
