Key achievements
During the reporting period, in the field of consumer protection, the Ministry of Economic Development, Tourism, Trade and Entrepreneurship (MEDTTE) has continued the completing of the existing legal framework. The responsible bodies on consumer protection have increased the efforts to improve enforcement of consumer protection legislation. The activities and an awareness campaign are organized to raise awareness amongst consumers and other stakeholders.
The health system has made significant progresses which are tangible for the Albanian population. Investments include a broad range of restructuring and reconstruction of health facilities have been carried out. In the period September 2014- April 2015 several projects have been finalized in the Health Sector and several projects are still in process. The main goal of these projects is the improvement of the quality of service for the citizens and the overall improvements of the health services, aiming for the Universal Coverage and increase of the number of services offered to the citizens, by improving the quality and the human resources of the health Service.
28.1 Consumer Protection
Status of legal harmonisation
DCM no. 652, 8.10.2014 “To determine the rules in respect of timeshares and long-term holiday products as well as exchange contracts” is approved by Council of Minters, in accordance with National Plan of European Integration (NPEI). This sub legal act fully transposes Directive 2008/122/EC of the European Parliament and of the Council of 14 January 2009 on the protection of consumers in respect of certain aspects of timeshare, long-term holiday product, resale and exchange contracts.
The Internal Market Department (IMD) in MEDTTE is continuing the process for reviewing the legal framework in base of which market inspectorate will operate. In this context, the legal amendments for transferring of responsibility for control of fuel and its derivatives in the market from the Central Technical Inspectorate to Market Surveillance structure/MEDTTE are approved by the Council of Ministers. The legal amendments of the law on metrology regarding the establishment of the Authority on Market Surveillance and Metrology have been also been approved by the Council of Ministers. Both amendments have been sent by the Government to the Parliament for final approval.. After their approval, the draft DCM “On state market inspectorate will be sent to the Council of Ministers.
The Strategy on Consumer protection and Market Surveillance is still pending for the approval by the Council of Ministers.
Regarding consumer credits the Bank of Albania is drafting some amendments to the existing regulation No.5, dated 11.02.2009 “On the consumer credit and the mortgage credit for households”. The amendments further approximate the regulation with Directive 2008/48/EC “On credit agreements for consumers” for standardizing the pre contractual information for consumer credit. Consumers should receive adequate information about the existence of costs at a pre-contractual stage.
This information shall be completed and included in a new Annex attached to this Regulation. Changes in this draft regulation also aim to reflect the amendments in the law “On consumer protection” no. 10444 dated on 14.07.2011, and the recommendations of 2013 report. A working group has been established and the amendments are foreseen to be approved by the Supervisory Council of BoA within the third quarter of 2015.
Institutional framework
The main responsible body for enforcement of consumer protection legislation is Consumer protection Commission (CPC), appointed by the Law no 9902, date 17.04.2007 “On consumer protection”, as amended. During the reporting period four meetings of CPC has been held and four decisions from CPC were taken, concretely:

  • The Decision no. 33, date 17.10.2014, addressed to Energy Regulator Entity and Operator of Electric Energy Distribution regarding energy standard contract for consumers. Through this Decision the assessment report is approved where some unfair contract terms are found and their nullification is ordered.

  • Decision no. 34, dated 26.12. 2014, addressed to an exchange office, in respect of some consumers complains, regarding lack of transparency on consumer information. Through this decision this operator is ordered to take all measures to ensure enforcement of the respective provisions of consumer protection law. Recently, this operator informed CPC on measures taken by him for enforcement of this decision.

  • Decision no. 35, dated 18.02.2015, addressed to Water Supply Regulator Entity regarding water standard contract for consumers. Through this Decision the assessment report is approved where some unfair contract terms are found and their nullification is ordered.

  • Decision no. 35, dated 18.02.2015, addressed to of Vodafone and Eagle mobile operators and Electronic Communications and Postal Authority, regarding complain of Vodafone against Eagle Mobile, pretending unfair commercial practices during advertisement “Eagle, the only 3.5 G network". Through this decision CPC ordered the cessation of this case as business to business relationship and with not proven consequences for consumers.

The above mentioned assessment of standard contracts for consumers is an initiative of CPC and CPU according to objective of the CPMS strategy. All the decisions of CPC are published on the Ministry’s webpage.


With respect to the enforcement of CP Commission decision nr. 31, dated 29.07.2014, on consumer credits, the CPU, through issuing a formal letter required relevant information from all the second level banks to be provided. The CPU of gathered information from banks and their web pages and continues to monitor their activities and is preparing a rapport which will be submitted to CPC for assessment.
Economic and social aspects
Consumer Protection Unit (CPU)/MEDTTE have taken some initiatives aiming to improve the implementing of legislation from operators as well the improving the information and education towards consumers:

  • According to the objectives defined in the draft strategy “On consumer protection and market surveillance 2014-2020”, during November- December 2014, an evaluation of commercial practices in the field of travel packages, implementing consumer protection legislation is performed through: organization of surveys to 45 operators (travel agencies) in Tirana; and drafting an assessment report for the situation in the field of travel packages, according to the findings of the surveys.

In order to present and to discuss the findings and the conclusions of report, in March 2015 a round table was held with representatives of consumer protection and tourism of MEDTTE, representatives of consumer protection and tourism associations, and representatives of travel agencies. Based on the report’ findings the specific recommendations on measures that operators should take have formally were forwarded to all operators. Based on the findings of the report, to all operators were forwarded the specific recommendations on measures to be taken. Part of the recommendations is a proposal draft standard contract. A period of 3 months is left to the operators in order to improve the situation. This activity was supported by GIZ project Harmonization of Economic and Trade Legislation with EU acquis”

  • An awareness campaign with the slogan "Use your rights" was initiated in September 2014. The main activities of this campaign: a questionnaire on consumer rights is completed in collaboration with consumer associations and some municipalities; a presentation about consumer rights was held with students of some public and non-public Universities in Tirana; the preparation of 5000 leaflets with MEDTTE budget and distributed by Albanian Mail in key areas of Tirana and some of Albania's main cities.

  • The preparation of some brochures/publications on the consumer rights, the consumer credits and the package travel, that are also available in the new rubric “Consumer protection” in webpage of MEDTTE. In this page consumers also can download the complaint form for complains.


Increase of capacities of staff
In order to ensure the strengthening of Consumer Protection Unit and Consumer Protection Commission capacities in collaboration with European Integration Department in MDETTE was applied through three funded European projects, respectively: IPA II - 2014 “Internal market”; GIZ projectHarmonization of Economic and Trade Legislation with EU acquis”; and a request for assistance (study visit) to TAIEX is submitted.
GIZ project has started its implementation and some workshops are organized related to plan the future activities supported by this project. IPA project is in preparing phase of project fiche, and TAIEX has not approved the submitted request.

28.2 Health Protection


Status of legal harmonization


  • Law No. 138/2014 “On the Palliative Care in the Republic of Albania”. (Approved) is intended to approximate (Partial harmonization) Resolution of Council of European Union of 13 December 1993 on guidelines “Europe against cancer”.

  • Draft law “On Biocide Products”, sent for notification to WTO.

Biocide Product Regulation (BPR, Regulation (EU) 528/2012) concerning the placing on the market and use of biocide products, which are used to protect humans, animals, materials or articles against harmful organisms, like pests or bacteria, by the action of the active substances contained in the biocide product.


Draft law “On the control of infectious diseases in the Republic of Albania”, currently under review from line Ministries.
Institutional framework
The main developments in the area of providing better Health services for the Albanian citizens included among other steps, activities related to the enforcement of DCM No. 185, dated 02.04.2014 "On determining the manner of implementation of Basic Medical Control (Check-up) for citizens aged 40-65 years". There are about 900.000 Albanians who are invited, once a year to their health center location, to perform for free the basic medical control. The program includes:

  1. Assessment, counselling, treatment, and life style factors attending;

  2. Measurement, assessment, counselling, referral and physiological parameters attending;

  3. Measurement, assessment, counselling, treatment, referral and biochemical parameters attending.

This is the first major and concrete step, towards the Universal Health Coverage.

To reach the vulnerable population at the age group 40-65 years old eligible to the basic medical control, there are foreseen to be operational in the territory five mobile units. Those mobile units will perform their control during the May 1st to September 30th of each year.
Now days all the legal and regulatory framework is adapted as well medical guidelines. The implementation of such project was made possible through a PPP procedure.
Investments are realized and are going to be realized in primary health care, including:


  • Reconstruction of the Polyclinic of Specialties No. 2 in Tirana;

  • New health Center Divjaka;

  • Health Center Koplik;

  • Health  Center Rrogozhina;

  • Health Center in the Ana e Malit (Shkodra);

  • The sealed rooms establishing, where diagnostic equipment will be placed, in city of Korça and Tirana.

The decree of Law No 138/2014 "On palliative care in the Republic of Albania", which provides the manners on service organization, the education of professionals in this field and provides access to drugs and social support for terminally ill patients.


Piloting process on the electronic prescription in Durres.
Replacement of the health care booklet with the health card, enabling a reduction of the administrative load on the medical staff and computerization of health information.
Based on the Government's Program (2013-2017) for health that aims to provide universal coverage for Health Care for all Albanians resident, where no individual is left without health care, because it does not have the necessary financial means; increasing the role of public health and prevention programs, as well as health promotion, Order No. 510, dated 21 11.2014, of the Minister of Health changed the time frame of the second phase (2014-2016) of providing contraceptives to the target, (only to the most vulnerable groups of the population in obtaining public health services), in pursuance to the implementation of the National Strategic Document "For providing contraception for the period 2012-2016”. The Order provides, that for the estimated period of implementation of the strategy (2015-2016), all contraceptives used in the public sector will be provided free, to all populations in need, as was done during the first phase.
Reduce of corruption and increase citizens' access to public health services is considered to be one of the important institutional elements that will noticeably increase the quality of health services provided for the citizens. The Ministry of Health has launched a hospital service monitoring process, across the territory, as well as to the outpatient care, in several major cities of the country, from the month of October 2014.

During the monitoring process are being tested: four target groups of the 150 services and of the 42 hospitals in the country: a) inpatient and / or receiving service; b) patients who are hospitalized through the Emergency Service; c) doctors in hospitals; d) nurses in hospitals. Also are interviewed doctors, nurses and patients to outpatient care in Tirana. The interviews are conducted with different techniques; patients are interviewed face to face on the basis of a semi-structured questionnaire, while doctors and nurses fill out individually a structured questionnaire. During the period October- March 2015 were interviewed about 300 doctors (from 1244 hospital care physicians) and 700 nurses (from 4253 nurses’ hospital care).


The Project “Reform and Modernization of the University Hospital Center “Mother Tereza”, a project with a total value of 24.9 million Euros, a joint investment the CEB and the Albanian Government.
The establishment of the State Health Inspectorate has been a positive development for the implementation of “Anti-Smoking Law” as well as to control health parameters and the implementation of health legislation. Other projects with different donors such as the World Bank or special programs with other EU countries, as projects focused in the area of E-Health "Electronic Health" funded by the Austrian Government or project primary service area funded by the Swiss Government.
During October-November 2014 MOH continued to work for changes in the health care package for primary health care services. (PHC)
The new package for PHC services was approved by Prime minister`s decision No. 101, dated 4.02.2015.
The new package contains updating guidelines and protocols with instructions and recommendations for monitoring prenatal care, postnatal care for women, and wellbeing of newborn, baby and child care including monitoring of their nutritional status.
On the basis of these new package and guidelines are reviewed the documentations for monitoring the health of the woman and child health by PHC services: new record for consulting service for pregnant women and the new record for consulting services for children 0-6 years old where are updated the new growth curves of WHO for monitoring child's growth and evaluate their nutritional status and tracking the nutritional status.
DCM Nr.185, dated 02.04.2014, on the “Determination of the manner of implementation of basic medical examination for citizens aged 40-65 years", at the Department of Primary Care at Compulsory Insurance Fund Health Care (CIFHC), was created the sector of Based Medical Control. For the implementation of Basic Medical Control from the Ministry of Health was drafted Basic Guide to Medical Control for citizens aged 40-65 years".
For the period September-December 2014 by CIFHC there was an extensive advertising campaign for the importance and performance of the basic medical control.
Were raised and fitted cabinet’s medical examination based on 360 health center.
Economic and social aspects
The Ministry of Health is responsible for the preparation and implementation of health policies for the preparation of relevant legislation and aligning with the acquis. In the framework of meeting the obligations the Stabilization and Association Agreement and the priorities of the Government in the field of Public Health, Ministry of Health has undertaken a number of measures to meet the respective obligations. In the health care system are making significant investments ranging from restructuring of hospital facilities to medical devices equipped with the latest technology where we can mention.
On February 2015 there was launched the unique portal on Anticorruption and it is managed by the Prime Minister’s Office. Health sector remained a problematic service. The complaints for February at www.stopkorrupsionit.al shows:

The Evaluations Boxes are placed in all hospitals with questionnaires which are available to patients, family members and citizens to express their estimations and opinions on services obtained from hospital services.




Focused campaign

  • Following the reported cases (October, November);

  • Systematic Analyzing of the list of reimbursable drugs description 2014;

  • Continuous surveillance of hospital services;

  • Surveillance and continuous provision of medicines;

  • New guideline on equipment maintenance manners in the public hospitals.

  • Feasibility studies completed for two residential community mental health centres in the district of Korça.

  • Reconstruction of primary health care centres in the district of Shkodra and Kavaja.

  • Procurement of two mobile mammography machines for boosting the breast cancer screening programme.

  • A Vector Control Programme at the coastal areas, including the wetlands, was carried out during 2014, using biological means to control mosquitoes.

  • Law “On the medical emergency care service” Nr.147/2014. The Law sets the legal framework for establishing a national integrated emergency care service, as compared to the fragmented existing one, reported by the citizens as performing poorly.

  • Emergency Care strengthened through the procurement of 20 ambulances and one helicopter.

  • Emergency preparedness:  enhancement of the capabilities of remote health care centres at risk of being blocked by snowfall, by increasing the essential stock of drugs and medical materials.

The main developments in the field of health disaggregated by key fields are described as follows:


Cancer registry related activities
Description of activities related to catching cancers earlier representation, such as professional capacity building (training), technological (mammography) and increasing awareness (campaigns) or the introduction of information system (registry) shows the progress with regard to meeting the objectives national cancer plan (third-capture component and screening earlier representation). Also evidenced fulfilment of obligations related to the strategy of the EU (acquis) on the capture of three cancers earlier representation; cervix, breast and colorectal. This strategy requires national programs organized screening for these three cancers.
Drug prevention
Description of activities in the field of drug control shows the progress made towards achieving the objectives of the national plan to fight against drugs, including the perfection of information systems (in population studies and national report) or prevention (promotion of appropriate services). Also testified regarding the fulfilment of the strategy of the EU (acquis) on drug control. This strategy requires coordinated national plans based on information for the prevention of problems associated with drugs.
Communicable diseases
The draft Law on the Control of the Infectious Diseases has been distributed to different Ministries and after that will be sent to prime minister office for approval. The law has been also consulted with various professional organizations and EU directives related to control of communicable diseases, prudent use of antibiotics and health care associated infections have been reflected in different chapters of the law.
HIV/AIDS Control Strategy and plan of action have been approved by Minister of Health office on December 2014.
The statute of National Immunization Technical Advisory Group (NITAG) and its Terms of Reference have been drafted and waiting the approval by the Ministry of Health. The group will advise directly the Minister of Health, who is discussing the composition and ToR with relevant agencies and experts.
The new Immunization Information system already functioning in Shkodra and Lezha is expanding into five other cities (Gjirokastra, Saranda, Vlora, Fieri and Tirana) supported by Government and GAVI (The Vaccine Alliance) funds and also links with E- health system has been build.
The national mosquito control strategic plan prepared by experts of IPH and TAIEX support continuous its implementation all over the country.
Recently, with the Ebola virus disease outbreak, IPH in collaboration with MoH has drafted a coordinated action plan with clear recommendation for each structure (Airport, Border Police Control, Health Inspectorate, IPH and Hospital) for screening and case management for Ebola virus disease.
The new guidelines for screening of infectious agents in pregnancy have been prepared and will be adopted by Ministry of Health.
Influenza vaccination of health care workers as part of Influenza control strategy has been implemented for the first time in the country during the season 2014 -2015 with a general coverage of 70%.
The Hepatitis control strategy has been drafted and will be discussed with WHO and ECDC and professional societies on April 24, 2015.
New Immunization strategy 2015 – 2020 has been drafted and will be discussed with health care workers during European immunization week 21 – 24 April 2015.
EUCAST guidelines and break point tables have been translated and adapted and will be approved by IPH and training of microbiologists will start on May 2015.
A migration and health conference was held in Tirana during 19-20 March 2015 and recommendations to prepare joint guidelines to improve the health and safety of migrants and respect their human rights will be implemented during 2015.
Blood and transplants safety
MoH has attended the TAIEX multi country workshop on "Donor detection and optimal donor management" organized in co- operation with Regional Health Development Centre on Organ Donation and Transplantation Medicine Croatia. The activity was done in Zagreb 9-10 April 2015. The aim of the meeting is to present the organizational model of donor program, preparation and maintenance of donor, 
In relation to blood safety, the Minister of Health in the period December 2014- January 2015 has approved as follows regulations in approximation with EU Directives:

  • Review regulation on “Quality assurance in Blood transfusion service. approved with order of Minister of Health / Directive 2005/61/EC

  • Review regulation on Inspection of blood transfusion service

  • Review regulation on the implementation of the hemovigilance scheme

  • Review regulation on Testing of blood donor for infective marker transmitted by blood transfusion

  • regulation on the implementation of the hemovigilance scheme.

  • Review regulation “on for practical application of surgical blood ordering scheme “

  • Review regulation “on Function of blood transfusion service”

  • Review regulation “For the procedure of search, selection, use of blood and its components to hospitals in the hospital of Republic of Albania”

  • Clinical used of blood approved with Order of Minister of Health.


Tobacco
Some other activities are carried out in this area as:

  • Training of health promotion specialists regarding the organization of the world day without smoking and providing brief interventions for smokers to quit it. This meeting was supported by WHO.

  • Meeting with health promotion specialists in Shkodra and Elbasani, how to work in the field of tobacco control.

  • Training family doctors in Tirana (60) with the theme: "How to help smokers to quit smoking".

  • Training with family doctors across the country "On the screening of the population 40-65 years old, about the use of tobacco and alcohol, test (ASSIST) and brief interventions.

  • Raising awareness in media about tobacco damage on health and smoking ban. 

  • Prepared a brochure on the topic: "QUIT smoking.

  • Distribution of information materials on tobacco control.


Mental Health

Council of Ministers Order No.762, date 12 November of 2014, on “Organization and provision of Mental Health care for people who are in residential care institutions”, according to the article 18, paragraph 2 of Law No.44/2012 "On Mental Health".


Order No.504, date 19 November of 2014 on “One addition and change in the order of the Minister of Health, No.386, date 17 June of 2013 "On the establishment of the medical commissions for direction in KMCAP for patients with mental health disorders”, amended, in implementation of Article 19, paragraph 5 and Article 20, paragraph 4 of Law No.44/2012 "On Mental Health".
The Order of the Minister of Health and Minister of Social Welfare and Youth No.101, March 3, 2015, on “Establishment of the inter- sectorial working groups for the development of the de-hospitalization plans for people with mental health and mental development problems, residents in Specialized Mental Health Inpatient Services”.
Meanwhile the activity of the National Mental Health Committee has continued intensively with meetings in Elbasani, Vlora and Tirana.
A two days study tour took place on January 2015 in Finland, in the biggest public Forensic Psychiatric Institution, with representatives of Ministry of Health, Ministry of Defence and General Directorate of Prison in support to process of establishment of Medical Special Institution in Albania (according to article 28 of Mental Health Law No.44/2012. Finland was chosen for this visit based on the experience of Kosovo how had an expertise from Finland in its process of the establishment of Kosovo Forensic Psychiatric Institution, which begins to function on May 2014. This experience and other TAIEX experiences (TAIEX workshop on June 2013 and TAIEX expert mission on January 2014), gave to the working group important imputes.
E-Health
The project of Austrian loan, for the creation of the National Health Electronic Record (EHR) has started and is in the implementation phase 1 according to the contract. In the phase 1 it is planned to have the system up and running in 8 facilities and in the datacenter as well. In the beginning of April started the installation of the datacenter which is decided to be in AKSHI.  
For the creation of other E-health components, like Hospital Management Systems, the Ministry of Health has completed the negotiations with the World Bank for a comprehensive credit and the beginning of HMIS project definition will start in 2016.
The Health Facility Inventory List project, which aims to have complex information for any health centre or hospital, the building, laboratories, equipment and personnel working near them, the project has finished and its being implemented.
The e-prescription pilot project in the District of Durres, the project is being implemented and monitored.
Antidiscrimination and Equal Opportunities
Public Health Directorates in Tirana, Berati, Kuçova, Pogradeci, Lezha, Shkodra, Fieri, Elbasani, Gjirokastra, in collaboration with several NGOs and Roma associations, offer a range of services which include health care. The services provided by primary health care personnel consist of training in the field of HIV prevention through peer educators in the community, promoting voluntary counselling and testing for this disease, condom distribution and training of health personnel working in areas where the Roma community lives.
In the framework of drafting the New Action Plan for the Integration of Roma and Egyptians 2015-2020, as part of the Policy Document on Social Inclusion, lead by Ministry of Social Welfare and Youth, the Ministry of Health has taken its commitment to develop specific measures, in cooperation with civil society, to address the health problems and obstacles of Roma and Egyptians community, and to build sustainable integration by providing equal access to health care services. Strategic goal, in the healthcare field, is to ensure accessible, affordable and equitable healthcare to Roma and Egyptians.
Cosmetic Products
As mentioned above, by Minister of Health Order has been established the working group, which will prepare the draft – law “On cosmetic products”. According to this order, the task of the working group consists on:

  • To approximate the Directives and Regulations of European Union, with regard to placing on the market of cosmetic products and the services

  • Having into account the experiences of  similar countries;

  • To harmonize the draft – law with legislation into force regarding to health, chemicals and environment;

  • To be consulted with interest groups.

The draft – law has to be sent to the Minister of Health Cabinet, within July 15th, 2015.


Medicinal Products
In the field of medicinal products for human use (drugs), have been approved the below mentioned acts:

  • Council of Ministers Decision no 645, of October 1st, 2014 “On establishment and functioning manner of Drug Pricing Commission”;

  • Council of Ministers Decision no 24 of January 14th, 2015 “On approval of the structure and functioning manner and organization of National Agency of Drugs and Medical Devices”;

  • Council of Ministers Decision no. 142, of February 18th, 2015 “On laying down rules for issuing of the Minister of Health Authorization on import of drugs without marketing authorization”;

  • Council of Ministers Decision no. 143, of February 18th, 2015 "On defining the manufacturing and trading margins of drugs”;

  • Council of Ministers Decision no. 202, of March 4th, 2015 “On approval of the list of drugs reimbursed by the Compulsory Insurance Health Care Fund and their coverage size prices”;

  • Council of Ministers Decision of 8 April 2015 “On approval of the regulation for issuing the marketing authorization of drugs and their classification in the Republic of Albania”

  • Minister of Health Order no. 166, of April 9th, 2015 “On establishment of the working group on preparing the draft – law “On cosmetic products”.


Increase of capacities of staff
Ministry of Health has initiated a vast exercise to map all the Human resources working in the public health sector. A database for HR in the public health sector has been developed.
A questionnaire has been sent to all health institutions. This questionnaire was dived in three main chapters; facilities, equipments, staff. All the data were put in data repository created on ORACLE platform. The information of staff was designed and collected in such way to allow the track on their capacity development and to be used as base for monthly payroll. The management of the human resources including the payrolls for all the institutions of the health care system. The management of facilities will have a GIS featuring. 
In the framework of the new territorial and administrative reform undertaken by the Albanian government and approved by the Albanian Parliament, the Ministry of Health, has initiated a process of debate and discussions, with experts from the health care system, in order to identify and analyze how the health care system will be affected by this reform and what will be the response in order to identify the gaps, needs  and shape interventions in the framework of the vision for the health care policy, financing and delivery accordingly to this territorial and administrative reform.
The development of the health card and distribution of this card to the population  (the process has already started in Tirana and will continue all over Albania, will significantly improve the professional work of Primary Health Care doctors and nurses, decreasing by 30% their administrative work, dedicating more time to the patients. In this light, has been developed also the new package of services in the Primary Health Care. The postgraduate course on specialization in all specialities of medicine is opened during 2014 and there are 365 new postgraduate students following the program. Also, there is a clear willingness by the government to continue each year with these courses, in order not only to address the lack of different specialists, but to add more specialists of different fields in our hospitals, serving the patients.

By Order of the Minister of Health no. 446 dated 10.22.2014 "On the development of the training of medical staff for basic medical examination for citizens aged 40-65 years", the process of medical staff training Family Doctor (MPF) and 410 nurses in health centers in the country. The training of medical staff began in October 2014 and was completed at the end of January 2015. The training of medical staff of health centers was conducted by trainers certified by the Ministry of Health, on the basis of accredited programs and curricula approved and modelled in order to National Control Program Basic Medical. The nursing staff was trained to use the ECG, blood pressure measurement, blood taken for analysis, etc.


In the process of training have attended 1390 MPF and 5600 nurses. From the Department of Basic Medical Control was monitored the whole process of training of health personnel throughout the country.
A training programme for the Emergency Service doctors started last year, in the time frame of 2014 a total of 45 Emergency doctors trained at the Izmir training centre as a result of the cooperation between the Ministry of Health of Albania and the Ministry of Health of Turkey. The course will be repeated during the year 2015 and will include as well nurses of the emergency care services.
