2.9 What role do libraries/public institutions play in ICT for development?


Even though the computerization process is quite fast, the ICT-building process is primarly based on knowledge spread by the faculties, since development of e-skills is introduced into programs of majority faculties in Montenegro.

Public libraries do not play any role in ICT development. According to the Survey of the Agency for electronic communications and postal services, the highest number of respondents that used computer never received any computer usage training (49.1%). Generally, the biggest impact on ICT development and improvement of e-skills comes from online libraries, such as Google, but according to the Survey, Montenegrin position is rather low here. Only 45% of internet users use serach engines for finding information, which puts Montenegro only before Romania and Turkey.
