ORDINANCE FOR SECOND READING
98-O-1871 ( 1) An Ordinance by Public Safety/Legal Administration Committee to amend Ordinance 98-O-0727 adopted by City Council on April 20, 1998 and approved by the Mayor on April 29, 1998 in order to authorize the Mayor or his designee to transfer matching funds of $413,806.00 from 1A01 562001 X41001 to the Intergovernmental Grant Fund; and for other purposes. (Recommendation Favorable – 10/27/98)

The above item was removed from the Consent Agenda at the request of Councilmember Morris. After Committee Chair Martin sounded the item, Mr. Morris stated that he requested items 98-O-1871 (1), 98-O-1872 (2), and 98-O-1930 (3) removed from the Consent Agenda in order to gain clarification from Mr. Martin as to the source of the matching funds described in each item. Mr. Morris advised the Council that he obtained copies of the original items and saw that 98-O-1871 and 98-O-1930 were amendments to previous legislation. Therefore, Mr. Morris commented that if the original papers had come to the Finance Committee in the first place, amending legislation would not be necessary. He further stated that one item gave a general fund account number and he consequently requested clarification regarding the source of the funds. A lengthy discussion ensued wherein Mr. Martin and Chief Financial Officer Judith Blackwell responded. Consequently, Mr. Morris Made a Substitute Motion to Refer 98-O-1871, 98-O-1872, and 98-O-1930 to the Finance/Executive Committee for further review. The Motion was properly Seconded and further discussion ensued. Subsequently, the Motion to Refer FAILED by a roll call vote of 6 Yeas; 6 Nays.
Therefore, Councilmember Martin restated the Motion to Adopt the three items with a single vote and following more discussion, the Motion CARRIED by a roll call vote of 12 Yeas; 0 Nays.

98-O-1872 ( 2) An Ordinance by Public safety/legal administration committee amending the 1998 (Intergovernmental Grant Fund) Budget, Department of Police, by adding to anticipations and appropriations in the amount of $372,398.00 for an extension and renewal of civilian positions in the Computer Services and Management Services Sections of the Atlanta Police Department to continue redeployment of sworn police officers who were initially redeployed at the inception of the COPS MORE Grant; and for other purposes. (Recommendation Favorable – 10/27/98)

98-O-1930 ( 3) An Ordinance by Public safety/legal administration committee amending Ordinance 98-O-0821 adopted by City Council on May 4, 1998 and approved by the Mayor on May 12, 1998 in order to authorize the Mayor or his designee to transfer matching funds of $120,027.00 from 1A01 562001 X41001 to the Intergovernmental Grant Fund; and for other purposes. (Recommendation Favorable – 10/27/98)

Mr. Alexander then Made a Motion to Adopt all three items. The Motion was properly Seconded and CARRIED by a single roll call vote of 11 Yeas; 0 Nays.
