8. MONITORING AND EVALUATION

8.2. Definition of Indicators


The project will be monitored according to standard procedures.
Project monitoring and evaluation will be based on periodic assessment of progress on delivery of specified project results and towards achievement of project objectives.
During the implementation of the contract, suitable objectively quantifiable indicators will be agreed between the Contracting Authority and the Contractor. These may be quantitative: measures of quantity, including statistical statements; or qualitative: judgments and perception derived from subjective analysis. In all cases quantifiable indicators must provide valid, useful, practical and comparable measures of progress towards achieving the expected targets.

Overall objective:

  • To strengthen the resilience of Lebanon's security institutions to withstand internal and external pressures and shocks, and to reinforce the role they can play as drivers of stability and national cohesion, further contributing to the strengthening of the rule of law and the continuous progress towards the alignment to international legal frameworks, principles and standards.

  • Increased use of experiences and information from other countries

  • Increased efficiency of the security forces

  • Increased debate on the reform of ISF

  • Increased awareness and exchange of information

  • Increased harmonization with international standards

  • Statements by political actors

  • Appreciation by scholarly observers

Assumptions
As was the case under previous assistance provided within the security sector, the biggest assumption regarding the implementation of this contract is that the political and security situation in the country remains reasonably stable, and that eventual sporadic violent clashes are limited in magnitude and duration. In case of political stalemate/instability, undertaking the envisaged activities will possibly require adaptations and adequate institutional support. Furthermore, it is assumed that:
a) The concerned stakeholders ensure the adoption of the institutional changes promoted under the previous and the new programme
b) The minimum necessary equipment is made available to pursue the ISF modernisation and professionalization process
c)Police services maintain their focus on respect for human rights, integrity, transparency, and excellence in service.


Risks
As under previous assistance provided within the security sector, the risks are partly related to a deterioration of the security situation at the regional level (Syrian crisis, Palestinian issue) and partly related to Lebanon’s internal political situation. In fact, an overall deterioration of the context could make difficult to launch and implement the institutional changes needed to keep moving the ongoing efforts for the transformation of ISF into a modern and citizen-oriented civilian police service.
