Specific Objectives:
To improve the institutional capabilities of security agencies to fulfil certain functions in a co-ordinated and accountable manner, thus increasing their effectiveness in line with democratic norms and social equity, and the credibility of their actions in the eyes of citizens, particularly in domains of immediate relevance in the current context and in the areas most affected by it.

Results:
Component 1
Continued development of ISF training systems and capacity, including in the areas of training strategy, training management, training evaluation, curriculum and course design, trainer career and skills development, and through continued (limited) donation of training equipment;
Component 2
Development, dissemination and implementation of policy and procedure in core police service delivery areas, with a focus on skill areas relevant in the current context, e.g. community safety and public order response;
Component 3
Promotion of joint ĪSF training with other agencies with key responsibilities in priority service delivery areas of relevance in the current context, in particular the Municipal Police (community safety) and Civil Defence/LAF (crisis risk management and disaster response).

Frequency and nature of exchanges on security issues between EU and Lebanon
Tools to improve the functioning of the security system at national level produced (e.g., manuals of good practice, strategy/policy of the security sector);
Impact of the debates and the proposals on civil society and the media;
Quality and dissemination of the documents produced.
