Major Objective (s):

  1. Ensure effective implementation of programs, procedures and policies affecting the inspection, search, seizure and processing of individual, commodities and conveyances arriving via air transport;

  2. Increase enforcement activities to deter the smuggling of illegal contraband;

  3. Increase compliance activities that include examinations, detainments and or seizures of imported regulated commodities in accordance to Guam Customs regulations and other regulations of other government entities;

  4. Perform more interdiction efforts by conducting roving patrols of the concourse, airport operations area (AOA) and the airport perimeter;

  5. Installation of computers with intelligence base software in all inspection clearance counters;

  6. Maintain contact with passengers, importers and their representatives on matters relating to entry requirements, entry and collection enforcement efforts and export documentations, processing and ensure the overall regulatory compliance of the local trade community; and

  7. Maintain the current high level best customer service for all that utilize the customs service.


Short-term Goals:

  1. To Increase inspection time of arriving travelers, while maximizing the utilization of CAPIS;

  2. Installation and training of all personnel on the new baggage x-ray machine;

  3. To conduct 100% inspection of arriving aircraft from foreign countries;

  4. To increase secondary inspection of arriving persons by 5%;and

  5. To intensify Use Tax application on imported merchandise and asses Use Tax on all applicable personal and business commodities entering commerce via the passenger terminal.

Inspection & Control

Program Title: Protection of Life and Property

Activity Description:

The Inspection & Control’s Cargo and Maritime Operations sections comprises about 24% of the total agency manpower however is the most intense and busiest sections within the Agency:



  1. Airport Cargo Section (Guam Integrated Air Cargo Facility)

  2. United State Postal Facility (Guam Main Facility, Barrigada)

  3. Guam Plant Inspection Facility (Tiyan)

This section is responsible for the enforcement of commodities entering Guam at these areas. Officers at these areas enforce: Guam Customs Regulations; Public Health; Federal and Local Animal and Plant Regulations; Use Tax Law; Local and Federal Counterfeit, Copyright and Trademark Statues; Local and Federal Controlled Substances Act; U.S. Endangered Species Act; and all other applicable federal and local laws/regulations which are enacted to protect commerce, agriculture, public health and the people of Guam.



Major Objective (s):

  1. Responsible for the physical security, examination and release of all cargo arriving into Guam as air freight;

  2. Ensure effective implementation of programs, procedures and policies affecting the inspection, examination and processing of cargo arriving via air conveyance;

  3. Increase enforcement activities related to the illegal introductions of contraband in accordance with laws and regulations of Guam Customs and other government entities;

  4. Implement a secure inspection site within the Air Cargo facility and customs cage located in the Guam Main Facility to intensify the detection of illicit narcotics and agriculture commodities utilizing existing examination devices;

  5. Maintain a high quality customer service area for the examination of waybills, Shipper Export Declarations, cargo manifest, import permits, invoices, and other cargo documents to ascertain compliance requirements required by statue or regulation;

  6. Maintain contact with importers, brokers, exporters, air carrier and their representatives on matters relating to entry requirements, collection enforcement efforts, export documentations and ensure the overall regulatory compliance of the local trade community; and

  7. Assessment and collection of the Customs Inspection Service Charge on all imported cargo.

Short-term Goals:

  1. To inspect 100% of foreign cargo, parcels and baggage coming in via air conveyance and transported to the air cargo facility and Guam Main Facility for clearance by customs

  2. To intensify Use Tax application on imported merchandise and assess Use Tax on all applicable personal and business cargo;

  3. Increase physical security, cargo examination and release of all air imported cargo with increase manpower;

  4. Intensify inspection procedures in the processing of air way bills, cargo manifest, invoices and other documents pertinent to all imported and/or exported merchandise;

  5. Continue to accomplish the mission of CQA; and

  6. Continue to augment various locations with minimal number of personnel assigned to this section.

Inspection & Control

Program Title: Protection of Life and Property

Activity Description:

The Inspection & Control’s Cargo and Maritime Operations sections comprises about 24% of the total agency manpower however is the most intense and busiest sections within the Agency:



  1. Maritime Section Operation (Jose D. Leon Guerrero Port Authority of Guam)

This section is responsible for the clearance of all sea going vessels, passengers, crewmembers and freight at the commercial port of Guam, Hagatna and Agat Marinas. Officers at these areas enforce: Guam Customs Regulations; Public Health; Federal and Local Animal and Plant Regulations; Use Tax Law; Local and Federal Counterfeit, Copyright and Trademark Statues; Local and Federal Controlled Substances Act; U.S. Endangered Species Act; and all other applicable federal and local laws/regulations which are enacted to protect commerce, agriculture, public health and the people of Guam.

  1. Maritime Interdiction Task Force (MITF)

The MITF Section is responsible for deterring, detecting, apprehending and investigating any illegal activities within our harbors, ports of entry and Territorial waters surrounding Guam, utilizing the Patrol Safe Boat and watercraft equipment. Identification of high-risk vessels, the inventory of cargo to insure that the reported fish catch are reported properly by vessel captains and to prevent the re-routing of narcotics and other prohibited shipments through cooperative enforcement operations with other local and federal law enforcement entities. To provide interdiction efforts in the illegal introduction of prohibited or regulated commodities at Guam’s sea ports of entry.



Major Objective (s):

Maritime Section:

  1. Responsible for the physical security, examination and release of all persons and imported cargo arriving via ocean going conveyance at the Port Authority of Guam;

  2. Conduct clearances on all arriving ocean going vessel to ensure compliance with local and federal entry requirements;

  3. To deter smuggling of illicit drugs and contraband into Guam;

  4. To detect, identify and seize all illicit drugs and contraband and arrest those in such activities;

  5. To enforce all local and federal laws, rules and regulations pertaining to commodities imported into Guam;

  6. Collaboration federal and local government entities in with the enforcement and or regulations of commodities imported into Guam;

  7. Ensure effective implementation of programs, procedures and policies affecting the inspection, examination and processing of passenger and cargo arriving via ocean conveyance;

  1. Increase enforcement activities related to the illegal introductions of contraband in accordance with laws and regulations of Guam Customs and other government entities;

  2. Conduct provisional inspection sit inspections of commodities for enforcement and regulatory purposes;

  3. Conduct enforcement and regulatory inspections and ensure security of commodities at the Customs approve container freight stations; and

  4. Maintain a high quality customer service for the examination of waybills, Shipper Export Declarations, cargo manifest, import permits, invoices, and other cargo documents to ascertain compliance requirements required by statue or regulation;

  5. Maintain contact with importers, brokers, exporters, ocean carrier and their representatives on matters relating to entry requirements, collection enforcement efforts, export documentations and ensure the overall regulatory compliance of the local trade community; and

  6. Assessment and collection of the Customs Inspection Service Charge on all imported cargo.

Maritime Interdiction Task Force (MITF)

  1. Responsible for enforcing federal and Territorial fisheries regulations mandated by the Joint Enforcement Agreement between the National Oceanic Atmospheric Administration, National Marine Fisheries Service (NOAA Fisheries), Officer of Law Enforcement (OLE);

  2. Narcotic Interdiction;

  3. Effectively support the overall mission of the Department of Homeland Security to monitor and be increasingly vigilant of any suspicious behavior with our areas of responsibilities and concerns to prevent human trafficking and possible acts of terrorism;

  4. Develop and foster professional working relationships with our law enforcement counterparts by engaging in closer dialogue, improving communications and establishing a system in mutually exchanging intelligence information; and

  5. Improve of targeting systems and expanding advanced information relative to the arrival of persons and goods into Guam through specialized training.

Short-term Goals:

  1. To inspect 95% of foreign cargo, parcels, passengers, crew and baggage;

  2. To increase inspection time of arriving travelers using CAPIS;

  1. To improve security, facilitate the legitimate flow of travel and travel through;

  2. The deployment of advance technology and equipment to enhance the inspection procedures;

  3. The enhancement of customs border enforcement training by increasing the frequency and quality of training and the implementation of subsequent testing which seeks to assess the officer’s ability and retention;

  4. The development and implementation of procedures which provide safety mechanism for Customs Officers relative to life threating emergencies or terrorist activity;

  5. The expansion of our borders through the partnership with other government agencies as well as the private sector;

  6. The augmentation of our staff at the various ports of entry to ensure border security;

  7. Continue with the mission of CQA; and

  1. Continue to place its resources at the forefront in an effort to defend our borders from all outside entities who pose us harm.
