Unit- Special Enforcement

Program Title: Protection of Life and Property

Activity Description:

In support of the Agency’s border protection mission, the Canine Enforcement Program is tasked with deterrence and interdiction of illicit controlled substances and prohibited and/or regulated agricultural products through the use of highly trained and certified Canine Enforcement Handlers and their detector canines. To meet this mission these highly specialized teams are strategically assigned throughout the ports of entry on Guam to assist in the efforts of detecting the illegal entry of contraband through our borders.







Major Objective (s):

  1. Dramatically impact the supply of illicit narcotics and prohibited agriculture product by strategic deployment and use of existing Canine Enforcement Teams at the ports of entry, as well as through the assistance with local and federal enforcement entities;

  2. Expand Canine Enforcement to include Detector Dogs in support of Homeland Security Program areas;

  3. Restructuring of current Customs Officer positions in the Canine Enforcement Program to truly reflect the duties and responsibilities carried our as Canine Enforcement Handlers;

  4. Restructuring, re-organization and separation of the Canine Enforcement Unit and Canine Training Academy from the Special Enforcement Division reflecting the expansion of programs in the areas of agriculture, currency, chemical and explosives detection capabilities in support of Homeland Security mission objectives; and

  5. Plan phased implementation of a fully functional self-sufficient Canine Enforcement Training Center.



Short-term Goals:

  1. Retirement of Detector Dogs assessed as “retire able” and re-team of current Canine Enforcement Handlers with new stock of trained detector dogs; and

  2. Acquire newly trained detector dogs and Canine Enforcement Handlers to fill manpower shortfalls.

Enforcement Team-Special

Enforcement



Program Title: Protection of Life and Property

Activity Description:

The Special Enforcement Division is comprised of trained and experience personnel versed with the ability to conduct complex criminal investigations that lead to the arrest of person or persons for violation of the laws of Guam and the United States and the seizures of such prohibited merchandise. Its officers initiate border enforcement operations in order to facilitate the detection, the deterrence, the disruption and the eventual arrest of all persons and/or organizations involved in the smuggling, importation and distribution of illicit contraband into Guam. The mission of these units is to provide highly probable information and intelligence allowing for the targeted inspections of persons, conveyances and cargo, these sections It is the mission these sections are responsible for the gathering, analysis and assessment of raw information to ascertain possible targets of interest and the dissemination of this intelligence. These highly capable units conduct covert investigative operations of person and/or organizations involved in the terrorization of the safety and well-being of Guam and Her People. Upon completion of their investigations these officers forward their findings for prosecution. These sections are identified as:



  1. Contraband Enforcement Team, inclusive of the Officer of Intelligence

  2. Task Force Officers assigned to the: U.S. Drug Enforcement Administration (DEA) and U.S. Immigration and Customs Enforcement offices





Major Objective (s):

  1. To improve the Agency’s capabilities of gathering, analyzing and disseminating useful intelligence information for the achievement of effective enforcement operations;

  2. To plan and coordinate effective tactical enforcement and investigative activities;

  3. To develop policies and procedures that ensure enforcement programs and activities are in conformance with applicable law and agency/divisional directives;



  1. To establish and maintain effective cooperation, communication and liaison with federal and local law enforcement agencies;

  2. To increase the quantity and quality of narcotics arrests and prosecution as a means towards reducing drug related crimes on Guam; and

  1. To provide and maintain a more effective cost-wise customs enforcement program.






Short-term Goals:

  1. To conduct border enforcement operations at the various ports of entry;

  2. To conduct investigations resulting in the finalization of all customs and quarantine violations;

  3. To detect, interdict, apprehend and arrest all responsible parties involved in narcotics trafficking;

  4. To gather intelligence information through interviews and surveillance of individuals arrested/involved in the smuggling of illicit drugs and contrabands; and

  5. Initiate investigative case files of individuals and/or organizations of interest resulting from border enforcement operations.
