All meetings will be held at the Wimbledon Community Centre, 28 St George’s Road, Wimbledon, London. SW19 4DP, commencing at 8.00 p.m. Should there be no business to transact, a meeting can be cancelled and you will be notified by the League Secretary. It is assumed, therefore, that unless otherwise notified, a" meetings will go ahead as arranged and each Club must be represented on the dates given below. Non-attendance will result in a fine under League Rule 5(j).

F.A. GUIDELINES ON MARKING REFEREES
Guide To Marking
The mark awarded by a club must be based on the referee’s overall performance: it is most important that the mark is awarded fairly and not based upon isolated incidents or previous games. The referee’s performance should be determined by the table below which should act as a guide for the overall mark, which should fall within the mark range for each standard of performance.

Notes
Club officials should use the full range of marks within each category to help distinguish between different performance levels e.g. within the 85 -76 category a mark of 84 indicates a better performance than a mark of 77.
Whilst some referees may have poor matches there will usually have been some positive aspects of their performance so extremely low marks should be very rare. The result of the match should not influence the mark and disciplinary action should be judged objectively.
When club officials are marking a referee they should always look at the game as a whole and not isolated decisions. The result of the match should not Influence the mark and disciplinary action should be judged objectively.
When a mark of 60 or lower is awarded, an explanation must be provided to the League or Competition by completing the appropriate box on the marking form. The purpose of this explanation is to assist referees to improve their performance levels so the comments should be as helpful as possible.

Notes for Centenary Cup and Wimbledon Trophy matches
Club Secretary's must make sure all players are properly registered - your Club will be removed from the competition if an unregistered player is used.
All ties to be played on the home ground of the team drawn first out of the hat on each tie unless by mutual agreement.
All match costs are shared 50:50.
Extra time is to be played if the scores are level at full time. If the scores are still level after extra time, the tie is to be decided by the taking of kicks from the penalty spot with the procedures adopted by the International Football Association Board.
A result MUST be obtained on the day.
All teams eliminated in the First and Second rounds are automatically entered into the Wimbledon Trophy Competition.
Three match officials will be appointed by the League for Semi final ties only if available.

WIMBLEDON & DISTRICT FOOTBALL LEAGUE RULES
NOMENCLATURE AND CONSTITUTION
a) This combination of clubs shall be designated the WIMBLEDON AND DISTRICT FOOTBALL LEAGUE and shall consist of not more than forty eight clubs who shall be Full Member Clubs.
b) All such Member Clubs must be duly affiliated to a recognised affiliated County Football Association and their names and particulars shall be returned annually by the appointed date on Form 'D' to the relevant County Football Associations.
c) The League must receive the sanction of the London F.A. and Surrey County F.A. (to whom it may be affiliated) and the constituent teams may be grouped in divisions, each not exceeding twelve in number.
d) Clubs who have accepted membership of this Competition may not be members of any other league normally playing on the same day of the week (except a Youth League) nor may they enter (with the exception of the F.A. and County F.A. Competitions) any other cup competition without the written consent of the Management Committee of this League.
E) At the Annual General Meeting or a Special General Meeting called for the purpose, a majority of the delegates present shall have the power to decide or adjust the constitutions of the divisions at their discretion. When necessary this rule shall take precedent over Rule 12.
f) This competition wishes to become a designated Charter Standard League. Existing member clubs have until the end of the 2012- 2013 season to achieve the Charter Standard club award or face expulsion from the League. New member clubs have until the end of the 2011-2012 season to achieve the award. The League has the right to refuse membership to a club if it fails to demonstrate commitment to achieving the award.

2. ENTRANCE FEES, SUBSCRIPTION, DEPOSIT
a) Application by existing and new clubs for admission to the League, or the entry of an additional team(s), must be made on the appropriate Application Form in writing to the League Secretary. Application forms can be downloaded from the League’s website.
b) For all new and re-affiliating clubs this must be accompanied by a deposit of £50.00 per club. (The Deposit shall be returned in the event of non election.) This deposit plus an annual subscription (currently £100) for all teams, whether existing or new, is due for payment on 1st August. Any club failing to pay the subscription and deposit by 1st October shall be required to pay an additional payment equivalent to 25% of the total subscription due.
c) Failure to pay the subscription by 1st November will render that club liable to suspension until such time as the subscription and deposit is paid.
d) By agreement with the League Treasurer, clubs can pay the subscription in installments providing the total amount is paid by 1st October.
e) At the discretion of the majority of the accredited voting members present, applications may be received at the Annual General Meeting but the annual subscription shall apply.
f) A Club shall not participate in a League or cup match until the annual subscriptions have been paid. If an agreement has been reached with the League Treasurer to pay by installments the first installment must have been paid.
g) Each team will receive two handbooks free of charge. Additional copies may be obtained (if available) from the General Secretary.
h) One or more draws to be held each year. Each club in the League will have to purchase a quantity of tickets per team. The quantity at the discretion of the League Council.
i) Clubs must advise annually, to the General Secretary, the club’s County Football affiliation number for the forthcoming season. Clubs will not be allowed to participate in any match (including friendlies) until the Affiliation Number has been received by the General Secretary.
3. OFFICERS
The Officers of the Wimbledon & District Football League shall be determined at the Annual General Meeting and elected thereat. The Officers of the League shall be: President, Vice-Presidents, Chairman, Vice-Chairman, Treasurer, General Secretary, Registration Secretary, Fixture Secretary, Referee's Secretary, Discipline Secretary, Trophies and Social Secretary, Minutes Secretary, Representative Team Manager, Tournaments Secretary. (N.B. Auditors are not officers).
4. MANAGEMENT, NOMINATION, ELECTION
a) The League shall be governed in accordance with the Rules, Regulations, Bye-laws and practices of the Football Association by a Management Committee. They are responsible to a League Council comprising of the League Officers and one representative from each club plus co-opted individuals. Club council representatives must arrange for clubs to represented at all meetings or be fined under League Rule 5(j).
b) Retiring officers shall be eligible to become candidates for re-election without nomination. All other candidates for election as officers shall be nominated in writing by two members to the General Secretary not later than 30th May in each year. Names of those nominated shall be circulated with the notice of the Annual General Meeting. In the event of there being no nominations in accordance with the foregoing for any office, nominations may be received at the Annual General Meeting.
c) The Management Committee shall meet every two months with the League Council meeting at such times as is considered necessary. All meetings shall be notified at least seven days in advance.
d) Except where otherwise mentioned all communications shall be addressed to the General Secretary.
e) Each member of the Management Committee shall have the right to attend and vote at all management committee meetings and have one vote thereat, but no member shall be allowed to vote on any matters directly appertaining to such member or to the club so represented or where there may be a conflict of interest. (This rule shall also apply to the procedure of any sub-committee).
f) With the exception of Rules 5(i), 6(h), 10(a), 11 & 19, for all breaches of rule, a formal written charge must be issued. The respondent shall be given seven (7) days from the date of the notice to reply to the charge and given the opportunity to:
Accept or deny the charge
Submit, in writing, a case of mitigation, or
Put their case before the management Committee.
g) All decisions of the Management Committee shall be binding subject to the right of appeal in accordance with Rule 16.
h) Any business of the Wimbledon & District Football League may be transacted by electronic mail of facsimile.
5. POWERS OF THE LEAGUE COUNCIL
a) The League Council shall have powers to apply, act upon and enforce the rules of the League and shall also have jurisdiction over all matters affecting the League, including any not provided for by the rules.
b) All decisions of the League Council shall be subject to the right of appeal to the Board of Appeal (in accordance with Rule 15).
c) Seven members of the League Council shall constitute a quorum for the transaction of the business, and three members shall constitute a quorum for the transaction of business by any sub-committee of the League.
d) The League Council, as it may deem necessary, shall have power to fill any vacancies that may occur including any vacancies in the constitution.
e) The League Council shall appoint a Management Committee and other such sub-committees as they may consider necessary and may delegate all or any of their powers to such committees. The decision of all such committees shall be reported to the League Council.
The Management Committee shall comprise officers of the League, plus one club representative from each division. The Management Committee shall have the power to co-opt on to the
committee such persons as they think desirable to ensure the smooth running of the League and to provide necessary expertise where appropriate.
The League Council may delegate any of their powers to officers of the League. Officers must report all actions taken under delegated powers to the League Council.
f) The League Council may (subject to the permission of the London F.A. or Surrey County F.A. having been obtained) order a match or matches to be played each season, the proceeds to be devoted to the funds of the League, and if necessary, may call upon each club (including any club which may have withdrawn during the season) to contribute equally such sums as may be necessary to meet any deficiency at the end of the season.
g) Each member of the League Council shall be entitled to attend all League Council meetings and have one vote thereat but no member shall be allowed to vote on any matters directly appertaining to himself or to the club he represents. (This principle shall apply to procedure in any committee).
h) In the event of the vote being equal on any matter, the Chairman shall have a second or casting vote.
i) Each Member of the League Council shall have the right to attend and vote at all League Council and/or General Meetings of the League.
j) All fines and charges shall be paid within twenty-eight days of the date of notification of imposition (unless otherwise ordered). After the expiry of fourteen days any clubs with outstanding fines or charges shall be automatically suspended from playing in any match. This suspension shall last until such time as the outstanding fines or charges are paid. In the event of such suspension all games published on the fixture list will be awarded to the opponents until such time as the outstanding monies are paid and the suspension lifted by the League Treasurer. Fines or charges must be paid to the League Treasurer by Tuesday evening in order that the suspension may be lifted for the following Saturday.
k) A club failing to be represented at a League Council or General Meeting shall be fined £25.00. Failure of that same club to be represented at a second meeting will result in that club being fined £50.00. Failure of that same club to be represented at a third meeting will result in that club being fined £100.00 and suspended from the league. Apologies for absence will be accepted from clubs unable to attend as a matter of courtesy, but they will still be liable to be fined. Dates of meetings are circulated at the commencement of the season and can be found in the League handbook and also on the League’s website.
l) A club having failed to comply with an order or instruction of the League Council within fourteen days of receipt of notice of such order or within fourteen days of an operative date specified in that order, shall not be allowed to play or take part in the business of the League until the order has been complied with and a reason for the delay has been furnished to the General Secretary, who shall submit it to the League Council for their adjudication.
m) A club failing to satisfactorily attend to the business and/or the correspondence of the League shall be fined £10.00 plus any costs incurred by the League or otherwise penalised at the discretion of the League Council (subject to Rule 17).
n) The League Council shall be empowered to arrange representative matches for which nomination of the players may be submitted by all clubs to the appropriate Representative Team Manager in writing. Any player selected failing to attend any match so arranged without good and sufficient reasons may be adjudged to be guilty of misconduct and shall be dealt with by the League Council accordingly. Any club or official who may have encouraged or instigated such conduct shall be deemed guilty of a similar offence. Players selected to play in League representative games and who are returned on the match report sheet will be awarded with a plaque showing the games in which he has represented the League during the season.
O) In the event of a club contributing two or more players for a representative game, the club may postpone any League, Centenary Cup, Wimbledon Trophy or Invitation Cup commitment fixed for that same day with the agreement of the Fixture Secretary notwithstanding the provisions of Rule 10(c).
6. ANNUAL GENERAL MEETING
a) The Annual General Meeting shall be held on no later than 30th June in each year. At this meeting the following business shall be transacted:
The minutes of the preceding AGM shall be confirmed, and any matters arising dealt with.
To consider any business arising there from.
Adoption of standing orders and appointment of scrutineers.
To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts.
Election of new member clubs.
Constitution of the League for the ensuing season.
Election of officers and appointment of auditors.
Alterations to rules, if any (of which notice has been given).
Fix date for the commencement and conclusion of the playing season.
Other business of which notice has been given.
b) A copy of the duly audited Balance Sheet and Statement of Accounts and Agenda shall be forwarded to each club at least fourteen days prior to the meeting.
c) A signed copy of the duly audited/verified Balance Sheet and statement of Accounts shall be sent to the clubs Parent Football Associations within fourteen days of its adoption by the Annual General Meeting.
d) Each full member club shall be empowered to send two delegates to an Annual General Meetings. Each club shall be entitled to one vote only. Associate member clubs represented at all General Meetings on the same basis as full member clubs (except that they may only vote on matters that affect the division in which they are competing).
e) Clubs who have withdrawn their membership of the League during the season being concluded or who are not continuing membership shall be entitled to attend, but shall vote only on matters relating to the season being concluded. (This provision will not apply to clubs who have been expelled from the League).
f) All voting shall be conducted by show of hands, unless a ballot be demanded by at least one third of the delegates present and entitled to vote or the Chairman so decides.
g) No individual shall be entitled to vote on behalf of more than one member club.
h) Any continuing member club failing to be represented at the Annual General Meeting shall be fined £50.00.
i) Officers and Management Committee members shall be entitled to attend and vote at all General Meetings.
j) Dates of meetings are published in the handbook, immediately after the Club Directory. Fourteen days notice shall be given of any meeting.
7. AGREEMENT TO BE SIGNED
The chairman and secretary each club shall complete and sign the following agreement which shall be deposited with the League, together with the Application for Membership for the coming season or upon indicating that the club intends to compete. A copy of this agreement can be downloaded from the appropriate section of the League’s website.

8. QUALIFICATION OF PLAYERS
a ) Contract players, as defined in Football Association rules, are not permitted to participate in this competition. A contract player may only play for the Club that holds his contract.
b) It is the responsibility of each club to ensure that any player signing a registration form for that club has, where necessary, the required International Transfer Certificate. Clearance is required for any player aged 12 and over crossing borders including Wales, Scotland & Ireland.
c) For the purpose of this competition a bona-fide member of a club is one who, being in all respects eligible has:
Signed a fully and correctly completed League Registration Form in ink, witnessed by a second person and who has been registered with the Registration Secretary two days prior to playing and the completed League Registration Form counterfoil is in the hands of the club or his name is displayed in the appropriate section of the League’s website.
d) A club may register (not more than two) players on the day of the match provided the players signature on the League Registration Form is witnessed and signed by the referee before the game, and such League Registration Form is returned with the Result Card. A player having played under the condition of this clause shall not play again until the club is in possession of his completed League Registration Form counterfoil or his name is displayed in the appropriate section of the League’s spreadsheet.
e) Clubs will have 3 days from the date of any request to supply the ink signatures or Emergency Forms they have used to sign players or face the appropriate sanction. Players will be registered once an electronic Multiple Registration Form (MRF) has been completed and a registration number assigned by the registration secretary.
f) All teams must have a sufficient number of players registered with the league prior to the commencement of the season. Any club failing to have sufficient registered players will be suspended until such time that they do have the required number of players (eleven in number). All matches scheduled for that club, whilst suspended, will be awarded to their opponents.
g) Any bona-fide member of a club shall be eligible to play for that club in this League (subject to other relevant clauses in these rules) provided he has not, in the current season, played for another club in the League, or previously signed for, or been registered for another club in this League.
If he has so played or remains on the League’s register of players, permission for a transfer must be obtained from the club to which he is attached (see clause k). Transfer forms can be downloaded from the appropriate section of the League’s website.
h) A team shall not include any player who has taken part in three or more senior competition matches during the current season or preceding season unless a period of sixty days has elapsed since he so played.
i) A senior competition shall be defined as one in which each of the competing teams is either the first team of a senior club registered as such with it's County F.A., or a team (other than a Youth team) attached to a club employing players under a written contract.
j) A player having taken part in a match for any club affiliated to any County F.A. shall not be allowed to join, be transferred to, or sign for a club in this League without first proving to the officials of this intended club that he has discharged his reasonable financial liabilities to his previous club or clubs, and a club official may not accept such player's signature without first ascertaining whether such claims have been discharged to the satisfaction of the club, or clubs for which he last played.
k) All players must be registered on League Registration Forms supplied by the Registration Secretary. Registration forms can be downloaded from the appropriate section of the League’s website.
l) The Management Committee shall decide on all registration disputes.
In the event of a player signing a registration form for more than one club, priority of registration shall decide for which club he shall be registered. The Registration Secretary shall notify the club last applying to register the player of the fact of the previous registration.
m) It shall be deemed misconduct for a player to:
Play for more than one club in the League in the same season without first being transferred.
Having signed for one club in the League, sign for another club in the League in that season except for the purpose of transfer.
Submit a signed League Registration Form for registration that he has willfully neglected to accurately or fully complete.
n) The Management Committee shall have the power to accept the registration of any player. However, it cannot refuse, cancel or suspend the registration of any player they consider guilty of registration irregularities or for any conduct they deem undesirable or disqualify the player in question from participating in any or all games in the League. Application to make such a decision will be made to the appropriate Association.
No action under this rule will be taken against a player until the matter has been dealt with by the appropriate Association. This rule will only apply in cases of the player bringing the Wimbledon & District Football League into disrepute and will, in any case, be subject to an appeal to the Football Association.
o) Transfers shall be made on the printed form (to be completed in ink) obtainable from the appropriate section of the League’s website or from the Registration Secretary. Any player desiring transfer from one club to another must obtain permission for his transfer from the club to which he is attached and, providing no objection is raised within seven days, the player shall then be declared to have been transferred. In the event of any dispute with reference to a transfer of a player, the matter shall be referred to the League Council.
p) A transfer shall not be deemed complete until notification of same has been received by the Registration Secretary. A transferred player shall be eligible to play for his new club upon the completion of the transfer.
q) A player may not be registered for a club nor be transferred to another club in the League after 31st March except by special permission of the Management Committee.
r) A club shall keep a register of its players and keep a record of the games in which they have played. The club must produce such records upon demand by the League Council or the Management Committee.
s) A register containing the names of all members registered for each Club, with the dates of registration, shall be kept by the Registration Secretary. The register of players shall be recorded in the appropriate section of the League’s website which will be maintained by the League’s Registration Secretary.. These records must be kept for a minimum of two years in accordance with London FA, Middlesex FA and Surrey County FA requirements.
t) A player shall not be eligible to play for a team in any special championship deciding match or any special relegation deciding match unless he has played two games for that team in the League in the current season.
u) No team may include more than two players who have played more than eight matches for a team in a higher division of this or any other Saturday League, except by special permission of the Management Committee.
v) Any team playing an unregistered or otherwise ineligible player or players shall have three points deducted from it's score and may be fined and/or otherwise dealt with at the discretion of the League Council. In the event of points being deducted from a team's score as the outcome of a report or protest, only such points as associated with the match under report or protest shall be deducted. The League Council may at its discretion award the points available in the match in question to the opponents, subject to the match not being ordered to be replayed.
w) While serving in any branch of her Majesty’s Regular Forces, a player must first obtain the consent of his Association Secretary before signing a form to play for a club.
9. CLUB COLOURS, CLUB NAME
a) Prior to the commencement of the season every club must register its colours with the League who shall decide as to their suitability.
b) The Football Association has instructed all referees that they MUST wear an all black kit.
No player therefore, including the goalkeeper, shall be permitted to wear black or a very dark jerseys or shirts. Referees have also been instructed not to commence any match in which a
club’s colours might conflict with their own all black kit.
c) The wearing of thermal under shorts has been authorised, but they must be of the same main colour as the shorts of the team of the player wearing them and must not extend below the top of the knee. Shirts and shorts must be worn a separate items, not one piece.
d) Goalkeepers must wear colours, which distinguish them from the other players and the referee. The goalkeeper’s jersey must be of a design that has long sleeves.
e) Each players apparel (shirts or shorts) must bear a unique number.
f) Any team not playing in its normal registered colours shall notify its opponents at least five days before the match of the colours in which they will play.
g) In the event of two clubs, in the opinion of the referee, having the same or similar colours, the home team shall make the change. Any team not having a change of colours or delaying the kick-off by not having a change shall be fined £10.00.
h) The General Secretary may request jerseys or shirts to be submitted to him if complaints are received as to lack of distinguishing colours and the League Council may condemn any jerseys or shirts as they think fit.
i) Any club wishing to change its name and/or colours whilst members of this competition must seek permission from the League Council.
10. PLAYING SEASON, CONDITIONS OF PLAY, TIME OF KICK-OFF, POSTPONEMENTS, SUBSTITUTES
a) The Annual General Meeting shall fix the date in the following season on which the normal playing season of the competition shall terminate.
b) The League programme will commence on the 10th September 2011 and will conclude on 30th April 2012. Any application to play a match after the conclusion date will only be considered if it has a bearing on promotion or relegation issues, and the clubs involved, throughout the season, have made every effort to fulfill the fixture.
c) A list of fixtures will be drawn up by the Fixture Secretary on a regular basis. Fixtures having been circulated or published shall be deemed to have been accepted unless objections are received by the Fixture Secretary within fourteen days of their issue.
d) All matches shall be played on the dates originally fixed. Should a team be unable to fulfill a previously arranged league or cup fixture they must advise the Fixture Secretary and their opponents in writing or by email at least 28 days prior to the date of the fixture. Teams giving less than 28 days notice of their inability to fulfill the fixture will forfeit the match and be fined £100.00 or dealt with as the Management Committee may decide.
From this fine, the referee shall be awarded his fee, after which the remainder of the balance may be awarded, either in part or the whole, to the club not in default. (If both clubs mutually agree to cancel a fixture without giving the required notice, then that match will only be rearranged towards the end of the season, and only if time allows).
e) The fixture secretary shall have power to bring forward or put back the date of any fixture should the circumstances necessitate it, and may reschedule any fixture provided not less than six days notice is given to the teams of the new date on which the fixture is to be played. A team not having previously been given a fixture for a particular Saturday, must hold their team available until 6.00pm on the Tuesday prior to the forthcoming Saturday. A team may be asked to play a match after the Tuesday deadline, but they will not be penalised if they cannot fulfill the proposed fixture.
f) Every club shall ensure that they have a team available to play every week except on the League’s closed dates. The league will not fixture games on bank holiday weekends unless circumstances dictate otherwise. A club may apply to the league, via an email or letter to the Fixture Secretary, for two other Saturdays as “week’s off”, providing that at least 28 days notice is given.
g) Any club failing to have paid their first installment of fees and subscriptions by the commencement of the season will still be included in the fixture list by the Fixture Secretary but may (also) be suspended (for non-payment) by the League Treasurer. In the event of such suspension all games published on the fixtures list will be awarded to the opponents until such time as the outstanding monies are paid and the suspension lifted by the League Treasurer.
h) Except by permission of the Management Committee, all matches must be played on the dates originally fixed, but priority shall be given to the Football Association, all County Association, and Centenary Cup competition fixtures in that order of priority. All other matches must be considered subservient. Clubs may bring forward a fixture with the consent of all interested parties and the Fixture Secretary.
i) All matches shall be played in accordance with the 'Laws of the Game' as settled by the International Football Association Board.
j) Clubs must take necessary precautions to keep their grounds in playable condition. This includes ensuring that suitable changing rooms are available for both teams. All matches shall be played on grounds deemed suitable by the League Council and must be within a 7 mile radius of the League Headquarters in Wimbledon. In exceptional circumstances, matches can be played on grounds outside of the 7 mile radius, but this can only happen with the approval of the Fixture Secretary and with the agreement of both teams and the referee. Matches outside of the radius should not be pre-arranged. If through any fault of the home team a match has to be replayed, the League Council shall have the power to order the venue to be changed.
k) The maximum time to be played in a League match shall be ninety minutes (forty five minutes each way) and the minimum time shall be sixty minutes (thirty minutes each way). All double banker matches shall be of a minimum duration of thirty minutes each way.
l) The times of kick-off shall be determined at the AGM, but shall be no earlier than 1.00pm on a Saturday afternoon, unless an earlier kick off time has been agreed between both clubs and in agreement with the Fixture Secretary and the referee. Any club failing to commence within ten minutes of the appointed time shall be fined £20.00 or be dealt with as the League Council may determine. Any club responsible for a late start causing a less than ninety minute playing time may have their fine increased.
m) Any team failing to commence within twenty minutes of the appointed time shall be deemed to have failed to keep its engagement and the game may be awarded to their opponents, if they reasonably attend. In the event of a match not being played due to reasons beyond their control, a written explanation must be given to the Fixture Secretary within three days of the match (Sundays not included) giving any special reasons as to why the game was not played.
n) Referees must order matches to commence at the appointed time if possible and must report all late starts and advise the captain of the offending team(s) of his intention to do so and obtain their signature(s).
o) The half time interval shall not exceed fifteen minutes. This competition recommends a half-time interval of ten minutes which may only be altered with the consent of the match referee.
p) Notice of cancellation of any matches must be given without delay (either in person, by telephone or by email) by the club cancelling, to the Fixture Secretary, Referee’s Secretary, the secretary of the opposing club, the referee and, where applicable, the referee’s assistants. Formal notification of any cancellation, together with the reasons must be reported, in writing (or email), to the General Secretary within three working days of the scheduled date of the match. Any club failing to comply with this rule shall be fined £20.00 and/or dealt with by the Management Committee who may inflict any extra penalties that they deem suitable. This ruling is intended to cover matches that are cancelled due to bad weather conditions or other unforeseen circumstances.
q) The secretary of the home club must give full particulars of the situation of the ground, time of kick-off and means of reaching the ground to the referee (and referee’s assistants) and the secretary of the opposing club at least five clear days (by 10.00 pm on Monday evening) prior to the playing of the match, and the away club, referee and, where applicable, the referee’s assistants, shall acknowledge receipt of such particulars. If required the secretary of the home club must confirm the details in writing. Any club failing to comply with this rule shall be fined £20.00 and/or dealt with at the discretion of the Management Committee.
r) Every club shall play its best available qualified team(s) in all matches in the League and shall have teams available every week once the season has commenced. If, in the opinion of the Management Committee, the substance or spirit of this rule is obviously being disregarded, the club concerned shall be called to account for its actions and shall be subject to such decisions that the Management Committee may determine, despite the fact that Rule 8 has not been infringed.
s) The minimum number of players constituting a team at the commencement of a match shall be seven. If a team with only 7 players subsequently has one dismissed from the field of play, the match will be abandoned. The Management Committee will determine the outcome of the match, whether it should be replayed etc. Clubs fielding a team without the requisite number of players may be fined a sum of £10 for each missing player.
t) Home and away matches shall be played. In the event of a club failing to keep its engagement, the League Council shall have the power to inflict a fine, award points to opponents, order the defaulting club to pay any expenses incurred by opponents or otherwise deal with them at their discretion. They may not, however, award goals. Notwithstanding the foregoing home and away provision, the Management Committee shall have power to order a match to be played on a neutral ground or on the opponents ground if they are satisfied that such action is warranted in the circumstances.
u) In the event of a match not being played or abandoned owing to causes over which neither club has control it shall subject to clause (j) be replayed in its entirety on a date to be mutually agreed by the two clubs. Failing such agreement the matter shall be dealt with by the Management Committee who shall have the power to order the match to be played on a named date, on or before a given date, or dealt with as they may determine, subject to the provision contained in clause (c). At the discretion of the Management Committee, the season may be extended beyond the deadline, but only to accommodate teams who have outstanding matches to be played, and who have made every effort to fulfill their fixtures during the season.
v) In the event of a match being abandoned for any reason, both teams, together with the referee, must forward a report to the General Secretary to arrive within seven days of the abandoned match stating the reasons behind the abandonment. The Management Committee shall review all abandoned matches and in cases where it is to the advantage of the competition and does no injustice to any of the clubs, shall be empowered to order the score at the time of the abandonment to be recorded as a result. In all cases where the Management Committee are satisfied that a game has been abandoned owing to the conduct of one team or its club members they shall be empowered to award the points for the game to its opponents and/or take what other action they consider appropriate. In cases where a game is abandoned owing to the conduct of both teams or their club member(s), the Management Committee shall rule that all points for the match are void. No fine(s) can be applied to such a match. Such action must be subsequent to any disciplinary action taken by the appropriate County Association. In the event of a fixture not being played (or abandoned) owing to causes over which neither club has any control, it may be replayed in its entirety on a date to be specified by the fixtures secretary.
w) A club may at its discretion, use up to three substitutes from five named substitute players in any match in this competition. In all cases the substitutes names must be given to the referee prior to the commencement of the match, and substitutes not named may not take part. A player who has been named as substitute before the start of a match but does not actually play in the game, shall not be considered to have been a player in that game within the meaning of Rule 8 of this competition.
The home team must provide two footballs fit for use as match balls.
The home team must provide corner flags.
The home team must provide goal nets.
Each team must provide a first aid kit at each match.
Each team shall be required to appoint an assistant referee.
The referee shall report compliance of these requirements on the match report form. Any club in breach of any part of this clause shall be fined £10.00 on each count and/or dealt with at the Management Committee’s discretion. Repeated offences by any team shall be dealt with by the Management Committee who shall have the powers to inflict any penalty that it may deem suitable.
x) Participating clubs taking part in a fixture shall identify a team captain, designated with a captain’s armband, who has responsibility to offer support in the management of the off-field discipline of his players.
