A A spreadsheet must be fully completed for every match that the club plays under the League's jurisdiction and forwarded to the Registration Secretary as an attachment to an email. All result/report forms must arrive by midday on the Monday following the match or, if the match is played on any other day than a Saturday, by midnight on the day following the day of the match.
The spreadsheet must be completed
IN FULL, and contain the following information:
the result of the match.
the forename, surname and registration numbers of all players (including substitutes).
the referee's name and markings as required under Rule 13(i).
a sportsmanship mark for their opponents.
a mark for the opposing goalkeeper.
Any club failing to complete the spreadsheet in the prescribed manner, and within the prescribed time limit, shall be fined £10.00 for each offence.
B In the case of players registered on the day of a match (in accordance with Rule 8(b) (ii)) the player and the club shall substitute the letter 'EF' for their registration number.
C Any club making a false return shall be fined £50.00 and/or dealt with as the Management Committee may decide.
D The results of
ALL games, including League games, League Cup Competitions and County F.A. Competitions,
MUST be notified (either by text or by email) to the Fixture Secretary between the hours of 6.30pm and 8.00pm in the case of matches played on a Saturday, and within twenty four hours of the end of a match in the case of all other matches.
E If the match involves two teams from the Wimbledon & District Football League, then it is the responsibility of both clubs to notify the result.
F Where a Wimbledon & District club is playing a team from another League, e.g. a County Cup match, in addition to any County FA requirement for reporting results, the result must still be notified to the League in the prescribed manner as in Rule 11(h). Any club failing to comply with this rule shall be fined £10.00 per offence.
12 DETERMINING CHAMPIONSHIP
A Team rankings within the League will be decided by points with three points (3) being awarded for a win, and one (1) point for each team in a drawn match. It is not permissible to play a match for double points.
At the conclusion of the season the winners and runners up of each division will be decided in the following order of priority:
the team gaining the highest number of points,
the team with the better goal difference,
(iii) the team scoring the most goals.
the team winning the most matches,
If no decision can be reached the teams involved must play a deciding match/matches on a neutral ground, when the usual match expenses shall be borne equally by the clubs concerned.
B Automatic promotion and relegation shall be applied for the first and last team in each division respectively, except as provided in the following:
(i) Vacancies occurring in a division after the conclusion of the season may be filled in any of the following ways at the discretion of the Management Committee:
(a) Retention of an otherwise relegated team(s).
(b) Additional promotion of the next ranked team(s) from the division below.
(c) Election of a new club.
When a senior team is relegated to a lower division of which its reserve team is a member, or entitled to be a member, such a reserve team must accept relegation also.
(iii) Should either or both of the leading teams in any of the divisions have its senior team in the next higher division, promotion shall fall, at the discretion of the Management Committee, to the next highest team (or teams) in the division concerned.
C In the event of a team not completing 75% of its fixtures for the season, all points obtained by, or recorded against, such defaulting team shall be expunged from the League table.
13 REFEREES
A (i) Registered referees (and Assistant referees where approved by the FA or County FA) for all matches shall be appointed in a manner approved by the Management Committee and by the sanctioning association(s).
(ii) Home clubs must contact the Referee’s Secretary by 8.00pm on Tuesday prior to the scheduled match being played, to confirm the match details. Clubs failing to comply with this rule shall be liable to a fine of £20.00.
B In the event of the non-appearance of the appointed referee, the senior assistant referee, if appointed, shall take charge and a substitute assistant referee appointed. In cases where there is no officially appointed referee or the appointed referee does not show, then both clubs shall mutually agree upon a referee. A referee thus agreed upon shall, for that game, have the full powers, status and authority of a registered referee.
C Where assistant referees are not appointed to a match, each team shall provide an assistant referee from within their club.
D The appointed referee shall have power to decide as to the fitness of the ground in all matches, and that decision shall be final. However, in the case of (a) a Local Authority ground, or (b) the owners of a private ground, the representative of that body is the sole arbiter and whose decision must be accepted unless the ground is declared fit to play.
E Subject to any limits or provisions laid down by the sanctioning Association, match officials appointed under this Rule shall be paid a match fee as follows:

All fees are inclusive of travel expenses, private car expenses, and any other permitted expenses actually incurred subject to any limits laid down by the sanctioning Association. The amount of the fee shall be determined at the commencement of each season giving reference to guidance as laid down by the Football Association.
The home team shall pay the official(s) their match fees prior to the commencement of the match.
F In the event of a match not being played because of circumstances of which the clubs have no control, the match officials, if present shall be entitled to out-of-pocket expenses only. Where a match is not played owing to one club being in default, that club shall pay the officials their full fee, providing they reasonably attend the ground.
G A referee not keeping his engagement, and failing to give a satisfactory explanation as to his non-appearance, may have his name removed from the list of referees, and the fact reported to the County F.A. with which he or she is registered.
H Each club shall, in a manner prescribed by the Football Association, award marks to the referee for each match. For every game under the League’s jurisdiction, the name of the referee and the marks awarded shall be submitted to the League on the Result/Report Form provided. Clubs failing to comply with this rule shall be fined £20.00.
I The League shall keep a record of the marks and, on the form provided and by the prescribed date each season, shall submit a summary to the Football Association/County Association.
J The referee shall submit a Report Form for every match that he/she officiates under the auspices of the Wimbledon & District Football League. The Report Form will be supplied by the League, and should be completed showing a) the names of both teams, b) the result of the match, c) the score, d) the number of players in each team, e) the time of kick-off, f) the names of players shown a yellow or red disciplinary card, and g) a mark for sportsmanship for both teams (marked out of ten (10). The completed Result Card should be forwarded to the Registration Secretary by midday on the Monday following the match, if the Match was held on a Saturday and within 48 hours if the match was played on any other day of the week.
K Referees registered to officiate matches under the auspices of The Wimbledon & District League, shall be supplied, at the commencement of each season, with a copy of the League rules, without cost.
L Referees shall, at the commencement of the season, undertake a RESPECT briefing session offered either by the Football Association, the County Association, or the Wimbledon & District Football League.
M The Management Committee may, if they consider it desirable or upon the application of the two competing clubs, appoint a registered referee as a referee’s assistant to any match. Fulfilling this request will depend on a referee’s availability. With the above exceptions, each club must provide a referee’s assistant where possible.
14 CONTINUATION OF MEMBERSHIP OR WITHDRAWAL OF A CLUB
A Every club must notify the League, on or before the 31st May each year, of its intention to continue in, or withdraw from the League for the next season. Failure to do so may incur a fine not exceeding £50.00.
B A club shall not be allowed to withdraw any or all of its teams from the League after the Annual General Meeting.
Any club infringing this rule and withdrawing from the League after the fixtures have commenced, shall be liable to a fine not exceeding £100 per team, and shall also be liable for its share of any call which may be made under Rule 5(B).
Any club infringing this rule and withdrawing before the fixtures have commenced, cannot be fined, but will be liable for any financial commitments prior to withdrawing.
C Following the constitution for the coming season having been approved at the Annual General Meeting, the League shall have the right, irrespective of other provisions in this rule, to refuse to permit a club to withdraw its team(s) in order to join another competition, and may hold the club to its engagements. The Annual General Meeting to be scheduled to be held prior to June 30
th in any one year.
D In the event of a member club, which is an un-incorporated association withdrawing and/or disbanding, it shall be immediately liable to discharge all of its financial and other obligations to the League.
(i) In the event that any such obligation remains un-discharged after a period of twenty-one (21) days, then such obligation shall be met by the then current club members, excluding those under the statutory school leaving age. Until a member’s pro rata obligation is discharged in full, that member shall not be allowed to participate in any match under the auspices of the League. The League may apply to the club’s parent County Association for a suspension order.
(ii) If the debt remains unpaid after eighty-four (84) days, the League may apply to the club’s parent County Association for the debt to be recovered in accordance with the Football Association Football Debt Recovery System. Once the matter has been passed to the club’s parent County Association the debt can only be cleared by payment to that County Association.
15 PROTESTS AND COMPLAINTS
A (i) All questions of eligibility, qualifications of players or interpretations of the Rules shall be referred to the Management Committee.
(ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the venue will not be entertained by the Management Committee unless a protest is lodged with the referee before the commencement of the match. Any club lodging such protest and not proceeding with it, shall be deemed guilty of a breach of this rule and shall be dealt with by the Management Committee
.
B Except in cases where the Management Committee decide that there are special circumstances, protests and complaints (which must contain full particulars of the grounds upon which they are founded) must be lodged with the General Secretary within seven (7) days (excluding Sundays) of the match, or of the occurrence to which they refer. A protest or complaint shall not be withdrawn except by permission of the Management Committee. A member of the Management Committee, who is a member of any club involved, shall not be present (except as a witness or representative of his Club) when such protest or complaint is being determined.
C Any dispute occurring between clubs in the League shall be referred for determination by the Management Committee whose decision shall be binding upon all parties subject to Rule 16.
D No protest of whatever kind shall be considered by the Management Committee unless the complaining club shall have deposited with the League a sum of £20.00. This may be forfeited in whole, or in part, in the event of the complaining or protesting club losing its case. The Management Committee shall have power to order the defaulting club or the club making a losing or frivolous protest or complaint, to pay the expenses of the inquiry, or to order that the costs be shared by the parties. The Management Committee
shall take into consideration, when dealing with the protest, the possession by the protesting club of any information which, if properly used, might have avoided the protest.
E All parties to a protest or complaint must receive a copy of the submission at least 7 (seven) days prior to the protest or complaint being heard. They must also be afforded an opportunity to make a statement.
If a club should elect to state its case in person, they should indicate such when forwarding a written response. The appeal should be accompanied by a deposit of £20.00.
All parties, should they be instructed to attend an appeal hearing, must have received seven (7) days notice of the hearing.
A club or player may appeal against the decision of the Management Committee providing this is done within 14 days of the original decision being made. This appeal shall be heard by the full League Council.
No appeal can be lodged against a decision taken at an Annual or Special General Meeting unless this is on the ground of unconstitutional conduct.
F Except where these rules provide for the imposition of a set penalty for any club, a club official (limited to Chairman, Secretary or Treasurer) or player alleged to be in a breach of a League rule must be formally charged in writing and given the opportunity to present their case before the Management Committee. Financial penalties can only be imposed if included within the set penalties for breaches of League rules. All breaches of the Laws of the Game and Rules & Regulations of the Football Association shall be dealt with in accordance with Football Association rules by the appropriate association.
16 BOARD OF APPEAL
Within 14 days of the posting of written notification of any decision of the Management Committee or the League, a club, official or player against whom action is taken, may appeal against such decision by lodging particulars in duplicate with the secretary of the Football Association to which their club is affiliated, including a fee of £20.00, for adjudication by a Board of Appeal. The grounds of appeal shall be in accordance with FA Rules. The Board of Appeal may order the appeal fee to be forfeited and shall decide who will bear the costs of the appeal. The decision of the Board of Appeal is final and binding on all parties concerned.
17 MISCONDUCT, CLUBS, OFFICIALS, PLAYERS
A At the Annual General Meeting, or at a Special General Meeting called for the purpose, and in accordance with the provisions of Rule 19, the accredited delegates present shall have the power to exclude any club from further participation in the League. This could be on the recommendation of the Management Committee, or at the request of member clubs against a club whose conduct has, in their opinion, been undesirable.
Any decision must be supported by more than two-thirds of those present and voting. Voting on this point shall be conducted by ballot. A club whose conduct is the subject of the vote being taken shall be excluded from voting. A Notice of Motion shall have been duly circulated on the agenda.
B Any official or member of a club proved guilty of either a breach of rule, other than field offences, or of inducing or attempting to induce a player or players of another club in the League to join them shall be liable to expulsion or such penalty as a General Meeting or Management Committee may decide. Their club may also be liable to expulsion in accordance with the provisions of Clauses (A) and (B) of this rule.
C Any club or team failing to complete 75% of its fixtures in any season shall (unless the conditions are beyond their control, or the accredited delegates present at the Annual General Meeting or a Special General Meeting decide otherwise by a majority of two-thirds of the votes cast) be debarred from membership of the League for the following season.
18 TROPHIES - LEGAL OWNERS, CONDITIONS, AGREEMENT TO BE SIGNED.
A If a competition is discontinued for any reason, a trophy, or any other presentation, shall be returned to the donor, if the conditions attached to it so provide or, if not, dealt with as the sanctioning association may decide.
B The following agreement shall be signed on behalf of the winners of the Cup or Trophy:-
“We and , the chairman and secretary of FC, members of and representing the Club, having been declared winners of Cup (or Trophy), and it having been delivered to us by the League, do hereby on behalf of the club jointly and severally agree to return the cup or trophy to the Trophies Secretary on or before the last day of December. If the cup or trophy is lost or damaged whilst under our care we agree to refund to the League the amount of its current value or the cost of its thorough repair.”
C At the close of each competition, awards may, if the funds of the League permit be made to the winners and runners-up of each competition.
D All trophies must be returned to the Trophies Secretary on or before the last day of December. Any club failing to do so shall be fined £50.00 and/or dealt with as the Management Committee shall decide.
E Trophies may be withheld from clubs who do not affiliated with the League for the following season.
F Any club withdrawing from membership of the League shall return all trophies to the League immediately.
19 SPECIAL GENERAL MEETINGS
Upon receiving a request signed by two-thirds of member clubs, or on his own authority in the interest of the League, the General Secretary shall call a Special General Meeting.
The Management Committee may call a Special General Meeting at any time should it be considered necessary.
At least seven days notice shall be given of either meeting under this rule, together with an agenda of the business to be transacted at such meeting.
Each member club shall be entitled to send two (2) delegates to all Special General Meetings. Each club shall be entitled to one vote only.
Any continuing member club failing to be represented at a Special General Meeting without satisfactory reason being given shall be fined £50.00.
Officers and members of the Management Committee shall be entitled to attend and vote at all Special General Meetings.
20 ALTERATION TO RULES
A Alterations, for which consent has been given by the sanctioning association, shall be made to these rules only at the Annual General Meeting, or at a Special General Meeting specially convened for the purpose called in accordance with Rule 19. Any alteration made during the playing season to the rule relating to the qualification of players shall not take effect until the following season.
B Notice of proposed alterations to be considered at the Annual General Meeting shall be submitted to the General Secretary by May 31st in each year. The proposals, together with any proposals by the Management Committee shall be circulated to the clubs with the notice of the Annual General Meeting at least seven days before the date of the meeting. A proposal to change a rule shall be carried out if more than 50% (a majority) of those present and entitled to vote are in favour.
C Proposed alterations to rules to be considered at a Special General Meeting shall be circulated with the notice of the meeting and proposed amendments may be made and voted upon at the meeting.
D A copy of the proposed alterations to rules to be considered at the Annual General Meeting or Special General Meeting shall be submitted to the London F.A. and Surrey County F.A. fourteen days prior to the date of the meeting.
E Any alterations or additions decided upon at any meeting shall not become operative until they have been sanctioned by the relevant F.A.
21 FINANCE
A The Chairman, Treasurer and General Secretary for the time being shall be, and are hereby expressly appointed, for all intents and purposes trustees and legal owners of all trophies, property, and funds.
B The Management Committee shall determine which bank or other financial institution the funds of the League will be lodged.
C All expenditure in excess of £250 shall be approved by the Management Committee. All cheques shall be signed by any two (out of three) officers nominated by the Management Committee.
D The financial year of the League shall end on the 31st May of each year.
E The accounts, or a certified balance sheet, shall be prepared and shall be audited or verified by a suitable person(s) who shall be appointed annually at the Annual General Meeting.
22 INSURANCE
All Clubs MUST be in the possession of Public Liability insurance cover of at least 10 million pounds (£10,000,000).
With effect from the 2013-14 season all clubs must be members of a Players’ Personal Accident scheme which meets the minimum criteria set by the sanctioning association.
23 RULES BINDING ON CLUBS
Each club shall be deemed to have given its assent to the foregoing rules and agreed to abide by the decisions of the League Council subject to Rule 15(f).
24 STANDING ORDERS
a) The day, the hour and the dates of all League Council and General Meetings of the League shall be fixed at the first League Council meeting following the Annual General Meeting.
b) The General Secretary shall send to all officers and clubs concerned an agenda of the business to be transacted so as to reach them at least seven days before each meeting. A copy of the standard agenda is published in the League handbook.
c) Notice of all intended motions shall be sent to the General Secretary to reach him at least fourteen days before each meeting, and be placed on the agenda. Any matter of pressing importance, however, may be dealt with upon a motion for urgency having been duly moved, seconded and carried by two-thirds of all members present.
d) Each member on speaking shall rise, identify himself (name and club where appropriate) and address himself to the Chairman and to no other person. No speech shall exceed three minutes except by permission of the Chairman.
e) The mover of every original resolution, but not of any amendment (unless it becomes an original motion) shall have the right to reply, not introducing therein any new matter, but confining himself strictly to the answering of the previous objections, immediately after which the question shall be put to the chair. No other member shall be allowed to speak more than once on the same question unless permission is given to explain or the attention of the Chairman be called to a point of order.
f) When an amendment is moved upon a proposition, no further amendment shall be moved or taken into consideration until the first is disposed of, but any number of amendments may be brought forward in succession, and the question must be put in such a manner that if one amendment be negative another may be moved upon the original proposition, but if the amendment be affirmed, it shall form the proposition under consideration, whereon further amendments may be moved, and if moved, the question must ultimately be upon the original or amended proposition, as the case may be, in order to allow its being passed as a resolution.
g) When discussion arises
upon an amended proposition, the mover of the amendment which has displaced the original proposition may speak in reply, and so on in like manner with respect to any further and displacing amendments.
h) A resolution may be rescinded at the meeting at which it has been passed if the motion to rescind be supported by 75% of the members present.
If, on a decision being taken, the votes recorded, including that of the Chairman, are equally divided, the Chairman is entitled to a casting vote.
j) The Chairman's declaration of the result shall be prima facie decisive, but if not accepted, shall be challenged at once and a recount claimed.
k) The General Secretary may convey to the Press the decisions reached at all meetings unless instructed to the contrary by the meeting at the time the decisions are arrived at.
l) No further business will be taken after 9.45pm.
25 FOOTBALL ASSOCIATION RESPECT PROGRAMME
The Wimbledon & District Football League has signed up to the Football Association's
RESPECT programme and will do everything within it' s power to ensure that clubs within the League abide by the guidelines and Code of Conduct.
A Guidance notes
i) The regulations outline who has what responsibilities clearly in order to prevent cases of double jeopardy (i.e. a participant being dealt with twice for one offence)
ii) If the breach is considered by The Football Association (The FA) or County Football Association (CFA) to be one of "misconduct", the regulations give power for action to be taken by either The Football Association or parent County Football Association only. Such issues would cover all on-field misconduct (e.g. violent conduct, abuse behaviour towards the match officials by players) or off-field offences by clubs, their officers or spectators (e.g. crowd abuse, inappropriate comments about match officials). Such sanctions could result in a fine, individual or club suspensions or other sanctions considered appropriate by the commission hearing the case.
iii) Where a breach is at a level where it is contrary to the rules of a competition or League but not considered to be misconduct by The FA or CFA action may be taken by the relevant competition providing such breach occurred whilst participating in that competition, (e.g. failure to fulfil a fixture, playing ineligible players, failure to confirm appointments to match officials). Such sanctions may also include fines, reduction of points or ultimately expulsion from the competition or excluded from a competition by Members at an AGM/EGM.
iv) It is vital that the football family works in partnership to ensure the integrity of Respect is maintained. Such an important project starts with the Club who also has a vital part to play. Clubs also have the ability to ensure their Club members adhere to the codes of conduct within the Club. For those in breach, the Club may also take appropriate action which may include omission from the team in respect to players, request for non-attendance at matches or again removal from the club membership in severe cases.
v) If any organisation is in doubt as to their powers to apply sanctions in individual cases then it would always be best practice to seek appropriate advice from their parent County Football Association.
B Code of Conduct: Adult Players
We all have a responsibility to promote high standards of behaviour in the game. Players tell us they want a referee for every match, yet 7,000 match official’s drop out each season because of the abuse and intimidation they receive on and off the pitch. Respect your referee today and you may just get one for every match this season.
Play your part and observe The FA's Respect Code of Conduct for players at all times.
On and off the field, I will:
Adhere to the Laws of the Game
Display and promote high standards of behaviour
Promote fair play and behave within the spirit of the Laws of the Game
Always respect the match officials' decisions, remembering that we all make mistakes
Never engage in public criticism of the match officials
vi) Never engage in offensive, insulting or abusive language or behaviour
vii) Avoid bullying, intimidation and poor behaviour
viii) Speak to my team-mates, the opposition and my coach/manager with respect
ix) Ask my team captain to talk to the referee if I have a problem relating to the game
x) Shake hands with the opposing team and the match officials
at the end of every game
Any breaches of the code may result in action being taken by the County FA and /or The FA.
26 EQUALITY POLICY
The Wimbledon & District Football League is committed to promoting equality by treating people fairly and with respect, by recognising that inequalities may exist, by taking steps to address any such inequalities.
The League will ensure that it treats people fairly and with respect. It will not tolerate harassment, bullying, abuse or victimization, of any individual which, for the purposes of this policy and the actions and sanctions applicable, is regarded as discrimination. This includes sexual or racially based harassment or other discriminatory behaviour, whether physical or verbal.
The League commits itself to the immediate investigation of any claims. Such claims should be made in writing and addressed to the League’s Chairman. Where such claims are found to be proved, the League will ensure that the practice is stopped and appropriate sanctions imposed as appropriate.
The League will work to ensure that any such behaviour is met with appropriate action in whatever context it occurs.
27 PRIVACY POLICY
Whilst there is a need to collect personal information regarding the officers of the League, club secretaries, etc., we endeavour to keep the amount of information required to a minimum.
All information will be treated as confidential, apart from that which is required to satisfy the needs of producing the Wimbledon & District Football League club directory.
We will only use this information when communicating with a) the individual personally, b) with other members of the Wimbledon & District Football League in connection with the business of the League, or c) with other relevant parties, such as County Football Associations, etc. No information will be disclosed to any outside third parties, unless we believe such disclosure may be required by law or may be appropriate in connection with any legal claims.
The Wimbledon & District Football League will take every reasonable precaution, both technically and organisationally, to ensure that any such personal information is protected from loss, misuse, unauthorized access, disclosure, alteration and destruction.
All correspondence generated by the Officers of the Wimbledon & District Football League and sent to individual members of the League, either by telephone, email, or letter, must be treated with the utmost confidentiality unless express permission is granted to divulge such information to other parties.
28 WIMBLEDON & DISTRICT CENTENARY CUP COMPETITION
A This competition shall be known as the Wimbledon & District Football League Centenary Cup Competition and shall be open to clubs in membership of the League. It may be divided into sections at the discretion of the League Council. The name of any sponsor may be added to the name of the competition for the duration of the sponsorship.
B All teams entering the Wimbledon & District Football League will automatically be entered into this competition for the following season. There is no entrance fee for this competition as it is included in the annual subscriptions. No team shall be permitted to play in this competition until the subscription has been paid (in line with rule 2a).
C The competition shall be governed in accordance with the Rules, Regulations and Bye-laws of the Football Association, by the Management Committee of the Wimbledon & District Football League.
D (i) All teams shall be placed in an open draw. The ties shall be drawn and dates arranged by the Management Committee. The final tie shall be played on a senior stadium ground whenever possible. The finalist clubs to purchase twenty tickets each, the remainder of costs shall be borne by the League who may take a gate if appropriate. The competition shall take all receipts and pay all expenses. In all cases the home team shall be responsible.
(ii) The first named team in each tie shall be the home side. If its home ground is not available, the match shall be played on its opponents ground. If neither is available on the date of the tie, the match shall be played on the preceding or following Saturday, by arrangement between the two teams and the Fixture Secretary.
(iii) All ties shall be played on a knock-out basis. In the event of the scores in a match being level at the end of 90 minutes play, 30 minutes extra time shall be played in two equal periods of 15 minutes. If the game still remains drawn after the period of extra time it will be decided on kicks from the penalty mark in accordance with the procedures adopted by the International Football Association Board.
E In order that a player may be eligible, he must be qualified under Rule 8 of the League rules which shall apply in its entirety except that:
A player may not play for a team if he has already played for another team in this Competition during the current season.
(ii) When a club has more than one team in the competition a player in a lower section can be promoted to a higher section, but no player can revert to a lower section without the permission of the Management Committee.
(iii) Any club playing an ineligible player shall be ruled out of the competition and shall be fined £50.00 for each ineligible player and the match in question awarded to their opponents. Any club so ruled out of the competition shall not be eligible for automatic entry to the Wimbledon & District Football League Trophy Competition or the Wimbledon & District Football League Invitation Cup Competition.
All players taking part a semi-final or in a final tie, must have played, during the current season, in at least five different occasions for the club which they represent in competitions under the jurisdiction of the Wimbledon & District Football League.
F The referee’s fee (and Referee’s Assistants fees when appointed) shall be in accordance with Rule 13(e) of the League rules. The home team to pay the referee and collect from the away team their share. All expenses to be shared by the two clubs, except in the final tie when the League will provide the pitch and pay the referees fees. Both clubs should agree to the total costs to be shared between them in advance of the match taking place. The referee and referee’s assistants shall be awarded a plaque by the League in addition to the fee and in accordance with Rule 13(e).
G (i) The result of the matches in this competition shall be reported in accordance with Rule 11 of the League rules.
For the final tie competing clubs must submit their teams to the Registration Secretary and the General Secretary not later than fourteen days prior to the date of the tie.
In the event of both clubs having similar colours both teams shall change. Both teams should bring with them to the final, ribbons in their club colours so that the trophies can be suitably adorned.
In all final ties only seven members of each club, including substitutes, may occupy dugouts/benches.
Any player dismissed from the game during the duration of a final tie will not be permitted to collect his plaque during the presentation ceremony at the end of the match.
H Plaques shall be awarded to the winners of each section and to the runners up (circumstances permitting).
I A club, upon reaching the final, must provide to the General Secretary for inclusion in the programme, and at least 14 days prior to the final, a brief history of the club, player profiles, and any other relevant data that they wish to have stated in the programme.
J With
the exception of the foregoing, the rules of the Wimbledon & District Football League, where appropriate, shall apply.
29 WIMBLEDON & DISTRICT WIMBLEDON TROPHY COMPETITION
A This competition shall be known as the Wimbledon & District Football League Trophy Competition and shall be open to all clubs in membership of the League. The name of any sponsor may be added to the name of the competition for the duration of the sponsorship.
B All teams who are knocked out in the first and second rounds of the Wimbledon & District Football League Centenary Cup competition will be automatically entered for this competition, excepting any club in breach of Wimbledon & District Football League Centenary Cup Competition Rule 5(c).
C The competition shall be governed in accordance with the Rules, Regulations and Bye-laws of the Football Association by the Management Committee of the Wimbledon & District Football League.
D (i) All teams will be placed in an open draw. The ties shall be drawn and the date arranged by the Management Committee. The final tie shall be played on a senior ground whenever possible. The finalists to purchase twenty tickets each, the remainder of the cost of the stadium shall be borne by the League who may take a gate if appropriate. The competition shall take all receipts and pay all expenses. In all other cases the home team shall be responsible.
The first named team in each tie shall be the home side. If its home ground is not available the match shall be played on its opponents ground. If neither is available on the date of the tie, the match shall be played on the preceding or following Saturday by arrangement between the two teams and the Fixture Secretary.
All ties shall be played on a knock-out basis. In the event of the scores in a match being level at the end of 90 minutes play, 30 minutes extra time shall be played in two equal periods of 15 minutes. If the game still remains drawn after the period of extra time it will be decided on kicks from the penalty mark in accordance with the procedures adopted by the International Football Association Board.
E In order that a player may be eligible he must be qualified under Rule 8 of the League rules which shall apply in its entirety except that:
A player may not play for a team if he has already played for another team in this competition during the current season.
Unless the prior permission of the Management Committee has been obtained, a player may not play for a team if he has played for another team in the Wimbledon & District Centenary Cup Competition in the current season.
Any club playing an ineligible player shall be ruled out of the competition and shall be fined £50.00 for each ineligible player and the match in question awarded to their opponents.

30 WIMBLEDON & DISTRICT INVITATION CUP COMPETITION
A The competition shall be known as the Wimbledon & District Football League Invitation Cup Competition and shall be open to teams invited to take part by the Management Committee.
B At the discretion of the Management Committee, teams playing outside of the jurisdiction of the Wimbledon & District Football League may be invited to participate. This could include teams looking to play in the Wimbledon & District Football League during the following season and wishing to gauge the standard of WDFL teams.
C The name of any sponsor may be added to the name of the competition for the duration of the sponsorship.
D The entrance fee shall be at the discretion of the Management Committee.
E The competition shall be governed in accordance with the Rules, Regulations and Bye-laws of the Football Association, by the Management Committee of the Wimbledon & District Football League.
F The competition shall be run in two stages:
(i) The preliminary stage in which all entries will be allocated into groups. Each team in each group to play against each other once. The winners (and runners up when appropriate) shall be decided on the criteria as described in League Rule 12(a).
(ii) The finals stage in which the group winners (and runners up when appropriate) of the preliminary stage shall be played on a knock-out basis. In the event of the scores being level at the end of ninety minutes play, thirty minutes extra time shall be played in two equal periods of fifteen minutes. If the match still remains drawn after the period of extra time, the result will be decided on by kicks from the penalty mark in accordance with the procedures adopted by the international Football Association Board.
Arrangement of groups and the draw for the finals stage shall be made by the Management Committee.
(iii) The venue for matches in the preliminary stage will be by mutual agreement. In the final’s stage of the competition, the first named team is designated the home team, and will have first choice of venue. The final tie will be played on a senior ground whenever possible. Clubs appearing in the final to purchase twenty tickets each, the remainder of the costs of the stadium shall be borne by the League who may take a gate if appropriate. The competition shall take all receipts and pay all expenses.
(iv) In matches other than the final tie, all costs (pitch and officials) shall be split equally between both teams.
G In order that a player may be eligible, he must be qualified under Rule 8 of the League rules which shall apply in its entirety except that:
(i) A player may not play for a team if he has already played for another team in the competition during the current season.
(ii) All players taking part in the final tie and representing clubs under the jurisdiction of the Wimbledon & District Football League must have played, during the current season, on at least five different occasions for the team they are representing. This rule does not apply to clubs invited into the competition who are not members of the Wimbledon & District Football League.
(iii) Any club playing an ineligible player shall be ruled out of the competition and shall be fined £50.00 for each ineligible player and the match in question awarded to their opponents.
(iv) In the case of clubs from outside of the Wimbledon & District Football League invited into the competition by the Management Committee, clearance to participate having been obtained by the General Secretary, the Registration Secretary shall obtain the bona fide's of the invited clubs players. Any club thus cleared for this competition is deemed to be obliged to the same rules as Wimbledon & District League clubs.
H The referee’s fee (and referee’s assistant’s fees when appointed) shall be in accordance with Rule 13(e) of the League rules. The home team to pay the referee and collect from the away team their share. All expenses to be shared by the two clubs, except in the final tie when the League will provide the pitch and pay the referees fees. 31 WIMBLEDON & DISTRICT SIX A SIDE COMPETITION
A This competition shall be known as the Wimbledon & District Football League Six-a-side Competition and shall be open to clubs invited to take part by the Management Committee.
The name of any sponsors may be added to the name of the competition for the duration of the sponsorship.
B All games shall be played in accordance with the Rules, Regulations and Bye-laws of the Football Association appertaining to Small Side competitions and governed by a committee of three persons appointed by the Management Committee of the Wimbledon & District Football League.
C The entrance fee shall be at the discretion of the Management Committee.
D All players taking part shall be bona fide members of the clubs in the League and must be registered as such in accordance with Rule 8 of the League Rules.
E No player shall play for more than one team in the course of the competition.
F When colours of team’s clash, the Committee members present on the day shall decide which team shall change colours.
G The competition shall be run in two stages:
(i) The preliminary stage in which all entries will be allocated into groups of not less than four teams. Each team in each group to play against each other. The winners (and runners up when appropriate) shall be decided on the criteria as described in Rule 12(a) of the League rules.
(ii) The final’s stage in which the group winners (and runners up when appropriate) of the preliminary stage shall play on a knock-out basis.
Arrangements of groups and the draw for the final’s stage shall be made by the Committee members present on the day of the competition.
H Plaques shall be awarded to the winners of the competition (and the runners up, circumstances permitting).
I Plaques, in lieu of a fee, will be awarded to all referees officiating in this competition.
J All matters not covered in the above shall be governed by the rules of the Wimbledon & District Football League.
32 THE WALLY GILCHRIST SPORTSMANSHIP TROPHY
A Adopted at the Annual General Meeting held on July 29th 1947 and approved by the donor of the cup. The trophy was renamed at the commencement of the 2007-2008 season to commemorate a long and faithful servant of the League who recently celebrated his 100th birthday.
B The Sportsmanship Cup shall be awarded to the team showing the best sportsmanship on and off the field as evidenced by:
attention to the needs of visitors,
attitude towards the referee,
full teams and prompt starts,
promptness in carrying out obligations to opponents, to the League and it's officers,
good feeling among members of the team (members will be expected to have discharged all of their obligations to the club).
C The winners shall be decided in the following manner:
Vote by members of its own division,
Reports by League Officers and members of the Management Committee.
The decision shall be made by the Management Committee.
D Sportsmanship Certificates (not more than four) shall be awarded to the winners of the Cup and up to three other teams nearest in order of merit.
E Medals shall not be awarded in any circumstances in connection with this scheme.
A sportsman is a man who does not boast, or quit or make excuse when he fails. He is a cheerful loser and a quiet winner. He plays fair and as well as he can. He enjoys the pleasures of risk, gives his opponents the benefit of the doubt and values the game itself more highly than the result.
33 REPRESENTATIVE TEAMS
i) The Management Committee shall be empowered to arrange representative matches for which nomination of the players may be submitted by all clubs to the appropriate Representative Team Manager in writing. Any player, having
previously been selected, who fails to attend any match so arranged, without good and sufficient reasons, may be adjudged to be guilty of misconduct and shall be dealt with by the Management Committee accordingly. Any club or official who may have encouraged or instigated such conduct shall be deemed guilty of a similar offence.
ii) Players selected to play in a League Representative game, and whose names are recorded on the match report sheet, will be awarded with a plaque in accordance with League Rule 5(l), circumstances permitting.
ii) In the event of a club contributing two or more players for a representative game, the club may postpone any League, Centenary Cup, Wimbledon Trophy or Invitation Cup commitment fixed for that same day with the agreement of the Fixture Secretary notwithstanding the provisions of Rule 10(c).
34 REFEREE OF THE YEAR
The Referee of the Year will be determined from the highest average marks as returned by club secretaries on the League Result Form. To qualify, each referee must have covered eight (8) or more games during the current season.
35 REFEREE’S LONG SERVICE AWARD
The League will recognise ten year’s service completed by any referee in the Wimbledon League.
36 SECRETARY'S CUP
The award of the Secretary's Cup shall be made annually by the same special committee appointed to award the Sportsmanship Cup. The cup will be awarded to the club secretary who, in the opinion of other club secretaries, referees and League officers, is considered the most pleasant, efficient and helpful for the season in question. A plaque will be awarded which shall be considered the personal property of the club secretary concerned.
37 BOB COLE MEMORIAL TROPHY
This award was donated by the widow of Bob Cole and his club, Woodfields F C, in memory of the secretary of that club who tragically died young. It is awarded to the club who, in the opinion of the special committee appointed to decide the Sportsmanship Cup, has merited recognition for their general positive contribution to the League throughout the year.
38 HIGHEST GOALSCORERS
The team achieving the highest average of League goals per game, as evidenced by the final League tables, at the end of the current season shall be awarded a plaque to mark the achievement.
39 LONG SERVICE AWARD
The League recognises long service given by members of clubs in affiliation with the League. Such persons must have completed twenty years service with a club as a player and/or official. This service includes time as a League official.
40 GOALKEEPER OF THE YEAR (PETER ROBERTSON MEMORIAL TROPHY)
This was donated by the widow of former League Chairman Peter Robertson who himself was a goalkeeper with Kings Own Football Club. It is awarded to the goalkeeper who achieves the highest average mark returned by the opponent’s club secretary on the League Result Form over eight games or more. A permanent memento is presented to the winner to keep.
41 RESPONSIBILITIES & DUTIES OF THE LEAGUE COUNCIL
i) Every club in full membership of the Wimbledon & District Football League shall be required to send a delegate from their club, to every League Council meeting, and any other meeting as directed by the Management Committee.
ii) Seven members of the League Council shall constitute a quorum for the transaction of any business, and three members shall constitute a quorum for the transaction of business by any sub-committee of the League.
iii) All decisions of the League Council shall be subject to the right of appeal to the Board of Appeal (in accordance with Rule 15).
iv) The League Council shall appoint a Management Committee and other such sub-committees as they may consider necessary, and may delegate all or any of their powers to such committees. The decision of all such committees shall be reported to the League Council.
v) Each member of the League Council shall be entitled to attend all League Council meetings and have one vote thereat, but no member shall be allowed to vote on any matters directly appertaining to himself or to the club he represents. (This principle shall apply to procedure in any committee).
vi) In the event of the vote being equal on any matter, the Chairman shall have a second or casting vote.
vii) Each member of the League Council shall have the right to attend and vote at all League Council and/or General Meetings of the League.
viii) A club failing to be represented at a League Council or General Meeting shall be fined £25.00. Failure of that same club to be represented at a second meeting will result in that club being fined £50.00. Failure of that same club to be represented at a third meeting will result in that club being fined £100.00 and suspended from the League.
viii) Apologies for absence will be accepted from clubs unable to attend as a matter of courtesy, but they will still be liable to be fined.
ix) Dates of meetings are circulated at the commencement of the season and can be found in the League handbook and also on the League website.
X) Any club failing to satisfactorily attend to the business and/or the correspondence of the League, shall be fined £10.00 plus any costs incurred by the League for each offence, or otherwise dealt with at the discretion of the Management Committee (subject to Rule 17).
