Item (h) includes furnishing and installing radar detector, radar detectors, Class 4 wood poles, surge protectors, power supplies, circuit breakers, media converter,terminal cabinet, mounting hardware, and cables, and all incidental materials necessary to install equipments. Bid item also includes site acceptance testing and of traffic sensors. Payment for pole and foundation will be included in payment under Section 00965 and Section 00970.


Item (i) includes furnishing and installingall new all service cabinetss and foundations. Item (i) also includes. removing existing cabinet and meter base.Payment for removal of the existing service cabinet will be included in payment for the item “Switching, Conduit, and Wiring” according to Section 00970.
Item (ji) includes furnishing and installing variable speed system cabinets, foundations, racks, shelves, switches, DIN rails, rack mount DIN brackets, serial device servers, power strip/surge protectorsand device ports, and cables. Payment for surge protectors, circuit breakers, and power supplies for radar detection will be included in payment for the item “Radar Detector Installation”. Payment for sign controller will be included in payment under Section 00997.
Item (k) includes furnishing and installing all items of the battery back-up batteries, cabinets, foundations, and inverters. Payment for foundation will be included in payment for the item “Variable Speed System Cabinets”.
Item (l) includes horizontal directional drilling, trenching and backfill, junction boxes, conduits, and conductors.


SECTION 00996 - COMMON PROVISIONS FOR TRAFFIC CAMERA SYSTEM
Section 00996, which is not in the Standard Specifications, is included for this project by special provision.
Description
00996.00  Scope - 00996.00 Scope - This work consists of furnishing and installing materials for the new traffic camera system shown on the plans. Agency to will provide the camera and the video encoderequipment for this project as listed in Section 00160.30. This contract includes the installation of cameras, camera mounts, camera lowering device, camera cabling, testing and other items necessary to provide a complete communications path between the camera and the ODOT Region 1 Traffic Management Operations Center (TMOC). The new system shall be compatible with the existing CCTV equipment, communication system and video control software.
Materials, equipment, and installation shall meet all applicable portions of the Oregon Standard Specifications for Construction as modified by these special provisions and the plan ssheets. Equipment shall conform to the applicable rules and regulations of the FCC. Cable, cable assemblies, and connectors shall meet NEC standards for voltage, current, and environmental ratings.
This section provides a brief description of the basic elements and components of the proposed CCTV camera system. This is not a complete list of the components required on this project. Specific requirements of each element or component in this contractlisted here are described in the following sections that follow:


  • Install Agency-furnished provided pan-tilt-zoom cameras. F and furnish and install UTP transceiver, mounting brackets, lowering device and cabling.

  • Furnish all material for the installation of two additional cameras. Installation of these two cameras will be done by others. A list of required material will be given to the contractor by the Engineer. Deliver the material to the ODOT Region 1 office at 123 NW Flanders, Portland, OR, 97209. Call Dennis Mitchell at 503-731-8218 48 hours prior to delivery.

  • Install camera video, data, and power cabling between the camera and the communications cabinet shown on the plans.

  • Configure new video cameras. D and demonstrate camera viewing and control capabilities.

  • Conduct final testing.

(b) Definitions:
Closed Circuit Television Assembly (CCTV) - Camera, lens, environmental enclosure (housing), mounting bracket, camera support, and necessary connectors and cables.

Integrated System Testing - Testing associated with the functional performance of the system with and all subsystems composing the system properly interconnected and powered; testing of the complete system with all elements working together.

Pan/Tilt/Zoom Unit (PTZ) - Unit for moving CCTV camera via remote control to view a particular scene.

Video Control System - Interface to system software allowing user input through check boxes, icons, and/or radio buttons in a graphical manner within a Windows NT format.
00996.02 Overview and System Operation - The video system will enable traffic personnel to remotely monitor incidents and traffic in the project vicinity. The video will be transmitted to the ODOT Region 1 TMOC via wireless cellular transmission equipment.
00996.03 System Equipment - Equipment to be installed includes, but is not limited to:


  • CCTV Cameras (Agency -furnishedprovided) including dome housing and, lens, pan/tilt assembly and UTP transceiver

  • CCTV Wiring (video/data/power)

  • CCTV Camera Power Supply

  • Video Encoder (Agency-furnished)

  • Cabling to connection to wWireless cellular modemrouter (Agency provided)

  • Camera Lowering System


00996.04  Quality Assurance - Each electrical product shall be listed for intended use in one of the following:


  • Factory Mutual Approval Guide, 1999 Edition

  • Underwriters Laboratory Electrical Appliance and Utilization Equipment Directory

  • Underwriters Laboratory Construction Materials Directory.

The product shall bear the listing organization’s label. In the absence of a label, provide documentation verifying product listing.


If a product is not listed in the above directories or guide, provide a product that has been tested and certified by a laboratory which has been nationally recognized in accordance with 29 CFR 1910.7. Provide the following:


  • OSHA documentation which demonstrates recognition.

  • Laboratory documentation that verifies testing in accordance with national code or standard.

Add the following subsection:



00996.05  Existing System Disruption and Restoration – Use every precaution to ensure that no work of this contract causes disruptions to existing systems, except those disruptions that are planned and approved in advance.

Fifteen working days prior to planned disruptions of any existing system, circuit, or equipment, submit to the Engineer for approval a written Disruption Request. Each Disruption Request shall include the system(s) to be affected, the disruption start date and time, and the estimated duration required. Approval or rejection of the Disruption Request will be returned to the Contractor in writing by the Engineer at least five working days prior to the proposed start of the disruption. The Engineer may reject a requested time or duration and verbally recommend an alternate time or duration agreeable to by both the Contractor and the Contracting Agency.

Any unplanned disruptions, caused by the actions of the Contractor or his representative(s), shall be corrected by the Contractor at no additional cost to the Contracting Agency.
00996.06 Warranty - Assign all warranties for material installed under this project to ODOT.,

All materials shall have a minimum one year warranty. Designate that the warranty period starts with delivery of the material to the construction or stockpile site. Where the Contractor can not obtain a 12 month minimum warranty, written approval of the Engineer is required for use of the equipment.



Materials
00996.10 Materials:
(a) CCTV Pan-Tilt-Zoom Camera – PTZ camera assemblies shall include the following components: camera, lens, pan/tilt unit (dome drive), camera controller dome, surge suppression, mounting hardware, ground loop isolation transformer, and power supply. All camera equipment shall be UL listed and compliant with FCC requirements for electromagnetic compatibility. A description of the camera equipment to be furnished by the contractor is provided below.- Agency will provide camera equipment for this project as listed in Section 00160.30.
(b1) Dome Camera Power Supply - – Provide cameras with a suitable AC power supply. Power supply shall be provided in a NEMA 4 enclosure with surge suppression for power, video, and dataconnectionsprovide connections for a minimum of four4 cameras. Power supply shall meet the following specifications:


  • DIN-rail mount

  • 120 VAC input

  • 12 VDC output

  • 2 amps output total (two 1 amp power supplies may be used) supplied shall include two 24VAC outputs and shall be suitable for the camera and heater/blower. The power supply shall be a Pelco WCS Series Outdoor, 24 VAC power supply or an approved equal.


(c2) CCTV Camera Cable Assemblies - Cable, cable assemblies and connectors shall meet applicable NEC standards for voltage, current and environmental ratings. As part of shop drawings, submit specifications for cables, cable assemblies, and connectors. Test cables for continuity prior to and after installation. Install cables as shown on the Plans.
Both outdoor and enclosed camera assembly cables shall:


  • Have one four-conductor (two twisted pairs), 24 AWG, tinned copper, 7x32 stranded conductors; aluminum shield plus a 90% tinned copper braid shield; 24 AWG, tinned copper drain wire, 7x32 stranded conductors; and PVC jacket for camera control

  • Have one non-paired 600V Type TC, three-conductor 14 (or as recommended by the manufacturer) AWG, copper, 7x18 stranded conductors and PVC jacket for power.

  • Have one RG-59 coaxial cable, 75 ohm with 22 AWG solid, bare-copper-center conductor, 95 percent bare-copper-braided shield, suitable for wet locations.

  • Be appropriate for outdoor and direct burial use


(d) Surge Protective Device - Provide a grounded surge protective device for analog video cables that meets the following requirements:


  • 20 kA nominal discharge surge current (10 kA each, Core-Shield and Core-Ground)

  • Aluminum IP20 housing

  • 75-Ohm BNC in/out connections

  • -40 to 80 degrees C temperature range


00996.11 System Components:

The following system components to be provided by the Contractor. All system components with printed circuit boards (PCBs) will have conformal coating on the PCBs.



00996.12 Camera Assembly and Housing – Dome camera power supply, cables and connectors. Protect camera assembly from brown-outs and voltage spikes to 1,000V.

00996.13 Camera Lowering System:
(a) General Description - The camera lowering system shall be designed to support and lower the CCTV camera, lens, Pan/Tilt mechanism, associated cabling and connectors, and other supporting field components without damage or causing degradation of camera operations. The lowering system shall consist of a suspension contact unit, divided channel support arm, and a pole adapter for attachment to a pole top junction box and camera connection box. The divided support arm and receiver brackets shall be designed to self align the contact unit with the pole centerline during installation and insure the contact unit cannot twist under high wind conditions.
(b) Lowering Tool - The camera lowering system shall be operated by the use of a portable lowering tool. The tool shall consist of a metal frame winch assembly with a cable, a quick release connector, and adjustable clutch and a variable speed heavy duty electric motor. This tool shall be compatible with accessing the support cable through the hand hole of the pole. The lowering tool shall have a reduction gear for ease of service and operation. The tool shall be equipped with a positive braking mechanism to secure the cable reel during raising and lowering operations and to prevent freewheeling.
(c) Materials - All pulleys shall have sealed, self lubricating bearings. The lowering cable shall be stainless steel cable with a minimum breaking strength of 1700 lbs.
All electrical and video connections between the fixed assembly and the lowering portion of the connection block shall be protected from exposure to the weather by a waterproof seal. The electrical connections (contacts) shall be designed to minimize loss. The ground wire or pin shall be the last electrical connection to disengage when servicing.
(d) Suspension Contact Unit - Provide a suspension contact unit that allows the camera, Pan/Tilt Unit and dome assembly to easily separate from the camera pole for lowering purposes. The only cable permitted to move within the pole or lowering device during lowering or raising shall be the stainless steel lowering cable. There shall be a locking mechanism between the fixed and moveable components. When latched, all weight shall be removed from the lowering cable. The suspension contact unit shall have a heavy duty cast tracking guide to allow latching in the same position every time. The suspension contact unit shall be housed in a weatherproof enclosure with a gasket to seal the interior.
(e) Factory Assistance - The camera lowering system manufacturer shall furnish a representative to assist the Contractor with the assembly and testing of the CCTV Camera System. The manufacturer shall submit to the Engineer documentation detailing the Contractor has been instructed on the installation, operation, and performance of the camera lowering system prior to installation. The manufacturer shall also train ODOT maintenance staff on the use of the system.
00996.112 Installation and Set-up: - Install materials and equipment as shown on the plans, according to these specifications, and in accordance with the manufacturer’s instructions.
00996.123 Camera and Wiring: - AttachThe camera shall be attached to the lowering device as per the instructions from lowering device manufacturer. Lowering device is rotated using the pole top adjustable tenonusing Pelco mount with pole adapter furnished by the Agency as shown on the plans. 135 degrees clockwise from the hand hole such that the installation will not negatively affect the area of view desired. When installing cable, provide enough spare cable to allow for flexibility in placing equipment within a rack or side of the cabinet. In addition, provide spare cable as indicated on the Plans.
Install CCTV wiring consisting of outdoor and enclosed cables between camera assembly and power supply. CCTV wiring shall be compatible with camera assembly and power supply unit. Configure CCTV wiring and connectors to make CCTV subsystem completely operational. Provide bonding wire between junction box and cabinet. All cables shall be:


  • Iinstalled without damaging conductors or insulation;

  • Iinstalled without kinks;

  • Hhandled in accordance with manufacturer’s specifications and recommended bending radius;

  • rRun continuously between terminations without splices;

  • iInstalled with sufficient slack for equipment movement;

  • nNeatly tagged at both terminations to indicate source, destination and function.



Construction
00996.40 Construction:
(a) Camera Installation - Set camera back-focus adjustment so lens focus is properly set and maintained when adjusting focal length from zoom to wide-angle. Make adjustment with lens iris at full open position.

(b) Conduit - Install conduit according to Section 00960 of the Oregon Standard Specifications for Construction and the plans.
00996.41 Camera Documentation - Upon completion and acceptance of the installation, Ssubmit 4 copies of manuals and schematics for the equipment furnished upon completion and acceptance of the installation.
Clearly mark all devices with plastic or metal labels identifying equipment, its purpose and its connections. Also, clearly mark all internal wiring with thermoshrink-wrap labels identifying which input and output devices it attaches to.
00996.42 Testing:
(a) Test Plan - Provide 48 hours notice of intent to proceed prior to commencing each functional and/or subsystem test. In the notice provide location(s) of test(s). Conduct environmental tests of field equipment as part of functional tests. Testing and inspections shall include visual inspection for damaged or incorrect installation, adjustments and alignment, and measurement of parameters and operating conditions.

(b) Twisted-Pair Cable Testing - Twisted-pair cable testing consists of testing the trunk and drop cable by ODOT.

(cb) Camera Housing Installation -: Upon completion of the installation, the Engineer shall verify proper installation of the housing and camera/lens assembly.
(cd) Functional Testing of CCTV - Before installation, perform functional test to verify the CCTV camera works in accordance with these specifications. Before installing any equipment, confirm equipment placement with the Engineer.
After installation of equipment confirm and demonstrate operation of CCTV. Keep test equipment in operation until witnessed and approved by the Engineer.After installation of equipment confirm operation of CCTV using equipment emulating all functions of camera control software in TMOC. After installing the CCTV demonstrate operation of the CCTV using both manual and software controls. Assign system software parameters using test equipment emulating all functions from TMOC. Keep test equipment in operation until witnessed and approved by the Engineer.
Use test equipment to demonstrate the CCTV operates in all remote control functions, including PTZ, focus, and set-up. Recall a minimum of ten preset positions per CCTV address. Response to test equipment signals shall appear to be immediate when controlled by either software or test equipment.
00996.43 Acceptance Testing - Do an installation check of the PTZ camera unit in the Engineer’s presence. Operation of the PTZ camera unit will be performed at the cabinet adjacent to where camera is mounted. For testing purposes, furnish a color video monitor to view actual camera image. The Engineer shall direct adjustments for PTZ presets to be made by the Contractor. Upon completion of the installation, the Engineer shall verify operation of the PTZ camera unit.
All acceptance test results shall be fully documented and such documentation provided as a condition of acceptance.
00996.44 Physical Inspection - Provide documentation of the delivery of all furnished material, equipment, cable and documentation. If any material or documentation is outstanding or has been replaced under pre-acceptance warranty, provide physical inspection and documentation for this material. The physical inspection shall consist of inspecting all installed material to ensure workmanship satisfies the specified requirements.
Finishing
00996.75 Warranty - Provide a one year Contractor warranty according to 00170.85(b). This Contractor warranty does not replace or reduce other warranties, including manufacturer’s warranties, that are longer than one year.
Measurement
00996.80  Measurement (Lump Sum Basis) - There will beN no separateo measurement of quantities will be made for work performed under this Section for the CCTV camera, camera cables, lowering device and other material required to complete the installation.

Payment
00996.90 Payment (Lump Sum Basis) - The following item will be paid for at the contract lump sum amount:

Payment for camera and radar poles and foundations are paid under other pay item(s).Section 00965.
Payment will be payment in full for furnishing and placing all materials, and for furnishing all equipment, labor, and incidentals necessary to complete the work as specified.
No separate or additional payment will be made for testing the system.

SECTION 00997 - COMMON PROVISIONS FOR VARIABLE SPEED SIGNS
Section 00997, which is not in the Standard Specifications, is included in this project by special provision.
Description
00997.00 Scope – - In addition to the requirements of Section 00960, install variable speed signs according to the following Specifications.
This work consists of furnishing and installing materials for variable speed (VS) signs shown on the plans. This contract includes furnishing and installing VS signs with mounting hardware, foundation, sign cabling, sign controller, sign control software, static “SPEED 50” sign with mounting hardware, testing and other items necessary to provide a complete communications path between the VS sign and the ODOT Region 1 Traffic Management Operations Center (TMOC). The communications between the sign controller and the ODOT Region 1 TMOC is via wireless cellular transmission equipment provided by ODOT. This contract includes providing connection to the wireless cellular router.
