SECTION 00220 - ACCOMMODATIONS FOR PUBLIC TRAFFIC



(Follow all instructions. If there are no instructions above a subsection, paragraph, sentence, or bullet, then include them in the project. The specifications may be modified to include project specific specifications, but all additions, deletions, or modifications must be sent to the ODOT Technical Resource and Senior Specifications Engineer for review and approval.)
Comply with Section 00220 of the Standard Specifications modified as follows:
00220.02  Public Safety and Mobility- Add the following bullets to the end of the bullet list:


  • When construction equipment is operating in a closed lane, protect traffic using a truck mounted impact attenuator (TMA). Place the TMA in the closed lane in advance of the equipment, located as recommended by the manufacturer and approved by the Engineer. If the TMA is not available when the work requires its use, postpone the work until the TMA is available.




  • Provide written notification to the Engineer the week prior of proposed work.



  • Install detour signage no more than two weeks prior to date of active closure. Remove detour signage within two weeks of final closure.



(Use the following subsection .02 when the pre-construction speed is greater than 35 mph and there is trench excavation or other excavation work to be performed.)
00220.02  Public Safety and Mobility - Add the following bullet to the end of the bullet list:
When performing trench excavation or other excavation across or adjacent to a Traffic Lane on a roadway having a preconstruction posted speed greater than 35 mph, backfill the excavation, install surfacing, and open the roadway to traffic by the end of each work shift. Install a "BUMP" (W8-1-48) sign approximately 100 feet before the backfilled area and a "ROUGH ROAD" (W8-8-48) sign approximately 500 feet ahead of the "BUMP" sign. If this requirement is not met, maintain all necessary lane or shoulder closures and provide additional TCM, including flagging, at no additional cost to the Agency. Do not use temporary steel plating to reopen the roadway.
00220.03(a)  Over-Dimensional Vehicle Restrictions Add the following to the end of this subsection:
Oversize Load Accommodation - During times of anticipated over-dimensional vehicles presence, maintain a minimum usable roadway width for the highways as shown below, to allow for over-dimensional vehicles to pass through the work area.

00220.40(e-2-c) Moda Center Special Events – Do not close more than one travel lane, or any entrance or exit ramp on I-5 before 11:30 p.m. when there are Portland Trailblazers games or evening concerts at the Moda Center.
00220.40(e-2-d) Providence Park Special Events – Do not close any ramps or travel lanes on I-5, I-405, or Sunset Highway (US 26) westbound before 11:30 p.m. when there are Portland Timber games at the Providence Park.
00220.40(e-2-e) Zoo Lights and Summer Zoo Concerts – Do not close any travel lane on the Sunset Highway (US26) or its ramps at the Zoo interchange before 11:30 p.m. when there are Zoo Lights and Summer Zoo Concerts at the Oregon Zoo.
(Use the following lead-in paragraph when adding either of the following subsections .40(f) or .40(g). Remove the "(s)" or remove the parentheses as needed.)
Add the following subsection(s):
(Use the following subsection .40(f) when blasting, erecting bridge girders, erecting sign structures, or conducting other short duration work that can be done in periods not exceeding 20 minutes. Contact the Region Traffic Analyst for designated peak hours and days when work is allowed. Add applicable items and delete non-applicable items in the first sentence. Do not change the subsection alpha character (keep it "(f)".)
00220.40(f)  Limited Duration Road Closure - The Contractor will be permitted to close all Traffic Lanes for periods not to exceed 20 minutes in duration during blasting or erecting bridge girders and sign structures over the Traffic Lanes or _____________. This work will only be permitted between the hours of _________ and _________ on the _______________ highway.
Succeeding roadway closures will not be allowed until traffic clears from a preceding closure.
00220.40(f)  Limited Duration Road and Ramp Closure - The Contractor will be permitted to close all traffic lanes on the Sunset Highway (US26) in both directions and the following ramps for installation of a new sign bridge over the traffic lanes.


  • Zoo Interchange ramps

  • I-405 northbound and southbound ramps to US26 westbound

  • US26 eastbound to I-405 northbound and southbound ramps

  • US26 eastbound exit-ramp to Market St.

  • US26 eastbound exit-ramp to Jefferson St.

  • Jefferson St. entrance ramp to US26 westbound

  • Clay St. entrance ramp to US26 westbound

This work will only be permitted for a maximum of two (2) nights:




  • between 11:30 p.m. and 4:30 a.m., Monday through Friday

  • between 11:30 p.m. Friday and 6:00 a.m. Saturday

  • between 11:30 p.m. Saturday and 7:00 a.m. Sunday

  • between 11:30 p.m. Sunday and 4:30 a.m. Monday

Do not close the roadways until all materials and equipment are on hand or guaranteed to be delivered so that the work can be done in an efficient manner with a minimum period of road closure.


No road closure will be permitted until the area is signed according to the TCP and the requirements of Section 00225.

00220.40(g)  Limited Duration Road and Ramp Closure - The Contractor will be permitted to close all Traffic Lanes on I-84 in both directions and the following ramps for installation of two new sign bridges over the traffic lanes.


  • NE Cesar Chavez entrance ramp to I-84 eastbound

  • I-84 eastbound exit-ramp to NE 58th Ave

  • NE 60th Ave entrance ramp to I-84 eastbound

  • I-84 eastbound exit-ramp to NE 68th Ave

  • I-205 southbound entrance ramp to I-84 westbound

  • NE Haley St. entrance ramp to I-84 westbound

This work will only be permitted for a maximum of two (2) nights:




  • between 11:30 p.m. and 4:30 a.m., Monday through Friday



  • between 11:30 p.m. Friday and 6:00 a.m. Saturday

  • between 11:30 p.m. Saturday and 7:00 a.m. Sunday

  • between 11:30 p.m. Sunday and 4:30 a.m. Monday

Do not close the roadways until all materials and equipment are on hand or guaranteed to be delivered so that the work can be done in an efficient manner with a minimum period of road closure.


Do not close I-84 and Sunset Highway (US26) on the same night.
No road closure will be permitted until the area is signed according to the TCP and the requirements of Section 00225.
00220.41  Requirements on Beaverton Jurisdiction Roadways and Signals  Comply with the following requirements:
Notify the City of Beaverton inspection division at 503-526-2400 a minimum of 48 hours prior to beginning construction.

Provide written notice to the adjacent property owners and tenants a minimum of 48 hours, but no more than 5 days prior to start up of construction. The notice shall clearly identify the location and type of work to be performed, the anticipated date and time that the work is to be performed, and the name and telephone numbers of the Contractor's representative.

Install a project sign at each end of the project identifying the type of work being done, the name of the Agency, the name of the Contractor, and the name and telephone number of the responsible project contact person. Work with the City of Beaverton inspection and transportation staff as to location of the signs.

Provide the City of Beaverton with the name, address, and telephone number of the Contractor. Also provide the Contractor's contact person, office and mobile telephone numbers, including after-hour telephone numbers for emergencies.

Notify the City of Beaverton Landscape Section prior to performing any work that disturbs landscaping in the public right-of-way of a Beaverton jurisdiction roadway. If any tree roots to be disturbed are over 1/2 inch diameter, contact the City arborist at 503-526-2206.

No overnight storage of equipment, materials or vehicles is allowed in the right-of-way of City of Beaverton jurisdiction roadways.

City of Beaverton can add or modify traffic control requirements on City of Beaverton's jurisdiction roadways. If proper traffic control is not maintained by the Contractor, the City can require that the street be reopened to traffic and all work in their right-of-way cease until a new plan is submitted and approved by the City Traffic Engineering Section.

Open trenching shall not exceed 200 feet in length at any time.

Access to private driveways and side streets shall be maintained at all times.

No construction activities are allowed at night or on weekends and holidays except with prior written approval of the City Engineer.

When working at any signalized intersection, all pedestrian and traffic movements shall be maintained at all times.

All pavement markings damaged by construction shall be promptly replaced in accordance with City of Beaverton requirements.

If signal turn-off is required, notify Darrell Cearley, Public Works, at 5035262540 a minimum of 72 hours in advance prior to beginning work.

00220.40(a)  Photo Red Light Intersection  The SW Scholls Ferry Road / SW Hall Boulevard intersection is a PHOTO RED LIGHT intersection. Any work that will disrupt traffic at this intersection must provide notice. Disruption includes:
Putting the signal on flash

Directing traffic through the red light

Any work within the intersection, including within 100 feet of the crosswalk

Any activity that is likely to cause traffic to back up through the intersection

If the need for camera shut off is unclear, contact Jabra Khasho, City of Beaverton Traffic Engineer at 5035262221. If the City of Beaverton Traffic Engineer determines that a shut down is necessary, notify Peggy Porath, Police Department at 5035262540 a minimum of 72 hours prior to beginning construction. The notification must include the location, when the disruption will begin (date and time), and when the disruption will end (date and time). The City of Beaverton Police Department will contact Redflex to have the cameras shut off.
