**301.02# First three numbers identify the Standard Specifications for Highway Construction Section where the product is initially found. The fourth and fifth numbers identify the Standard Specifications for Highway Construction Subsection where the product is found. The sixth number identifies the order that a product is mentioned in a Subsection.



FOREWORD
This publication is issued by the Materials Division for use by Arkansas Highway and Transportation Department personnel. Its purpose is to make available a list of qualified products for use on Department projects.
This publication shall be used in conjunction with the Manual of Field Sampling and Testing Procedures, the Standard Specifications for Highway Construction, Supplemental Specifications, Special Provisions, project plans, and other supplementary documents effective at the time of use.
Care should be taken to assure that reference is made to the current "Qualified Products List" at the time of usage, regardless of the letting date of a contract. (The time of usage is defined as the date of the Department's inspection and acceptance of the product for a specific project, contract, or purchase order.) Previous editions will be void upon publication of revisions. Periodic updates are available on the Department’s Internet web site:

Approval of a product and its inclusion in a Qualified Product List (QPL) is an acceptance of a particular product formulation or composition. A change in that formulation or composition will require a reapproval of the material. Advising the Department of such changes is the responsibility of the manufacturer and/or supplier. Any significant deviation in performance from the original approved sample may result in removal of the product from the QPL. Random samples shall be taken by the Department from a job site or a supplier to verify continued specification compliance. In addition, a change in the Department's specifications may alter the required characteristics of products on a particular QPL. All products on such a list would then have to be reapproved. If an approved product is not used on a Department project during any two-year period that product may be removed from the QPL.
No information contained in these lists is to be used for promotional purposes.

Any questions concerning the contents or use of this publication should be directed to the Materials Division.


Prior to the addition of a product/supplier/producer to a Qualified Products List a certification may be required to be on file with the Department. The certification will read similarly to the following.

This is to certify that ( Brand Name and Type of Material ) manufactured by ( Company Name ) meets or exceeds the Arkansas Highway and Transportation Department's material requirements for this item. This material is the same formulation/design as approved by the Materials Division, Arkansas Highway and Transportation Department. The Department will be notified of changes in material formulation, material design, and/or brand name. I understand that any significant deviation in performance from the original approved sample may result in removal of the product from the QPL and that random samples will be taken by the Department from a job site or a supplier to verify continued specification compliance. In addition, a change in the Department's specifications may alter the required characteristics of products on a particular QPL. All products on such a list will then have to be reapproved. If an approved product is not used on a Department project during any two-year period that product may be removed from the QPL.


The following will also apply for products containing iron or steel:
All iron and steel material used on Department projects must be in compliance with "Buy America" requirements and the Department's "Standard Specifications for Highway Construction", Subsection 106.01. This means all manufacturing processes of the iron or steel in a product(i.e., smelting/remelting, and any subsequent process which alters the steel material's physical form or shape or changes its chemical composition) must occur within the United States to be considered of domestic origin. This includes processes such as rolling, extruding, machining, bending, grinding, drilling, and applying coatings. The use of pig iron or processed, pelletized, and reduced iron ore manufactured outside of the United States is permitted in the domestic manufacturing process for steel and/or iron materials. All steel mill test reports will contain a statement certifying that all manufacturing processes for the steel occurred in the United States. Each supplier/fabricator of an intermediate product will also certify that the product complies with "Buy America" requirements.

AGREEMENT FOR THE ACCEPTANCE

OF LIME BASED ON PRODUCER/SUPPLIER CERTIFICATION

Lime will be accepted by the Arkansas State Highway and Transportation Department based on the producer's/ supplier's certification that the material meets all requirements of applicable Department specifications (AASHTO M 216) under the following conditions:

1. The producers/suppliers shall maintain a file of their test results and methods of testing.

2. Lime shall be sampled and tested by the producer as needed to maintain specification compliance(monthly composite samples will be tested as a minimum). Results of these tests covering the lime certified and shipped to Department projects shall be furnished to the Department's Materials Division upon request.

3. Shipments to Department projects shall be made only from bins/silos that are certified to meet Department specifications.

4. The producer/supplier shall furnish with each shipment a certification for containing the following:

a. consignee

b. date and place of production

c. date and time of shipment

d. truck or railroad car number

e. quantity of lime shipped

f. type of lime(hydrated/quicklime)

g. bin/silo number from which shipped

h. a statement that "This is to certify that the

lime in this shipment is from bin/silo

number_______and complies to AASHTO M 216."

i. the signature of a responsible company official

One copy of the shipment certification form for the Resident Engineer shall accompany the shipment.

5. The Department will make periodic inspections of the producer's product by source sampling and by checking test results and methods of testing used by the producer.

6. Destination samples will also be taken as deemed necessary to assure compliance with specifications. Failure of these samples may be considered sufficient cause to reject the lime and suspend further shipments until tests by the Department determine that the producer's product is in compliance with applicable specifications and requirements.



Acceptance of lime by this method is subject to withdrawal for failure to comply with the above requirements.
