Policy Detail

The Guidance and Counseling Services Department is dedicated to helping people and to the optimum development of each individual student physically, socially, emotionally, and educationally. Working with students, parents, teachers and other staff members, counselors help to establish an environment which will provide the best possible conditions for achieving the objectives of the educational program of the School System. The goal of counseling is to develop self-understanding on the part of students so that they may learn to make better decisions about their lives.

Under the direction of the Superintendent, administrative procedures will be established and maintained relating to the operation of this program.

Policy Detail

The Guidance and Counseling Services Department is designed to accomplish the following.

Help students find answers to such questions as: Who am I? What are my strengths and weaknesses? How can I best use my abilities? In searching for answers to these questions, it is hoped that students will come to understand their abilities and limitations, find solutions for their concerns, learn to make decisions, develop skills in interpersonal relationships and benefit more from the opportunities available in the curriculum.

Help parents to learn more about the abilities and limitations, progress in school, and growth and development of their children and to better understand the school and its programs.

Help teachers to understand and meet individual student needs, provide guidance for students, find special help for students with special needs, plan units on guidance-related topics such as values clarification and career awareness.

Help administrators to understand the results of the testing program and to translate the information for the benefit of curriculum improvement, to understand the reasons for student misbehavior and to plan the school program to meet student needs.

The Guidance and Counseling Services Department includes:

Individual counseling concerning personal, family, peer relationships, self-image, and how-to-study problems;

Program planning and scheduling;

Group counseling;

Test administration and interpretation;

Parent conferences;

Consultation services for teachers and administrators;

Liaison with other community agencies and organizations;

Career guidance;

Educational guidance including college selection, application procedures and financial aid information;

Public relations and information about the school and its programs; and

Research concerning the effectiveness and the needs for changes and improvements of the school program.

Students may see a counselor through:

Self referral;

Teacher referral;

Parent referral;

Administrative referral;

Special services referral; and/or

Referral by a friend.

Counselors are usually available for conferences with parents, faculty members and others by appointment or they may be reached by telephone if the matter of concern can be handled quickly.

The school counselors are all professionally trained and are certified by the Georgia Department of Education to provide counseling services. Certification requirements include a master's degree in School Counseling and a minimum of three years' teaching experience. Counselors prepare for their roles by studying at an accredited college or university. The program includes studies in psychology, sociology, mental health, and human resource development as well as studies in education. Many of the counselors have gone beyond the master's degree to the six-year certificate.

In addition to their classroom studies, most counselors have a practicum or internship experience, a structured opportunity for the counselor to practice skills and competencies under the careful supervision of an experienced professional counselor. Counselors enrich their professional skills in inservice training sessions, workshops, professional organization activities, continuing education, and regular countywide counselors' meetings.

Counselors at both sites are fully involved with the Middle Years Programme. They attend training, both internal and IB, to gain understanding of the programme. Since the counselors often are the first persons that prospective parents contact, they are fully conversant in the main points of the MYP.
At the middle school, the counselors work with students to help make the transition from their traditional elementary school to the MYP middle school as smooth as possible. They also work closely with the teachers to identify students needing extra help. They then work with the student to help them become more independent and responsible.
School Services
Talented and Gifted Program
The Talented and Gifted Program (TAG) is committed to identifying students who presently are under-represented in the program.  In middle schools with an enrollment of less than 75 gifted students, regulations permit adding additional students to TAG classes.  Middle school TAG students receive gifted services in up to four advanced core content classes (language arts, science, social studies, mathematics).  Please visit the Fulton County School System website www.fultonschools.org or call our TAG contact teacher, Ms. Jennifer Cassidy, for additional information.
Notification to Parents
of the Screening and Referral Process for Gifted Services

The Fulton County School System screens students for eligibility for gifted services twice a year.

I.  Automatic Screening- At the beginning of the school year, TAG teachers review previous year's test scores.
Standardized Tests
 Students must have a minimum of an 85th percentile and a 90th percentile in two of the three areas:  Total Reading, Total Math, and Complete Battery
Criterion-Referenced Competency Test
 Students must score in the top 20 percent on the reading or mathematics section when compared to all other
 students in the system
Grades (high school only)
Students must have an overall cumulative average of 95 or greater

II. Classroom Screening- Local schools select a two-week period from October 31, 2005-January 27, 2006, to review all students in their school.


Classroom teachers use the Characteristics Instrument for Screening Students (CISS) to identify students with superior abilities in five or more of the following areas:  motivation, interests, communications skills, problem-solving abilities, memory, inquiry, insight, reasoning, creativity, and humor. Parents may request to view their child's screening results.

Students who meet either the automatic screening OR classroom screening criteria AND who have supporting data gathered from test history, products, and/or advanced content levels are referred for gifted placement testing. Once referred to testing:


Parents receive the Parent Notification for Testing Consent Form.
Student is tested for the gifted program.
Parents receive test results.
If state eligibility is determined, students are placed in the TAG program.

Special Services
Special Education – Student Support Teams
The Superintendent or designee is authorized to establish Student Support Teams as a prerequisite for referral to special education and to explore educational options and alternative instructional strategies for students experiencing learning and/or behavioral problems.
