22. Title I, Part A; Title I, Part C; Title I, Part D; Title III; Title IV, Part A

A description of how the LEA will notify private schools of availability of funds to serve eligible students in each applicable federal program.

LEA Narrative Description 22:

In the month of September, the Savannah Chatham County District obtains a complete list of all private schools with students who are residents of the LEA, regardless of the private school’s location. DE1111 forms are submitted to District by the Private Schools.

In the third week of September, the Savannah Chatham County District mails a letter to all private schools inviting them to participate in the Title I program with students who reside in the District boundaries regardless of the private school location. The purpose of the letter is to inform private school officials that a meeting will be held, on a specified date (in Early October), with appropriate public school officials to discuss the requirements of the School District in the implementations of an effective Title I program for eligible private school students, their teachers and their families. Title III procedures and requirements are also provided for all private schools.

The meeting will be facilitated by the Title I department, and will have presentations by other federal programs as well such as Title IIA, Title III, Homeless and Neglected and Delinquent, STEM initiatives, Technology, and SPED.

The Sr. Director of Compensatory Programs and a Title I Program Manager is responsible for sending the letters and keeping documentation on file. The invitation is postmarked three weeks prior to consultation meeting and includes the date, time, and location of the meeting. A written returned receipt is kept on file verifying that contact was made. The District provides the Intent to Participate Form to the private school who must complete and return the form.

The District convenes a meeting to discuss needs and service options. Phone conversations and letters are not adequate. The District must obtain a written affirmation from private school officials stating that timely and meaningful consultation occurred.

Documentation is maintained on file for review during cross functional monitoring. The following documentation is kept on file to verify that the letters were mailed and the initial consultation occurred.

23. Professional Learning and all federal programs

A description of the process the LEA will conduct annually to review and revise the LEA Comprehensive Plan for Improving Student Academic Achievement

LEA Narrative Description 23:

The LEA planning team will conduct an annual review and revise the LEA Comprehensive Plan for Improving Student Academic Achievement based on current student data. The following process will be followed:

I.                   The LEA receives updated test data and other information about student needs provided by GADOE. The LEA summarizes the data and creates a system profile/analysis of data.

II.                  The LEA analyzes historical data to compare current progress to past performance and determines whether or not benchmarks toward CLIP goals were met.

III.                The LEA identifies trends in specific content areas, subgroups, and other student information; identifies system/school strengths and opportunities for growth; compares current implementation plan strategies for effectiveness and revises the plan as needed.

IV.                Superintendent shares system level results in school administrative staff meetings.

  V.                Data rooms at each school provide visuals to monitor progress.
 Additional Information for conducting reviews and revision of CLIP annually include:


  • Review participants’ evaluation from professional learning activities

  • Review of indicators such DIBELS, Scholastic Reading Inventory and MAP for Math

  • Review students grades at progress report time

  • Review student records to determine on track status toward graduation

  • Review Professional standards survey

  • Monitor teacher and paraprofessional high quality report

  • Georgia Assessment of Performance on School Standards (GAPSS) review provided by the state department

Annually, SCCPSS invites all parents to participate in the revision and review process of the CLIP in multiple ways and at various times. Prior to submission of the CLIP to the GaDOE, notification of the meeting is placed on the school district’s Website and a media release is sent to local media outlets, to include, radio and television stations. The meeting notification includes the meeting date, location, time and purpose. Additionally, a flyer inviting them to the CLIP Information sessions is sent home to the parents via communication folders at the school. These sessions are held at public libraries, Community centers, and centrally located schools around the county to encourage attendance.

24. Title I, Part A; Title I, Part C

A description of how the LEA will provide supplemental support services for advocacy and outreach activities for migratory students and their families, including informing such students and families of, or helping such students and families gain access to, other education, health, nutrition, and social services.

LEA Narrative Description 24:

Migrant students will be evaluated academically like other students in the school system to determine academic need. Chatham County has a comprehensive continuum of care for homeless individuals and families that can be extended to migrant families as needed. School social workers link and refer students and families to community agencies and conduct home visits. They advocate on behalf of the students and help parents to better access school and community resources in order to coordinate nurturing academic environments that promote student success. The Georgia Department of Education (GaDOE) Migrant Education Program (MEP) Region I Office will serve as resource staff to help develop the best service model depending on funds and resources available. In addition to local resources, the SCCPSS will coordinate with the MEP Consortium staff at Abraham Baldwin Agricultural College (ABAC) to provide services to eligible migrant students. The LEA will describe outreach services for identified students and their families in a language that is understood by them. Back to school information is sent to local Spanish newspapers.

25. Title I Part A; Title I, Part C

A description of how the LEA will promote interstate and intrastate coordination of services for migratory students, including how the LEA will provide for educational continuity through the timely transfer of pertinent school records, including information on health, when students move from one school to another.

LEA Narrative Description 25:

The Georgia Department of Education (GaDOE) Migrant Education Program (MEP) region I Office will serve as resource staff to help develop the best service model depending on funds and resources available. In addition to local resources, the SCCPSS will coordinate with the MEP Consortium staff at Abraham Baldwin Agricultural College (ABAC) to provide services to eligible migrant students. The Savannah-Chatham school system has a procedure in place to provide a timely transfer of school records for all students. Upon receiving a signed release of information, the school records are sent to the requesting school. Schools will be provided with information and training on how to identify migrant students.

A description of how the LEA will identify and recruit eligible migrant families and youth moving into or currently residing in the district.

LEA Narrative Description 26:

Enclosed in the student enrollment packet is the Occupational Survey provided by the Georgia Department of Education. The occupational survey is completed by new students as well as returning students. Occupational surveys marked with “yes” in the relevant section will be submitted to GaDOE MEP Region I office in Brooklet, GA to determine eligibility for migrant services. The school system will work closely with the GaDOE MEP Region I office to provide appropriate services for students.

27. Professional Learning and all federal programs

A description of how the LEA will provide resources for the purpose of establishing best practices that can be widely replicated throughout the LEA and with other LEAs throughout the State and nation.

LEA Narrative Description 27:

The LEA supports all professional learning programs that focus on improving student academic achievement. Resources are made available for staff to participate in train-the-trainer sessions that lead to certification. These certified individuals redeliver to schools in the district at no charge to the school. Resources are also utilized to establish model schools and find model classrooms. The model schools have a specific academic theme and offer opportunities for others in and outside of the district to observe and replicate at their site. The Professional Learning Website offers several resources for teachers to use and also links to various “best practices” information from around the nation. Additionally, resources are available for staff to attend conferences and participate on state and national committees that support school/district initiatives.
