Main Theme of call:
Annual dues increase is necessary. It is the amount that needs to be determined and able to present to Presidents meeting in January.
Will try and determine this amount by calculating the base operating budget of the GLIAC by extracting tournament revenue and expenses. This will help determine the increase necessary in actual dues for the GLIAC to operate more efficiently and keep the conference office competitive.
Then try to determine how to calculate championship out of pocket costs by sport. This might help to create a better reimbursement program for the GLIAC. Main purpose of reimbursement program is not to punish schools that make the tournament. Possible additional entry fees discussed to cover costs of running a championship tournament.
Rob mentioned an initial boost amount of $3000 with an increase of $500 for the next two following years.
GLIAC office will prepare the scenario above to determine a solid estimate for increasing GLIAC dues and present it to the Long Range Budget Committee for our next conference call on January 7th, 2013.

Women’s Lacrosse Operating Codes

Effective 2012-2013 Season
1. Women’s Lacrosse Rules


    1. A. Rules for all GLIAC contests shall conform to all NCAA women’s lacrosse game regulations.


2. Game Schedules

    1. A. The GLIAC will provide a conference schedule. Games are to be played on the given dates unless mutually agreed upon by both schools involved. Member schools are encouraged to play non- conference regional games for the purpose of enhancing the potential for receiving NCAA postseason bids. All conference schools will play one another twice during the regular season.

a. If a change is made to the GLIAC schedule the teams must use the online game change form.

    1. B. GLIAC mandated contests should be scheduled as 2-3 games per week, with specific days of the week to be determined and designated by the conference office.



    2. C. Game times are determined by the home team.


3. Make-up Policy

    1. A. If, due to weather conditions, any contest cannot be played on either a regular scheduled date, or an established alternate date, rescheduling of the contest is subject to the mutual approval of the institutions involved as to the new date. The institutions have 48 hours from the original date of the contest to make agreeable arrangements. If an agreement cannot be made then it is up to the sole discretion of the Commissioner to rule as to whether the game is made up and when the contest takes place.

a. The visiting Athletic Director or designee shall be the sole judge as to whether conditions prohibit travel to the contest.

    1. b. The home Athletic Director or designee shall be the sole judge as to whether conditions at the playing site prohibit playing the contest.

B. If, due to an “act of God”, a contest cannot be completed we will defer to the NCAA Women’s Lacrosse Rule 4, Section 5 (Time Factors & Scoring – Suspended/Interrupted Game).

    1. a. The host certified athletic trainer will have unchallengeable authority to suspend or postpone competition in the event of lightning. The certified athletic trainer and game official/or game administrator must consult and agree as to when play resumes.

    2. C. If a contest is cancelled because of circumstances described above, the championship points in that sport for that season shall be determined on a percentage basis. Any contest not played, other than those described above, shall be forfeited by the institution which did not participate, unless ruled otherwise by the Commissioner, after consultation with all members of the Executive Committee not directly involved.




    1. D. Procedure for Protest – please see Article IX of the GLIAC Bylaws.


4. Game Procedures
A. Uniforms: All teams will follow NCAA Rule 2 (Equipment & Uniforms) with regard to uniforms,

including agreeing upon Section 14 of the aforementioned rule.


B. Game Balls: A smooth yellow ball meeting NCAA requirements is required for GLIAC play unless agreed upon by both coaches prior to the contest. The home institution should provide at least six

(6) new or almost new game balls for the contest; one for the center draw and the remainder to be placed behind each end line.


C. The home team shall provide water for use during the contest and a locker room for use by the visiting team prior to and after each contest.
D. The home team shall have a National Anthem played three (3) minutes prior to the first draw of all GLIAC contests. Hosting schools will follow NCAA Pregame Protocol, found in Appendix A of the NCAA Rule Book.
5. Game Personnel

    1. A. Game Officials

    2. a. The conference shall employ an officiating assignor for GLIAC Lacrosse. The Assignor shall develop an in-season official’s rating system and it shall be used to select top evaluated officials for post season assignments.

    3. i. Chip Rogers (current Assignor for GVSU and Northwestern) has agreed to be the GLIAC Assignor – all coaches are in agreement.

b. Officials Fees: $176.00 for National Umpire; $163 for District Umpire plus .40 round trip mileage for the 2013 and 2014 seasons.

    1. B. Game Scorers & Timers

    2. a. As mandated by the NCAA rule book the host institution will provide a table attendant, responsible for illegal sticks, penalty times and card administration.

    3. b. An official scorekeeper will be provided by the host institution and a copy of game stats will be faxed or emailed to the visiting teams’ sports information director in a timely fashion after each match, or given to a visiting team prior to their departure from the host institution.

    4. c. The game clock shall begin a countdown sixty (60) minutes prior to the first draw.


6. Scouting Reports

    1. A. It is against GLIAC Lacrosse policy for a GLIAC team to give a scouting report on a fellow GLIAC member to a non-GLIAC opponent.


7. Tape Exchange

    1. A. The team hosting the GLIAC contest is responsible for filming the entirety of the contest. Once the game is completed the host team has 72 hours from the date of the contest to provide a DVD of the game to the visiting institution. If there is an issue completing the task the host institution must contact the visiting coaches in a timely manner to make other arrangements.


8. Presidents Cup

    1. A. Points will be awarded based on the regular season results

    2. B. Points are to be awarded as follows:

    3. a. Regulation Win = 3 Points

    4. b. Over Time Win = 2 Points

    5. c. Over Time Loss = 1 Point

    6. d. Tie = 1 Point

    7. e. Regulation Loss = 0 Points


9. Conference Tournament

    1. A. Seeding

a. The #1 team will be the team with the highest cumulative point total. The seeding for #2-#6 teams will follow suit based on total points.

    1. B. Option #2 – In the event there are 5 GLIAC teams, we will use a play in game between the #4 vs. #5 seed to determine who will make it to the semi-finals.

D. Conference Tournament Hosting Responsibilities



    1. d. The host shall set up a conference call between all participating coaches to disseminate tournament information. If a conference call is not possible, coaches may be called individually. Written materials are also permissible and should be disseminated prior to the start of the tournament.

F. Regular season champion will be named the GLIAC Champion. Conference tournament champion to be named the GLIAC Tournament Champion.
10. Tie-Breaker (Sept 24,2012)

    1. A. Teams will be seeded according to regular season finish. Ties will be broken in the following manner:

    2. a. Head to head results during the regular season for a two way tie;

    3. b. Records versus 1st place team and continue down until the tie is broken.

    4. c. If teams are still tied, total goals scored minus total goals against with no more than 5 goals counting in games where the differential is greater than 5.

    5. d. If more than two teams are tied, than the formula will be used to determine the top team and then the procedure will start again from #1.

    6. e. A coin flip by the Commissioner (or designee).

*In the situation of three or more teams tying: after determining the highest seeded team, the tie breaking procedure reverts back to the start of the tie breaking procedure to seed the next team. This process continues until all tied teams have been seeded.


11. All-Conference Team

    1. A. Team Composition and Individual Awards

    2. a. A first and second All-GLIAC Team, consisting of thirteen (13) players will be chosen. Teams will consist of four (4) defenders, three (3) midfielders, four (4) attackers, one (1) goalkeeper and one (1) at-large (A/M/D/G).

    3. i. The At-Large (both 1st and 2nd team) must be a nominated player at one of the

above positions (A/M/D/G). This spot on the All-Conference team will be discussed amongst coaches and voted upon after the discussion.

    1. b. Our recommendation is to use the IWLCA All-American form for nominating (streamlines the process when we nominate for All-Americans shortly after).

    2. c. GLIAC Attacker of the Year, GLIAC Defender of the Year, GLIAC Coach of the Year and GLIAC Freshmen of the Year shall be selected.

    3. i. To be eligible for the Freshmen of the Year award a student-athlete must be competing in their initial year of eligibility for that sport; freshmen status (redshirt or true).

    4. B. Nomination Procedures

    5. a. A coach may nominate no more than the total number of players selected on a team (13) from his/her team only.

    6. b. A player must have played in at least 66% of her team’s games in order to be nominated.

    7. c. A player must have played in at least 50% of her total games played at a particular position in order to be nominated for that position.

    8. d. Pertinent statistics must be included with each player’s nomination – there will also be sections to add other information which will help the coaches make an informed decision.

    9. i. Statistics to be included:

1. Field Players -- Goals, Assists, Shot%, SOG%, Draw Controls, Caused Turnovers, Turnovers, Ground Balls, Fouls, Yellow/Red Cards

    1. 2. Goalies – Saves, Save%, Goals Against, Goals Against Average, Ground Balls, Turnovers, Minutes played

    1. e. A coach may only nominate an Attacker of the Year, Defender of the Year and/or Freshmen of the Year from his/her team.

    2. f. A coach will rank their players in each positional category and overall.



    3. C. Voting Procedures

    4. a. A coach may not vote for his/her own players, or him/herself.

    5. b. A coach must cast votes equal to the total number of players selected on the first and second team (26).

    6. c. A coach must rank his/her votes at each position selected.

    7. d. A ballot must be completed fully in order to be counted.

    8. e. Ties shall be broken by a revote of all GLIAC coaches – coaches with players in the tie may not vote for their own player.

    9. f. For Freshmen & Coach of the Year – nominations and voting will be online, concurrent with the selection of the first and second All-GLIAC teams.

    10. g. The GLIAC Attacker and Defender of the Year will be a player selected from the All- GLIAC first team. This voting will take place online as soon as the first team has been selected.

    11. i. An in person meeting or conference call must take place either the Monday or Tuesday after the regular season ends to decide upon the GLIAC Attacker and Defenders of the Year.

Action Item #1: Prohibiting the use of electronic recording devices while Live Scouting

Motion: To add the wording to GLIAC Women’s Soccer Operating Code 1.b:

The use of electronic recording devices while live scouting is prohibited. These would include, but not limited to video cameras, IPads, cell phones and digital cameras.

*Rationale – The coaches in favor of this action item felt that using electronic recording devices while live scouting allowed coaches the ability to show the video to student-athletes, thus the scouting was no longer “live”.

Action Item #2: Survey of GLIAC Soccer Field Dimensions

Motion: To request that the Athletics Directors of the GLIAC Women’s Soccer sponsoring institutions fill out a survey that would include:

1. Field dimensions of primary home soccer field

2. Type of surface of primary field (artificial or natural grass)

3. Date that the field was built

4. Date the field was first used for intercollegiate soccer

5. Field dimensions of secondary home soccer field

6. Type of surface of secondary field (artificial or natural grass)

*Rationale – Many of the coaches have questions about the actual field dimensions of some of the playing surfaces across the conference. A survey, verified by each Athletics Director, would allow the conference office to identify which fields are within the NCAA specifications (70-75 yards wide by 115-120 yards long; Facilities in use before 1995 need only to be rectangular the width of which shall not exceed

the length.).

If there are fields that were not in use before 1995 and do not meet the NCAA minimums and cannot be easily altered to conform to the minimums, the coaches would like to make recommendations to the Mgt. Council as to how those situations could be handled, such as:

1. Instituting a Time Frame for making the field compliant

2. Waiver (used by the GLVC) signed by both AD's, allowing play on the field or agreement to play at an alternative site where the field dimensions are within the NCAA standards.

3. Postseason hosting ban

Action Item #4: Private Pre-match meeting Space

*Rationale – It is very difficult to compare and qualify the play of offensive players and defensive players when selecting the “Player of the Week” award. Football has three player of the week awards; volleyball, men’s and women’s basketball, baseball and softball each have two player of the week awards.

*Rationale - Currently, GLIAC women’s soccer postseason awards include: Offensive Player, Defensive Player and Freshman of the Year. Goal keepers are often overlooked in the Defensive Player of the Year vote. Sports like volleyball (Libero of the Year) and football (Off. Back of the Year, Def. lineman of the Year, etc.) have specialty awards for such categories.

Action Item #7: Add “Ball Persons” to the list of reimbursable expenses for teams hosting GLIAC Tournament games to the Tournament Guidelines

Motion: To add to the GLIAC Women’s Soccer Tournament guidelines the reimbursable expense of providing four ball persons for each match.

*Rationale – The NCAA recently added the requirement of having a minimum of four persons, for the purpose of retrieving balls leaving the field of play, for all matches:

6.5 Ball Persons

It is recommended that a minimum of four ball persons, appropriately positioned and at least 10 years of age, be provided for the duration of the game. Further, it is recommended that ball persons wear colored jerseys that distinguish them from all field players. Each ball person’s duty is to assist in ball retrieval to avoid delay. All ball persons shall be instructed by and are under the direct supervision of the game officials.

Motion: To add the wording to 5.a. (Credentials) of the GLIAC Women’s Soccer Tournament guidelines that “A maximum of 24 players, dressed in uniforms, are allowed among the 28 bench credentials. Only those 24 players in uniforms may participate in pre-match warm-ups.

*Rationale – To mirror the NCAA Tournament policy.

Recommendations:

1. Coach & Team Area Markings on Fields: It was pointed out that some GLIAC Soccer fields do not have the proper Coach & Teams Area Markings. Per the NCAA Soccer Rule Book:

1.12. Coaching and Team Areas

1.12.1 There shall be a coaching and team area. Team benches shall be on the same side of the field, separated by a 10-yard neutral zone, and shall be at least 10 feet [3.05 m] (whenever possible) from the touch line.

1.12.2 Each coaching and team area shall be marked parallel to the touch line and situated at least 10 feet [3.05m] from the touch line and extending 20 yards [18.29 m] from the five-yard neutral zone measured from the halfway line in both directions.

2. The GLIAC Office Liaison should collect the cell phone numbers of each head coach and distribute to all head coaches immediately before the season begins.

3. Moving the last regular season home games in 2014 & 2015 to a Thurs/Sat instead of Fri/Sun to allow for more travel/prep time for the 1st round of GLIAC tournament on Tuesday of the following week. Furthermore that these games be scheduled against opponents who are as geographically close as possible.

4. The consensus of the group was to look at a 13-match single round robin schedule in 2014 & 2015 instead of 13 single round robin + a mandatory game with each school's travel partner.
