The reason for this method of waste disposal was explained by some of the respondents – the former waste collectors in Lagos, the PSPs were stopped since March 2017 but prior to that time they did house-to-house refuse pickup, which though was regarded as ineffective but was still manageable. It seemed that the new company became overwhelmed with the job and have not been able to reach the interiors of the city whereas there had been a buildup of waste because the takeover process from the PSPs was rather abrupt instead of a seamless transfer of contract. This led to mounting heaps of refuse dotted across the city of Lagos, especially in the largely populated Alimosho area. Many of the waste bags moved from residential buildings to the designated area of pickup thereby constituting foul odour while some even end up in the drains as it takes too long to be picked up. There were some 13% of the respondents who said they have been storing their waste in the premises they live waiting for collection by the new company.
