The constitution of the Federal Republic of Nigeria stipulates that, the management of municipal solid waste, part of which is household solid waste is the responsibility of the third tier of government (the local government, which is the government closest to the people (Nigerian Constitution, 1999). However, given the inability of the local governments across Nigeria to

19 efficiently and effectively carryout this challenging constitutional responsibility (partly due to funding challenges and technical deficiencies, states across the Nigerian federation took on the responsibility by establishing state waste disposal/management authorities examples are
