on consultations with caucus, including those undertaken with
the Caucus Advisory Committee, on the proposal. Indicate whether caucus is supportive and outline the Minister’s approach for addressing any outstanding issues that may have been raised during consultations. If consultations
have not been undertaken, the rationale must be provided. (
