KEY QUALIFICATIONS:
Engr. Samuel E. Sapuay’s expertise encompasses various fields of civil engineering, environmental engineering, hydrology and hydraulics, water resources engineering, construction management, infrastructure planning, institutional planning and governance.
Engr. Sapuay graduated with a Bachelor of Civil Engineering degree at the University of the Philippines in 1985. In 1987, he got a scholarship from the Japanese government’s Ministry of Education (Monbusho) and pursued a Masters Degree in Civil Engineering from Kumamoto University, Kumamoto City, Japan. In 1990, he pursued his second graduate degree from Stevens Institute of Technology, Hoboken, New Jersey. He finished his Masters Degree in Environment Engineering in 1992 in that institution.
After taking his Masters of Environmental Engineering degree, Engr. Sapuay joined Goodkind and O’Dea, an engineering consulting firm based in Manhattan, New York, as design engineer and bridge inspection engineer. In New York, he has worked on various projects such as the Williamsburg Bridge, NYC West Side Piers, Grand Concourse Boulevard Bridge, and Grand Central Parkway. In the aftermath of the Northridge Earthquake in Los Angeles, California, Engr. Sapuay was assigned to Dewberry and Davis to work on the disaster as Federal Emergency Management Agency (FEMA) structural inspection engineer of the US government. Engr. Sapuay worked on hospitals, schools and facilities of private non-profit organizations.
Engr. Sapuay, a Philippine licensed civil engineer and Environmental (Urban) Planner, has extensive experience in the identification, planning, design, and construction supervision of various types of infrastructure facilities across a range of related projects and programs. Armed with two masters degrees in civil engineering and environmental engineering, he has been involved in various projects - design of civil works, structural analysis of existing and planned infrastructure, and environmental planning for Comprehensive Land Use Plans and Master Development Plans involving studies on hydrology, hydraulics, and erosion control – with funding from international financial institutions like ADB and the World Bank, European Investment Bank, Millennium Challenge Corporation, etc., as well as national and local government agencies, non-government organizations (NGOs), and private real estate developers. He has work experience in many countries such as Cambodia, Vietnam, Laos, China, Mongolia, India, Indonesia, Kyrgyzstan, Tajikistan, Azerbaijan, Georgia, Philippines, Serbia, Turkey, Tonga, and USA.

The job involved difficult casework of technically evaluating disaster related damage in the 1994 Northridge Earthquake and fitting them into various Federal and State’s eligibility criteria for restorative project funding.
