Activities performed: The primary task in the environmental aspect was to review the EIA Report on its adequacy for the construction bid. Specifically, this called for a review and updating of the EIA as deemed necessary within the framework of the current legislation and regulations. A brief report on the assessment work was presented describing any additional studies which might be needed to enable the project road to be constructed in compliance with current relevant legislations and regulations

Main project features: The objectives of the project were: to ensure (i) ARS takes full ownership by being actively involved in implementation; (ii) the outputs take into account ARS’s current and future needs, support its ongoing reform process, and were achievable within the implementation schedule; (iii) the outputs were sustained; and (iv) opportunities for training and knowledge transfer to ARS staff were maximized. The consulting services will support implementation of recommendations proposed by the World Bank under the program on institutional strengthening for ARS. Furthermore, it will also complement EBRD’s planned assistance to ARS for (i) establishing 4−6 regional road maintenance management divisions that will act as the clients for the existing road maintenance units; and (ii) strengthening management, business planning, cost control, and procurement capabilities of the existing road maintenance units.
