SECTION 2 – SPECIAL REQUIREMENTS




1) MINIMUM QUALIFICATIONS: Bidders (specifically the business that will sign the contract with the Airport Authority that results from this RFB) will be deemed non-responsible and rejected without any further evaluation if they (as a business, or in the case of the Bidder being a joint venture, an entity of the joint venture) do not meet the following qualifications:

 


  1. Have, as a business and as the Prime Contractor, successfully managed and successfully completed at least three (3) construction contracts, within the last seven (7) years that included at least two of the following: (i) 150,000 cubic yards of unclassified excavation; (ii) 7,000 tons of bituminous pavement; (iii) 15,000 square yards of Portland Cement Concrete (PCC); AND

  2. Have as a business (or have a subcontractor that will be assigned to the contract resulting from this RFB) successfully managed and successfully completed at least five (5) terminal navigational aid facility installations within the last seven (7) years. Terminal Navigational aids are defined as approach lighting systems, instrument landing systems including glide slope and marker antennae, localizer antenna arrays, associated equipment shelters, precision approach path indicator systems, and runway end identifier lights (NAVAIDS); AND

  3. Have on its staff at least one (1) full-time Project Manager with a minimum of seven (7) years experience who will be assigned to the Project; AND

  4. Have on its staff at least one (1) full-time Superintendent with a minimum of ten (10) years of experience in earthwork and paving projects who will be assigned to this Project; AND

  5. Have on its staff or on the staff of a subcontractor that will be assigned to the contract resulting from this RFB, installation personnel with a minimum of three (3) years experience with terminal navigational aid facility installations; AND

  6. Have on its staff or on the staff of a subcontractor, licensed person(s) that will perform electrical portions of the work in accordance with the State of Michigan Electrical Administrative Act (Act 217 of 1956). 2) BID GUARANTEE: The Bidder is required to provide a bid bond in the amount of 5% of the bid amount for each respective Group made payable to the Wayne County Airport Authority, with the bid for this RFB. The surety issuing the bid bonds must be authorized to conduct business in the State of Michigan and have a Resident Agent who may be served in Wayne, Oakland, or Macomb County. If the surety issuing a bond goes out of business during the course of bid evaluation and issuance of a contract, the Bidder must retain another surety (bonding) agent, which meets the original qualifications, and notify the Purchasing Contact in writing within 5 days of such changes. Failure of a Bidder to enter into a contract with the Airport Authority within the required time frame may result in forfeiture of the Bidder’s Bid Bond(s).

SECTION 3 – SCOPE OF WORK AND OTHER REQUIREMENTS




  1. INTRODUCTION: Through this Request for Bids (RFB), the Airport Authority hereby invites Businesses that meet the minimum qualifications set forth herein to submit bids for the improvements to the Runway Safety Area (RSA) for Runways 5L and 5R, and construction of a portion of Taxiway B at the Willow Run Airport (Airport).



  1. GENERAL INFORMATION: Through recommendations presented in the RSA Study, Willow Run Airport, the Airport Authority is proceeding with Part 3 of the recommended RSA upgrades and runway incursion reduction projects. The RSA upgrades generally include relocating non-compliant structures and associated utilities, which are currently in the RSA of Runways 5R and 5L, and grading the RSA to meet the Federal Aviation Administration (FAA) design standards. Runway incursion reductions generally include construction of the realignment of Taxiway B to eliminate non-standard taxiway design.





  1. SCOPE OF WORK: The successful Bidder (Contractor) will be required to provide all labor, materials, equipment, tools, permits and supplies required to complete the Scope of Work (Work) in accordance with the Contract Documents, the General Terms and Conditions, and this RFB. This Work includes, but is not limited to:



    1. Base Bid:

        1. Clear and grub trees for construction of the new service drive;

        2. Placement of engineered fill to relocate the service drive, including slope stabilization;

        3. Extend 84-inch storm sewer and construct a new headwall;

        4. Install base aggregate and bituminous asphalt pavement, including drainage, guardrails, signage, and pavement markings;

        5. Remove and construct new fencing;

        6. Electric vault modifications;

        7. Remove existing NAVAID building;

        8. Construct new NAVAID foundations, buildings, and utilities; and

        9. All restoration.

        10. Coordination with FAA for its NAVAID construction.

    1. Wetland Filling and Floodplain Cut and Fill (refer to Attachment A, Michigan Department of Environmental Quality for construction requirements):

        1. Clear and grub trees to construct an extension of the 84-inch diameter storm sewer

        2. Place engineered fill

        3. Cut the floodplain to compensate for placement of fill.

    2. Alternate Bid:

        1. Remove existing taxiway pavement;

        2. Excavate, place aggregate base and construct new PCC pavement;

        3. Remove 9R/27L signs, lights and pavement markings and install new signs and markings to convert 9R/27L to Taxiway H; and

        4. All restoration required.


4) MILESTONE DATES/LIQUIDATED DAMAGES: The Work is phased to be completed over one construction season. As indicated on the Safety Phasing Plans, Sheets C-041 through C-043 (of Attachment H - Construction Documents), there are three phases, each with an assigned duration in calendar days and the associated liquidated damage by phase. If the Contractor fails to achieve substantial completion of any phase of the project, as indicated on the referenced drawings, then in accordance with Article 2 of the Construction Services Form of Agreement, liquidated damages shall be assessed accordingly. Assessment of liquidated damages is cumulative. Failure to meet the substantial completion milestone date for a phase does not modify or extend any other milestone date. Additionally, if the Contractor fails to achieve Final Completion of all Work, within 90 days of substantial completion of the last phase of Work, liquidated damages shall be assessed at a rate of $200/calendar day.

5) CONTRACT GUARD SERVICE REQUIREMENTS: The following requirements must be followed by the Contractor if guard service is required to monitor any access point during construction:


    1. The Airport Authority will provide training for guard services.

    2. The Contractor shall provide gate guard service for access points requiring security.

    3. The guard service shall be provided at the Contractor’s expense.

    4. The Contractor may be required to supply an additional guard to perform vehicle inspections for any access point that will be manned.


6) CONTRACT FLAGGING SERVICE REQUIREMENTS: The Contractor will be responsible for providing flag persons as required and approved by the Airport Authority. A flag person(s) is required for work within 50-feet of an active aircraft movement area, including apron crossings. The following requirements must be followed by the Contractor if flag service is required:
a) The Contractor shall utilize the Airport Authority’s Operations staff.

b) The Contractor must complete the Airport Authority Flagging Service Request Form prior to service being provided.

c) Flagging service requests must be made at least 72 hours in advance. A cancellation fee may apply without proper cancellation notice.

d) The flagging service shall be provided at the Contractor’s expense.


7) STAGING AREAS: The Contractor will be assigned areas for staging of field offices, parking, material storage, etc. as shown on the safety phasing plans. The Contractor may request additional staging areas; however the Airport Authority reserves the right to deny staging areas that conflict with the Airport’s operations.
