if there is a discrepancy between the unit price and the line item total that is obtained by multiplying the unit price by the quantity, the unit price shall prevail and the line item total shall be corrected, unless in the opinion of UNDP there is an obvious misplacement of the decimal point in the unit price, in which case the line item total as quoted shall govern and the unit price shall be corrected;

  • if there is an error in a total corresponding to the addition or subtraction of subtotals, the subtotals shall prevail and the total shall be corrected; and

  • if there is a discrepancy between words and figures, the amount in words shall prevail, unless the amount expressed in words is related to an arithmetic error, in which case the amount in figures shall prevail subject to the above.

    If the Proposer does not accept the correction of errors made by UNDP, its Proposal shall be rejected.


    F. AWARD OF CONTRACT


    1. Right to Accept, Reject, or Render Non-Responsive Any or All Proposals

    UNDP reserves the right to accept or reject any Proposal, to render any or all of the Proposals as non-responsive, and to reject all Proposals at any time prior to award of contract, without incurring any liability, or obligation to inform the affected Proposer(s) of the grounds for UNDP’s action. Furthermore, UNDP shall not be obliged to award the contract to the lowest price offer.
    UNDP shall also verify, and immediately reject their respective Proposal, if the Proposers are found to appear in the UN’s Consolidated List of Individuals and Entities with Association to Terrorist Organizations, in the List of Vendors Suspended or Removed from the UN Secretariat Procurement Division Vendor Roster, the UN Ineligibility List, and other such lists that as may be established or recognized by UNDP policy on Vendor Sanctions.     1. Award Criteria

    Prior to expiration of the period of proposal validity, UNDP shall award the contract to the qualified Proposer with the highest total score based on the evaluation method indicated in the Data Sheet (DS nos. 25 and 32).


    1. Right to Vary Requirements at the Time of Award

    At the time of award of Contract, UNDP reserves the right to vary the quantity of services and/or goods, by up to a maximum twenty five per cent (25%) of the total offer, without any change in the unit price or other terms and conditions.


    1. Contract Signature

    Within fifteen (15) days from the date of receipt of the Contract, the successful Proposer shall sign and date the Contract and return it to UNDP.
    Failure of the successful Proposer to comply with the requirement of RFP Clause 35 and this provision shall constitute sufficient grounds for the annulment of the award, and forfeiture of the Proposal Security if any, and on which event, UNDP may award the Contract to the Proposer with the second highest rated Proposal, or call for new Proposals.


    1. Performance Security

    A performance security, if required, shall be provided in the amount and form provided in Section 9 and by the deadline indicated in the Data Sheet (DS no. 14), as applicable. Where a Performance Security will be required, the submission of the said document, and the confirmation of its acceptance by UNDP, shall be a condition for the effectivity of the Contract that will be signed by and between the successful Proposer and UNDP.


    1. Bank Guarantee for Advanced Payment

    Except when the interests of UNDP so require, it is the UNDP’s preference to make no advanced payment(s) on contracts (i.e., payments without having received any outputs). In the event that the Proposer requires an advanced payment upon contract signature, and if such request is duly accepted by UNDP, and the said advanced payment exceeds 20% of the total proposal price, or exceed the amount of USD 30,000, UNDP shall require the Proposer to submit a Bank Guarantee in the same amount as the advanced payment. A bank guarantee for advanced payment shall be furnished in the form provided in Section 10.


    1. Vendor Protest

    UNDP’s vendor protest procedure provides an opportunity for appeal to those persons or firms not awarded a purchase order or contract through a competitive procurement process.     The deliverables expected from engaged experts include:
    Within the 2 weeks of the start date of the contract:

    1. Elaborated functional specifications of all system components, including interface definitions that specifically lay down all the mobile application requirements from the end-user perspective

    2. Specification of required hardware including detailed specification of hardware required for building location aware network and technical characteristics of every type of beacon used, including its range, available advertising frequencies and power consumption.

    3. Specification of network installation process for location awareness hardware in conditions of non-closed environment.

    4. The technical specifications covering the scope of development and technologies that will be utilized as an outcome of the functional specifications, as well as all the required licenses needed.

    5. Detailed project plan, stating development & deployment timelines, as well as a clear indication of any specific inputs (content, information or others) required from the PARCS Project team or other stakeholders.


    Within 2 months of the start date of the contract:

    1. Field demonstration of location-awareness capability of a mobile application “Parkovi Hrvatske” for two targeted platforms (Android, iOS) in a national park chosen by UNDP. The mobile application for this demonstration may work with dummy CMS data but it must prove the ability of mobile application to work with beacons and other location-awareness systems and it should illustrate user experience on mobile phone.


    Within 4 months of the start date of the contract:

    1. A fully functional mobile application “Parkovi Hrvatske” for Android and iOS mobile smart phones that meets the defined functional requirements & technical specifications along with corresponding source code.




    1. A fully functional and complete set of clients for consuming services exposed by CMS server for “Parkovi Hrvatske -Web portal”.


    Warranty & Maintenance:

    1. The Warranty Period services starting from the delivery and acceptance date of the fully functional mobile application extending for 12 (twelve) months period.

    2. Regular support and maintenance services during the warranty period.

    3. Services of further additions/modifications and development of the mobile application (The actual scope of services will be defined in separate process and the price will be calculated in accordance to the offered unit price).

    As part of project implementation the contractor is obliged to organize workshop with the stakeholders in Croatia in order to gather all the relevant inputs directly
    The training materials and all user documentation has to be prepared in Croatian.

    The auxiliary functionality regarding authentication of registered users is made available in mobile application. Specifically this will include the following

    • forgotten credentials ( PIN/password )

    • change of credentials

    • change of optional personal information

    • process of un-registering ( unsubscribe )

    The mobile application will have a simple and standardized search function with a text-box. It will search the content stored offline, in local storage of mobile device.

    Mobile application will present the data stored locally in offline storage. Thus, even in offline user will still be able to look at the latest content taken at the time when he was last online.

    Mobile application will use client calls to CMS server to register possible changes of content. The addition, change and deleting of content as reported by response from CMS will be directly implemented in the local storage of mobile device, thus enabling the use of mobile application in offline mode. This process of refreshing of the content will run in background and will not be visible to user.

    Mobile application will start the process to refresh the content with CMS data when

    • it has detected an entry into the national park by detecting a beacon and mobile application has access to Internet via Wi-Fi provided by park

    • it has detected an entry into the national park by detecting a beacon and it has asked the user for permission to access wireless Internet and user gave its permissions

    • user has explicitly chosen one of the national parks from the application menu and approved the use of wireless Internet

    The process to refresh the content with new CMS data will download all the changes to offline storage only for the park in which the user is currently located. User location will be determined by the last detected beacon or by the park that user has explicitly chosen from the application menu.

    If the park in which the user is located changes the process to refresh the content with CMS data is started again.

    If the last refresh of the content with CMS data happened more than 12 hours ago the refresh process is started again even if the user is still in the same park.

    The process that refreshes the content with CMS data will keep the total size of storage data under some fixed limit. Vendor will estimate the reasonable limit for such a storage.

    Data is erased from local storage whenever CMS reports it was erased from CMS server.

    When the limit of local storage is exceeded, data is erased from local storage if it is related to national park where the user is currently not located. The erasure starts from oldest information.

    If user changes the preferred language all content stored in his mobile phone is downloaded again in a new language. Content in previously used language is deleted.

    When user enters one of the national parks he is greeted with specific message welcoming him to park's facilities. Basic information about that park will be displayed as stored and configured for that park in CMS.

    User who has access to wireless Internet can choose one of the national park directly in a menu within mobile application. In that case the mobile application behaves exactly as if the user has entered that national park.

    User always views the content in mobile application that is stored locally on his mobile phone. All the rendering of content within mobile application is done offline. Thus, even in offline user can still look at the latest content stored locally on his mobile phone.

    If home screen of the mobile application was changed in CMS, user will see the change after next access to Internet when his content is refreshed.

    When user indicates change to disability options the specific content

    (if any) is refreshed in the local storage of his mobile phone. Otherwise such specific content is ignored by the mobile application and is not downloaded from CMS server.

    User of mobile application can view the following document types


    1. Pure text ( in any language – use UTF and multi-byte if needed )

    2. Rich formatted text

    3. HTML

    4. Images in JPG, GIF and PNG formats

    5. Video in MP3, MP4 and other formats common on Web

    All of the above document types should be rendered in offline.


    The content for users who selected ‘visually impaired’ accessibility option may include additional audio content for any document of types a)-e) defined above. If there is such an audio document it should be rendered/played instead of regular content by mobile application.

    User of mobile application can view the customized map of a park in which he is located even when he is offline. Maps contain specific markers for interesting locations in the park. Map interface is easily recognizable as similar to Google maps or Apple maps.

    Map inside mobile application offers a 'directions' and a path finder with pre-defined paths stored offline that looks similar to Google maps or Apple maps. Path finder offers the following route types

    • car

    • on foot

    • bicycle

    • horse ride

    • boat

    • wheelchair (if relevant accessibility option was selected by user )

    The local storage of mobile application will contain the list of beacons with their unique identifiers, for all the beacons in the park where user is currently located. This list will be taken from exposed CMS service.

    Each beacon will have exact longitude and latitude. Optionally some beacons may have an altitude. Mobile application will take this information from exposed CMS service.

    Each beacon will have a list of documents related to that particular beacon. These documents provide content such as interesting information about that particular location and a related text/ audio/image/video. The list of documents as well as their content is taken from exposed CMS service.

    When beacon reports its presence to mobile application user will see the new beacon appearing on his mobile application screen with basic information about that beacon's location.

    User can choose to view details for any of the beacon visible in his mobile application and all the documents related to that beacon. This way, user gets access to all the documents related to that particular beacon.

    Mobile application will try to track user's current location. It will try to pinpoint the user location in this order of priority

    • using beacons if they provide enough information

    • using GPS coordinates if available

    User will not see which method is used.

    Each beacon may optionally offer a list of shopping items specific for its location with corresponding price list. This list is taken from exposed CMS service. If user chooses so, he can add such an item to his 'basket'. Mobile application keeps the basket in local storage until it is either paid or user explicitly empties the basket. Each item is kept until user explicitly removes it from the basket.

    User can choose to check-out the shopping list at any moment when he has access to Internet. The total price of all the items in his 'basket' is then redirected to ‘Parkovi Hrvatske - Web Portal’ Web payment gateway and the checkout process on mobile device is performed within the mobile device’s browser.

    Mobile application will support Bluetooth LE beacon detection for iOS devices with Bluetooth 4.0 (iPhone 4S and later, iPad (3rd generation) and later, iPad Mini (1st generation) and later, iPod Touch (5th generation)

    Registered user can participate in loyalty programs and get benefits for their shopping or other additional activities. User can view his status/points on loyalty programs through his mobile applications. The information about loyalty programs and the status of user is exposed by CMS services.

    When the user spends too much time using mobile application it will gently warns him that he is in the national park and that he should enjoy the nature surrounding him.

    Mobile application will have standard 'Help' utility available offline.

    Documents that come from CMS flagged as 'urgent' are automatically rendered in mobile application with no explicit action required by user.

    Contractor will implement client calls to CMS server following best security practices for Web applications such as those described in OWASP guides.

    Contractor will provide SSL support for all its client requests.

    Contractor will specify a range of beacons that should be used with mobile application. For each recommended model Contractor will specify its power supply, range, operating environment conditions, compatibility with standards and mobile devices as well as other relevant technical information.

    Every individual beacon piece must have its own unique identifier.

    Beacons recommended publish its unique identifier (major/minor UUID) to mobile devices in its range with a period low enough to extend its batter life.

    Beacon should not publish anything else to mobile device beside his unique identifier, unless specifically documented by Contractor. In particular beacon should not publish its MAC or physical address or require any cryptography or mutual authentication with mobile device, unless such requirement is specifically mentioned and explained by Contractor.

    The minimum range for advertising the presence of each recommended beacon will be at least 30 m.

    Contractor will provide the installation procedure to build a network of beacons.

    Contractor will agree to demonstrate a beacon/mobile application communication and location awareness as a milestone within the project. The demonstration will be done in one of the parks chosen by UNDP. It will include

    • several different mobile devices ( Android/iPhone ... )

    • correct broadcasting of by at least 10 beacons from locations within a park by choice of UNDP

    • correct detection of unique identifiers by mParcs application

    The mobile application used for demonstration needs only be developed so far as to be able to show beacons and their unique identifiers.

    Should the field demonstration described fail, UNDP reserves the right to ask for a repeated demonstration at the cost of Contractor.

    Warranty. The Warranty Period shall begin from the date of Operational Acceptance and extend for 12 (twelve) months.

    Offsite Support: to provide any further additions/modifications on mobile application for the duration of the maintenance period

    The Contractor must possess the necessary hardware and software tools to perform the project work including:

    • computers and smart phones in quantity and diversity required for mobile application development,

    • installed development tools for iOS and Android mobile application development with appropriate developer licenses,

    • software licenses for all libraries included in mobile application executable,

    • any licenses for third party libraries if such libraries are included in mobile application,

    • Bluetooth LE beacons and other wireless network equipment in quantity and diversity, required for mobile application development and testing,

    • Internet access with sufficient bandwidth and speed required for testing the calls from mobile application to CMS services.

    Contractor agrees that UNDP may hire an independent third-party provider to exercise penetration tests. Contractor agrees to fix any security errors discovered by such penetration test in warranty period free of charge.

    Contractor agrees to deliver complete source code and all related required resources to UNDP.

    Contractor agrees that UNDP may choose to release mobile application to GooglePlay and AppleStore under its own name and not under the name of Contractor or any other name.
