1.5Education and training

The strategic framework for European cooperation in education and training ET2020 (document 05.04), adopted in 2009, does not mention disability explicitly, and nor do the majority of other policy documents stemming from it. The implementation of the framework is evaluated in annually published Education and Training Monitors, the latest of which was published in November 2015,57 which briefly states that ‘although comparative data is scarce, the available evidence states unambiguously that students hampered by a disability … are more likely to leave school before finishing upper secondary education’. The findings of the Monitor feed into the country-specific recommendations made to the EU Member States in the European Semester process.


The 2010 Council Conclusions on the social dimension of education and training (document 05.06) and the 2013 Council Conclusions on the social dimension of higher education (document 05.07) stress that European education systems must respond to diversity and provide for the successful education off all learners, including those with special needs, underrepresented and disadvantaged groups.
The European initiatives in the field of education and training are supported financially by Erasmus+ programme (document 10.04).
