Over in the US the stalled free trade deals with Korea, Panama and Colombia are ready to be sent to Congress according to congressional leaders who say they have negotiated a Trade Adjustment Assistance program that could stand on its own. David Camp, chair of the House Ways and Means Committee said the path is clear for both the trade bills and the TAA program to be placed to the Senate for a vote. However Obama has been reluctant to move forward with the FTAs without greater assurance that the 1 billion dollar a year worker retraining program would be approved. Camp meanwhile urged haste citing a 20 percent jump in exports to Korea from the EU since the Korea-EU FTA went into effect on July 1.

U.S. trade representative, Ron Kirk, said in Washington Tuesday that he was optimistic that Congress will pass the three long postponed FreeTrade Agreements with Panama, Colombia South Korea in August. "We need to approve these agreements and put them in place," Kirk said in a speech to officials of the agricultural industry. "We are ready to move now," he said. Kirk said the White House was still working with congressional leaders on the right moment to present the agreements for a vote, but there was no reason to believe they will not be approved before lawmakers take their traditional August recess.

(July 15, 2011) The U.S. Senate Finance Committee and U.S. House Ways and Means Committee last week moved the U.S.-Korea Free Trade Agreement (FTA) one step closer to Congressional approval. The committees passed the FTA by mock markup , which serves as their recommendations on the administration’s draft implementing legislation. Committee mock markups are the standard way Congress weighs in on the administration’s FTAs negotiated under fast-track authority, which prohibits amendments to the final implementing bills. "The vote brings us one step closer to creating the hundreds of thousands of new U.S. jobs and the growth that our economy desperately needs. It means small business owners will have new opportunities to expand their businesses and hire new workers and many folks searching for work can get the training they need to get a new job,” said Senate Finance Committee Chairman Max Baucus (D-Montana) in a statement. During the July 7 session, the committees also held mock markups on the pending trade agreements with Colombia and Panama. The U.S. International Trade Commission has estimated that the reduction of tariff and non-tariff barriers to U.S. manufactured and agricultural goods under the U.S.-Korea trade agreement would increase U.S. exports to Korea by $10 billion–$11 billion. The agreement has the potential to create as many as 280,00 jobs, according to an updated assessment of the agreement prepared by the commission economic staff at the request of the U.S. Senate Finance Committee’s Subcommittee on Trade. Korea is California's fifth largest exporting partner. In 2010, California exported $8.1 billion to Korea.

Senator John Hoeven and 11 other Republican senators worked this week to advance pending trade agreements with South Korea, Colombia and Panama. In a letter to President Barack Obama, the 12 senators urged the Administration to forward the agreements to the U.S. Congress for approval. In return, the senators agreed to give the Trade Adjustment Assistance bill, which the president has linked to the trade agreements, a separate up or down vote. Although the Administration won’t send the agreements to Congress prior to the August recess, Senator Hoeven believes the way is now cleared for the president to send them right after the recess.

U.S. Trade Representative Ron Kirk said Wednesday he hopes to be able to reach a deal with Republicans in Congress on passing free-trade agreements along with funding for a job retraining program. “I believe we are closer to our end goal,” Kirk said in a speech to the Coalition of Service Industries, expressing confidence that Congress will pass trade agreements with South Korea, Colombia and Panama. He put the odds of passage at over 90%.
