Last week, the Senate Finance Committee and the House Ways and Means Committee held mock markup sessions for free trade agreements (FTAs) between the United States and Colombia, South Korea and Panama. Both committees approved the pacts, which were signed in 2006 and 2007 and are expected to be submitted by the Obama administration for congressional approval in the near future, but there is partisan disagreement regarding the issue of whether or not to include within the U.S.-Korea FTA (KORUS) extension of Trade Adjustment Assistance (TAA) for workers, businesses and farmers impacted by increased trade. TAA was created in 1962 and subsequently amended in 1974 and 2002. In 2009, the program was further expanded as part of the Recovery Act, and the 2009 provisions expired in February of this year. In negotiations involving the Obama administration and House and Senate leaders to extend TAA, provisions have been reduced to 2002 levels and in some areas have been reduced even below those levels, with complete expiration of the program slated at the end of 2014. Democrats in Congress want to tie the extension to KORUS, while Republicans want TAA to be treated in separate legislation. At the same time, there is widespread bipartisan support for the three FTAs, which are seen as instruments to increase U.S. export trade, and leaders of both committees have warned that while the United States delays implementation of these agreements, the U.S. jobs they purportedly will create will go instead to workers in other countries and regions that have signed FTAs with these countries — most notably, the European Union, which has just implemented a FTA with South Korea; and Canada, whose FTA with Colombia will be implemented in August.

(July 15, 2011) The U.S. Senate Finance Committee and U.S. House Ways and Means Committee last week moved the U.S.-Korea Free Trade Agreement (FTA) one step closer to Congressional approval. The committees passed the FTA by mock markup , which serves as their recommendations on the administration’s draft implementing legislation. Committee mock markups are the standard way Congress weighs in on the administration’s FTAs negotiated under fast-track authority, which prohibits amendments to the final implementing bills. "The vote brings us one step closer to creating the hundreds of thousands of new U.S. jobs and the growth that our economy desperately needs. It means small business owners will have new opportunities to expand their businesses and hire new workers and many folks searching for work can get the training they need to get a new job,” said Senate Finance Committee Chairman Max Baucus (D-Montana) in a statement. During the July 7 session, the committees also held mock markups on the pending trade agreements with Colombia and Panama. The U.S. International Trade Commission has estimated that the reduction of tariff and non-tariff barriers to U.S. manufactured and agricultural goods under the U.S.-Korea trade agreement would increase U.S. exports to Korea by $10 billion–$11 billion. The agreement has the potential to create as many as 280,00 jobs, according to an updated assessment of the agreement prepared by the commission economic staff at the request of the U.S. Senate Finance Committee’s Subcommittee on Trade. Korea is California's fifth largest exporting partner. In 2010, California exported $8.1 billion to Korea.

South Korea sees ratification of trade deal with US in August South Korea wants its bi-lateral trade deal with the United States ratified by August, a trade official said here Wednesday, heralding a parliamentary deadlock amid opposition protests against the pact. "We seeks parliamentary endorsement of the free trade agreement in August," deputy trade minister Lee Si-hyung told reporters in a press briefing, referring to the two-way trade accord awaiting legislative approval in Seoul and Washington. The government and the ruling party are seeking to pass the deal, originally signed in Y 2007, in the forthcoming extra parliamentary session next month. The opposition parties, meanwhile, have repeatedly vowed to block the passage of what they see as a lopsided deal favoring Washington. The main opposition Democratic Party in particular is calling for "re-balancing" the trade deal, supplemented last December due to US opposition over auto trade imbalances, claiming Seoul made too much concession during additional negotiations. The deputy trade minister practically dismissed the opposition that recently called the government plan to get the bill passed soon "a declaration of war" against the opposition camp. "For now, we are hoping for ratification of the deal that has already been submitted to the parliament," Mr. Lee said, apparently ruling out the possibility of further adjustment to the pact. Washington, meanwhile, is currently preoccupied with the issue of raising the debt ceiling amid fears of the federal government defaults on its debt. Seoul is keeping an eye on whether the issue would affect US Congressional endorsement of the free trade agreement, Mr. Lee said.

Korean lawmakers are waiting to see when the US Congress will begin to move legislation to implement the US-Korea Free Trade Agreement before they commit to a vote to approve the deal, but in the end they will approve the accord, an American congressional delegation found during a visit to South Korea April 27-29. Representative Jim McDermott (D-Washington) that the question of which country is going to move first is the common discussions surrounding political decisions. McDermott was part of the delegation, which also included Representatives Charles Rangel (D-New York), Joseph Crowley (D-New York) and David Reichert (R-Washington), along with Commerce Secretary Gary Locke. McDermott dismissed concerns that political opposition in Korea, particularly from sectors such as agriculture, could derail the accord. McDermott says that the negotiated treating will pass as there is too much momentum with the Koreans for it to not pass. “They are watching us,” he added. “Several people have told us that like anything in a political process, if the government decides they want to do it, it can go rather quickly,” he said. “They just want to see that we are serious this time. Once they see that, it will be all over; it will happen quickly,” McDermott said. “They’re waiting for some signal of what our timeline is.”

Section: General News - The South Korean government wants the country's parliament to approve a free trade pact with the U.S. by next month, despite the possibility of the U.S. Congress failing to approve it this summer, Seoul's senior trade official said Wednesday. The government and the ruling Grand National Party (GNP) have been seeking to pass the long-pending accord through the National Assembly during an extra session in August as the U.S. has been moving to get Congress to approve the pact by early next month. Congress is due to enter recess on Aug. 6, and the Obama administration, eager to expand exports and create jobs, has informally set the date as the deadline for passing long-overdue free trade bills, including a free trade pact with South Korea. But Obama has been preoccupied with drawn-out debt ceiling talks with congressional Republicans. "There are no changes in our stance that the free trade pact should be passed through the parliament," Lee Si-hyung, deputy trade minister, told reporters. Lee said Washington hasn't yet informed Seoul of any detailed things on the matter of the ratification of the pact. The Korea-U.S. FTA, known as KORUS FTA, was signed over four years ago in 2007, but the government's ratification bill has been blocked partly because of strong objections from the main opposition Democratic Party and the country's farming industry. The deal was supplemented late last year with minor modifications that mostly deal with the auto industry. - PNA
