Assist in co-curricular activities administered by Students’ Union Council.
Further members may be assigned duties by the Council as the need becomes visible.
ARTICLE IX
Meetings
Meetings of the Students’ Union, or of any board or committee, shall be at the call of the respective Chair or on the direction of the Principal.
A regular meeting date shall be established at an official meeting in June called by the Principal and/or Faculty Advisor for in-going executive that has been elected in May.
The Faculty Advisor, or in his absence, the Principal, must be informed of special meetings before such a meeting is called.
A quorum for any Students’ Union meeting shall be more than fifty (50) percent of the voting members eligible to attend.
A majority vote shall determine all matters except the amendment of a by-law, where in a two-thirds majority of the members present is required.
There shall be formal minutes kept by the Secretary of all meetings.
Discussion shall be conducted in an orderly fashion under the direction of the President.
ARTICLE X
Constitution Re: Awards Board
Membership of the Awards Board shall be up to the discretion of the Students’ Union Faculty Advisor.
ARTICLE XI
Student Organizations
Any student or groups of students wishing to enter any competition or to engage in any public performance as a representative of Old Scona Academic, or any group of students wishing to organize clubs for intramural purposes, must obtain prior permission from the Students’ Union. Students’ Union Council shall administer elections/appointments for any student representation of OSA outside of the school.
Any student interested in forming a new club must submit an application with a minimum of ten (10) members' signatures attached on the approved application form to the Faculty Advisor.
Subsidiary organizations’ funds and spending shall be under the advisement of the Students’ Union Council.
To be designated as a club and have club status at Old Scona, there are five requirements a club must fulfill:
The club must meet at least once every two weeks (biweekly).
The club must accomplish a clear, quantifiable goal, such as organizing a large performance or game
The club must have their executive and five members present at every meeting, at the minimum
The maximum number of executives for every club is two; clubs may designate duties as required during their mandated terms.
Each club must undergo mandatory elections. Candidates for club election must be bona fide OSA students, and they may run in slates or parties.
In the event that the executive of a subsidiary organization does not fulfill their duties or fails to hold the support of its members, a recall may be submitted to the Students’ Union Council with 2/3 of the members in accordance.
Club approval or dissolution requires a 2/3 majority vote of the Students’ Union Council.
ARTICLE XII
Finance
Fees of the Students’ Union
The annual fee Students’ Union fee shall be set in June of each year for the elected executive for the following year, under advisement of the Faculty Advisor and/or the Principal and the School Budgeting Committee.
The Students’ Union fee shall be payable during the first full week of the school year.
Any student whose financial status is such that the fee would result in undue hardship may inform the Principal or his designate, who may authorize membership in the Students’ Union without fees.
Funds received by student organizations
All fees, funds, or other assets received by any subsidiary organization of the Students’ Union at any time and from any source shall be the property of the Students’ Union.
Any subsidiary organization shall require approval by the Students’ Union prior to charging a fee, staging an activity where admission or collection is taken, or making a charge for the sale of an article.
Budgets
Every organization of the Students’ Union conducting co-curricular activities shall be required to submit to the Treasurer or Club Representative a proposed budget on the application form for approval, disapproval or modification by the Students’ Union.
Incurring financial obligations
The Students’ Union, Old Scona Academic, the School Board, or the Faculty Advisor to any organization, assumes no responsibility for indemnity to any student for injury resulting from participation in any co-curricular activity, nor do they assume responsibility for financial claims of opponents or spectators for any injury at such activities.
Payment of bills shall be made with the knowledge and consent of the staff advisor and the Vice President Finance.
Carry over from one year to the next
(a) At the end of the financial year, any surplus or unspent portion of a subsidiary organizations' budget shall revert to the Student Council general funds.
(b) No subsidiary organization of the Students’ Union shall hold separate reserve funds or securities. The Principal shall be the trustee of any bonds, funds, or other securities held on behalf of the Students’ Union.
7. Students’ Union Council Spending
(a) The Students’ Union Council is accountable to the student body in terms of financial expenditures. Any expenditure on the Students’ Union Council itself exceeding forty dollars must be approved by the majority of the student population. This shall be done by Room Representatives surveying their class room.
ARTICLE XIII
Historical Records
Each subsidiary organization shall prepare and submit a report of the year's activities and submit it to the Students’ Union by the Friday of the first full week of June.
This report shall contain a summary of officers, activities, and budgets in the past school year.
ARTICLE XIV
Conduct
Students holding executive positions or representing Old Scona Academic in any co-curricular activity shall be responsible to the Principal for their conduct during such participation.
When students are representing Old Scona Academic, they shall be responsible to the Principal through the Faculty Advisor for their conduct from the time they leave the school until they return. Any activities occurring outside the school shall have the prior permission of the Principal.

Guest speakers at any meeting of the students at Old Scona Academic shall be approved by the Principal prior to being invited to address such meetings.
Students who are guilty of wilful and malicious damage to the school or property are financially liable for full payment of the same.
It is the duty of every member of the Students’ Union to be responsible and follow regulations of the Old Scona Students’ Union Constitution without failure.
(i) Members must not miss more than two meetings of the Students’ Union for any inexcusable reason. Alternative representatives are acceptable for an absent member and will not count as an absence.
(ii) If a room representative is recalled, the alternate will take over his/her duties and a bi-election will be held to choose an alternate.
(iii) A failure in responsibility will result in the immediate recall of that member from the Students’ Union.
ARTICLE XV
Cessation of Activities
Co-curricular activities should be avoided during the week immediately preceding major scheduled exams including mid-term, International Baccalaureate, or final exams.
ARTICLE XVI
Authority of the Constitution
No clause or section of the constitution may be interpreted as any infringement or abridgement of the powers or duties delegated to the Principal, the Administrative Faculty, the teachers, or the caretakers, as set forth by the Edmonton Public School or by the Administration of the School.
The Constitution shall be a component of the introductory materials given to new students and familiarity with the Constitution will be assumed by the Students’ Union.
ARTICLE XVII
Amendments to the Constitution
Any proposed changes in the Constitution of the Students’ Union must be made at a meeting where notice of motion has been given of the proposed change.
Any proposed amendment must be passed by a two-thirds majority of the full Students’ Union Council.
The proposed amendment must be passed by the Principal and Faculty Advisor.
ARTICLE XVIII
The executive should review the constitution at the beginning of every school year.
The Students’ Union Council may build/maintain web pages for itself and for its subsidiary organizations (clubs, charities, etc.) with the approval of the Principal and the Staff Supervisor chosen to deal with Students’ Union technology.
These web pages will be approved by the Staff Supervisor before publication on the official Old Scona Academic website.
Construction of the web pages shall be done through a team selected by the Students’ Union Council. The President and Vice President Internal shall oversee all information on the site and may edit it if deemed necessary. They shall also make sure that all the content is approved by the Staff Supervisor. A certain number of students approved by the Staff Supervisor will have access to editing content.
These SU pages are subject to editing/deletion if required by the Faculty Advisor/Principal.
Clubs wishing to create their own website will specify so in their requests for approval by the Students’ Union Council. However, official updates will only be done by students who are given access to do so by the Staff Supervisor.
A message board may also be hosted by the Students’ Union Council, serving the purpose of communication, interaction and advertisement for the Council, as well as for all its subsidiary organizations. However, students must sign a code of conduct approved by the Staff Supervisor to use this message board, and the message board can be disbanded at any time if required by the Principal, Faculty Advisor or Staff Supervisor.
