10 – 25. Disclosure in connection with an investigation Release of information to conduct an investigation against a civilian patient or to conduct an investigation outside the Armed Forces against a military patient is prohibited the only exception is by order of a court of competent jurisdiction An investigation conducted by governmental personnel in connection with a benefit to which the patient maybe entitled (for example, a security investigation by a Federal Bureau of Investigation agent in conjunction with the patient's application for Government employment) is not considered to bean investigation against the patient. Hence, with the written consent of the patient, the required information maybe disclosed under the provisions of paragraph 10 – 22.
