YSGOL CAERGEILIOG FOUNDATION SCHOOL

National Literacy and Numeracy Framework

The National Literacy and Numeracy Framework (LNF) has been developed by the Welsh Assembly Government (WAG) to help achieve their aim that the children of Wales are able to develop excellent literacy and numeracy skills during their time at school.

Background

The Minister for Education and Skills has made raising standards of literacy and numeracy in schools a priority. In his keynote address ‘Raising Schools Standards’ on 29 June 2011, to the Institute of Welsh Affairs, he announced the intention to introduce a new National Literacy and Numeracy Framework (LNF) for all learners aged 5 to 14.



It will be a statutory curriculum requirement from September 2013, with assessment against the LNF becoming a statutory requirement from September 2014.
Key features
The key features of the LNF include the following.

Through expectation statements, the LNF sets out the skills learners are expected to develop throughout their time in school, from ages 5 to 14, and is broken down into year groups.

The LNF is split into components for literacy and numeracy, which are in turn split into strands.

Each strand is further split into elements, with literacy also broken down into aspects.

The literacy component is available in both English and Welsh. The expectations in both English and Welsh are similar, with a few distinctive elements in the Welsh literacy component, reflecting the unique requirements of the Welsh language.

In addition to being a curriculum-planning requirement, the LNF is also to be used by teachers for formative assessment.


The LNF will be used to inform teachers’ assessment of learners’ literacy and numeracy skills and will be reported annually to parents/carers.
There will be no national level data collection.

Main Features of the LNF
The national curriculum implemented from 2008 introduced a skills-based approach to the curriculum designed to ensure that skills were developed across the curriculum. It is underpinned by the non-statutory skills framework, which covers thinking, communication, ICT and number skills. The LNF builds on the expectations set out in the skills framework. However, it will be a statutory curricular requirement under section 108(9) of the Education Act 2002.
LNF expectations for the end of Key Stage 2 are closer to Level 5 and expectations at the end of Key Stage 3 are closer to Level 6.
The LNF describes in detail the skills children and young people are expected to acquire and master from ages 5 to 14. It has two components – literacy and numeracy.

These are divided into the following strands.

Within literacy children and young people are expected to become accomplished in:


  • oracy across the curriculum

  • reading across the curriculum

  • writing across the curriculum.

Within numeracy children and young people are expected to become accomplished in:



  • developing numerical reasoning

  • using number skills

  • using measuring skills

  • using data skills.

Details are also provided for learners in the Foundation Phase, those with Additional needs, and for those studying through the medium of Welsh.


Assessment

The LNF is primarily a curriculum planning tool. It is also an assessment tool in that it informs teacher assessment. Assessment against the LNF is intended to be used formatively by schools and individual teachers to support learner progress, classroom and curriculum planning.

Progression through the LNF will demonstrate how learners are performing against the expectations for literacy and numeracy at the end of each academic year.

There will be no national data collection in relation to assessments made against the LNF. Teachers will not be expected, nor would it be appropriate, to use the LNF to arrive at a single statement about whether a learner is working at/above/below the expected level for their age. Instead, the LNF and assessment against it should be used to help describe a learner’s progress, areas of strength and next steps for development.

Timetable

January 2013: curriculum planning guidance and training materials issued.

Spring term 2013: national support programme begins.

September 2013: LNF introduced on a statutory basis.

September 2013: assessment guidance and classroom practice materials issued.

September 2014: formal assessment against LNF introduced on a statutory basis.

Support

The WAG have put in place a detailed model of support, aimed at helping schools introduce the new scheme. This is to be known as the National Support Programme (NSP)

Each school will be in a cluster of up to six schools per cohort, and from June 2013 support will be provided for a minimum of 4 years. The clusters will most likely be based on secondary school feeder basis.

Support is linked to a regional consortium link officer, as well as to the regional System Leader (the new role defined within the recently established North Wales Advisory Service)



The LNF and the national tests

In addition to the LNF and the formative, narrative assessments made against it WAG are introducing national reading and numeracy tests.

These will provide summative data, collected and analysed nationally and used as part of the national accountability model.

The National Reading and Numeracy Tests will be implemented on a statutory basis and are based on the LNF. Both are being developed by NFER, who are working in partnership with Acumina to develop the numeracy test. The Welsh Government is paying for the development and distribution of these tests, and of processing the test results and reporting them back to schools.

The following is a list of key dates in the testing calendar:

May 2013
Tests - reading and procedural numeracy tests sat for first time. An email will be sent when tests have been despatched.


June 2013
Tests - Upload of students’ marks into a system that will calculate the results and issue a report.
July 2013
