The Savannah Junior Golf Association is an organization designed for junior golfers with varying ability. We have four divisions; Novice Boys, Girls, Intermediate Boys and our Tournament Series. Within this handbook, you will find important information on each division, which should help you determine which one is best for your child. Also included are our association rules, directions and phone numbers to our member golf clubs and an application form.


It is important to honestly evaluate your child’s ability and place him/her in the division that is best suited for his/her game. If you have any questions concerning which division to register for, please call or email the SJGA for assistance.
All juniors who participate in this year’s program will receive a 2006 bag tag, 2006 rule book, ball markers, ball mark repair tool, golf cap, cap clip, lunch at their championship and dinner at the awards banquet. Awards will also be given for All-stars, Division Championship, Team Savannah and Players of the Year.



PATRONS PROGRAM


The SJGA is committed to excellence in Junior Golf. The association is a nonprofit organization and depends on sponsorship to further develop our programs. With support from Patrons, we are able to keep our commitment to provide a quality program for the Junior Golfers of the Savannah Area.

The donations made by the Patrons of the SJGA allow us to meet the changing needs of the organization without increasing the cost for our junior participants. The funds received from the Patrons Program help the development of new programs and expand the existing ones. With the financial support of the Patrons, these programs become possible.

POINTS SYSTEM (ALL DIVISIONS)
Points are awarded in each division based on the juniors’ score in each play day or tournament. The top ten finishers will be the ten lowest scores in each division.
1st 100 points 6th 30 points

2nd 75 points 7th 25 points

3rd 60 points 8th 20 points

4th 50 points 9th 15 points

5th 40 points 10th 10 points

THE AWARDS BANQUET
All juniors are invited to the annual Awards Banquet. The trophies from the division championships will be awarded at this time. Also, we will have awards for division All-stars, Team Savannah, and male and female Players of the Year. Family members are welcome to attend for a nominal charge. The date will be furnished at a later time.

GIRLS DIVISION
ELIGIBILITY: Girls, ages 8 to 18

(must be 8 and will not turn 19 before 7/25/06)


LIMIT: 40 Juniors
BEGINNERS: This division is designed to introduce juniors who have never played before to the game of golf. We introduce basic swing techniques, etiquette and rules. This division is also for juniors who have had some instruction and played but do not have a stroke average of 70 or less for 9 holes (counting all strokes). The play days consists of 5 holes on a shortened course and instruction following play.
ADVANCED: This division is designed for juniors who have received instruction and have played. These juniors must be able to shoot 70 or less for 9 holes (counting all strokes). The play days consist of 9 holes of play from the forward tees.

Parents/Adults are strongly encouraged to volunteer at least once during the summer to assist with scoring and pace of play.

NOVICE BOYS DIVISION
ELIGIBLITY: Boys, ages 8 to 11

( must be 8 and will not turn 12 before 7/25/06 )


LIMIT: 50 Juniors
BEGINNERS: This division is designed to introduce juniors who have never played before to the game of golf or who are not quite ready to play 9 holes. These juniors will be given basic instruction on swing technique, etiquette, and rules. The play days for beginners will be 5 holes on a shortened course.
ADVANCED: This division is for those juniors who have some experience with the game of golf but are not quite ready for the Intermediate Division. The play days for advanced novice will consist of 9 holes on a shortened course. Advanced Novices must have played in our program previously or have a letter of recommendation from a golf club official.

INTERMEDIATE BOYS DIVISION
ELIGIBILITY: Boys, ages 10 to 18

( must be 10 and not turn 18 before 7/24/06 )


LIMIT: 80 Juniors
BEGINNERS: This division is designed to introduce juniors to the game of golf by teaching basic swing techniques, etiquette and rules. This division is also designed for juniors who have had some instruction and played and would like to improve their skills without intense individual competition. The play dates will consist on 9 holes of play on a regulation course.
ADVANCED: This division is designed for juniors preparing for competitive tournament play. Juniors must be able to shoot 125 or better for 18 holes (counting all strokes) and maintain pace of play. The play dates will consist of 18 holes of play on a regulation course.

Juniors will have a specified time period to sign in each play day. No tee times for this division.


Both divisions will be divided into age groups: (10-12, 13-14, 15 up). The 10-12 age group will play the red or forward tees, the other groups will play the white or intermediate tees.
Parents/Guardians are not required to volunteer. If you can volunteer, please do so. Volunteers are needed to assist with pace of play and supervision. We would like to have one adult with every two to three groups. The volunteer registration can be found on the application form.

AWARDS
SJGA ALL-STARS

SJGA All-Stars will consist of the top players in each division, based on points earned:

Girls beginner and advanced; Novice Boys beginner and advanced; Intermediate Boys beginner 10-12; Intermediate Boys beginner 13-14; Intermediate Boys beginner 15 up; Intermediate Boys advanced 10-12; Intermediate Boys advanced 13-14; Intermediate Boys advanced 15 up; Tournament Series Girls 14 and under; Tournament Series Girls 15 –18; Tournament Series Boys 10-12; Tournament Series Boys 13-14; Tournament Series Boys 15-16; Tournament Series Boys 17-18.
TEAM SAVANNAH

TEAM SAVANNAH will consist of the top six boys and two girls in the 18 hole Tournament Series with the highest point total throughout the summer. The players will be chosen as follows; the top boy in the 10-12 age group, the top two boys in the 13-14 age group, the top two boys in the 15-16 age group, the top boy in the 17-18 age group, the top girl in the 10-14 age group, and the top girl in the 15-18 age group. TEAM SAVANNAH will compete in the Georgia Cup Matches against Atlanta Junior Golf Association, Augusta Area Junior Golf Association, and Columbus Junior Golf Association.


PLAYERS OF THE YEAR

Girls:

All girls competing in the Tournament Series 15-18 age division will be eligible for Player of the Year. The girl with the most points in the overall weekly results will be declared the Player of the Year.


Boys:

All boys competing in the Tournament Series 15-16 and 17-18 age divisions will be eligible for Player of the Year. The boy with the most points in the overall weekly results will be declared the Player of the Year. In case of a tie, place of finish in the Matt Warren Memorial Tournament will determine the winner.


THE “MATT WARREN MEMORIAL TROPHY”

The SJGA Tournament Series Championship will be a two-day event. Players will compete for the “Matt Warren Memorial Trophy”, named in the honor of Matt Warren, long time golf professional at the Savannah Golf Club and activist in Junior Golf in Savannah. The overall winners in the boys (15-16 and 17-18) divisions and girls 15-18 division will have their names added to the Trophy. To be eligible to compete in this event, juniors must have sent in the application by July 1, 2006.

THE TOURNAMENT SERIES
SJGA is proud to present THE TOURNAMENT SERIES. This series will provide our juniors the chance to play competitive golf on some of our area’s finest courses.

Please complete the Application Form and Tournament Entry Form. Participants can sign-up for an event by placing his or her initials next to all of the tournaments he or she wishes to enter.

Our Championship will be the MATT WARREN MEMORIAL JUNIOR CHAMPIONSHIP, named in honor of Matt Warren, Head Professional at the Savannah Golf Club for over 25 years. Matt was instrumental in introducing many local juniors to the game and is remembered fondly by Savannah’s golfers. The winners of the Matt Warren will have their names added to the trophy which is on display at the Savannah Golf Club.

ELIGIBILITY AND FEES

Juniors must turn 10 and not 19 before July 24th, 2006.

Juniors must be able to shoot 100 or less for 18 holes.

Fee $125.00

(Fee includes: green fees, 2006 SJGA bag tag, 2006 rule book, ball markers, repair tool, golf cap, cap clip, lunch at the Matt Warren Championship, Awards Banquet Dinner)

Boys will compete within their appropriate age divisions (10-12, 13-14, 15-16, 17-18). Girls will also compete within their appropriate age divisions (10-14 and 15-18).

Trophies will be awarded for the Matt Warren Championship and the Mid-Season Championship.


All series players will be eligible for the Matt Warren providing that their application was received before July 1, 2006.
Juniors who do not complete their round or do not turn in a score card may be subject to being dropped a division or suspended from the program.

ASSOCIATION RULES
CADDIES AND CARTS: Caddies and motorized carts are prohibited. Players may use pull carts, unless prohibited by the course they are scheduled to play.
CELL PHONES AND PAGERS: All cell phones and pagers must be turned off during play. Players will be given a verbal warning on the first offense. The second warning will result in a two stroke penalty. A third warning will result in disqualification.
CODE OF CONDUCT: Players are expected to conduct themselves as ladies and gentlemen by a show of sportsmanship, fair competition, and an attitude of courtesy and respect for fellow players. Abusive language, club throwing, disrespect towards volunteers and supervisors, smoking, chewing tobacco, drugs, alcohol, vandalism or any other conduct unbecoming a SJGA member will not be tolerated. Damaging the golf course, failure to replace divots, repair ball marks and rake bunkers, and littering will be considered inappropriate behavior and will not be tolerated. Violations to the Code of Conduct are subject to the following: A two shot penalty, disqualification, or suspension for a period of time deemed by the tournament committee (SJGA Executive Director and Division Supervisors). All violations will be reviewed by the tournament committee.
COMPETITION: All play will be governed by the 2006 USGA rules of golf and its decisions, and where applicable, by local rules, conditions and definitions, subject to changes or amendments by the SJGA tournament committee.
DRESS CODE: Proper attire is required at all SJGA events. The dress code prohibits short shorts, tank tops, t-shirts, denim shorts and jeans, cut-offs and gym shorts. Collared shirts must be worn and tucked in (girls may wear shirts without collars if the shirt is part of a coordinated outfit). Non-metal spikes are mandatory at all SJGA events. If a player is not properly dressed, he/she will not be allowed on the golf course.
DRIVING RANGE: Some golf clubs are closed on our play days, so a driving range may not be available.
EQUIPMENT: Equipment is not provided by the SJGA, each junior is responsible for their own clubs and bag.
INCLEMENT WEATHER: The SJGA plays rain or shine unless otherwise notified by the golf club. During an event, if you see lightning or an air horn sounds, leave the golf course at once and head for shelter.
MEMBERSHIP: Any junior meeting the age and ability requirements for the specified division.
PICK-UP TIMES: Please discuss with your supervisor what time your child should be picked-up from the golf course. Many of the courses are closed on our play days, which places a burden on the supervisor when a parent is late. We understand that emergencies occur occasionally.
PLAYER REVIEW: Players performance will be reviewed regularly to make sure they meet the guidelines for the division in which they are playing. Inability to meet minimum playing guidelines could dictate a change to another level.
REFRESHMENTS: Refreshments may not always be available. Players are advised to plan ahead and bring a snack and a water bottle.
REFUND POLICY: Prior to June 1, 20056 $50.00 will be refunded. After June 1st there will be no refunds.
REGISTRATION: All players in Girls, Novice and Intermediate Boys divisions must sign-in within 15 minutes of their show-up time. All players in the Tournament Series must check in 15 minutes prior to their scheduled tee time.
SPECTATORS: ALL DIVISIONS – spectators may view play from the 1st and 10th tees and the 9th and 18th greens only. Tournament Series(Mid-Season Championship and Matt Warren Championship) – spectators may be on the course with the following restrictions. 1) Spectators shall remain in the general area of the cart paths and when cart paths are not present, spectators shall remain in the rough area. 2) There shall not be any communication between players and spectators. Players will be given a verbal warning. A second warning will result in a two stroke penalty. A third warning will result in disqualification.
TIES: In any ties for points, positions will be added together and the points will be split evenly. All ties for spots where awards are involved will be broken with Appendix 1 of the 2006 rules of golf.
ADDITIONAL RULES FOR THE TOURNAMENT SERIES:
EXCUSED ABSENCE: All players who notify SJGA prior to 7:00 A.M. the day of the scheduled event will be excuse and will not incur a penalty.
NO SHOWS (DNS) AND NO CARDS (NC): DNS refers to those players who fail to appear for their assigned starting time without notifying the SJGA. NC refers to those players who fail to return their score cards without reasonable cause to the scoring committee. In the event of either offense, 50 points will be deducted from the player’s point total and the player will receive a verbal warning. On the second offense, the player will have another 50 points deducted and will have to sit out their next scheduled event. On the third offense, the player will be withdrawn from the program.
PACE OF PLAY: Slow play is the most abused and least tolerated rules infraction. Slow play has and will continue to be penalized. Move quickly between shots and be ready to play when it is your turn. The first group is allowed 14 minutes to play each hole and is out of position if in excess of that time. A group that is out of position will be warned and if the delay continues, each player will be timed and given 40 seconds to play a shot. Timing of the player will begin when it is his/her turn to play. If the player exceeds the time limit, he/she will be given a warning. Rule 6-7 will go into effect for a repeated offense.
SCORING: To avoid being disqualified, become familiar with rule 6-6 (a&b) of the 2006 USGA rules of golf.
STARTING TIMES: Rule 6-3a of the 2006 rules of golf states: “The player shall start at the time laid down by the committee.” The penalty for breach of this rule is disqualification. However, it is a condition of the competition that, if the player arrives at his starting point, ready to play, within five minutes after his starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provided in rule 33-7, the penalty is two strokes on the first hole in stroke play.
ALL PLAYERS WHO COMPLETE THEIR ROUND WILL RECEIVE 25 POINTS.
