Welcome to the Colorado Centers for Independent Living! 2

We are the network of certified CIL’s that are charged by the State of Colorado to make Independent Living services available to significantly disabled citizens throughout the state. Every CIL is uniquely shaped by its local community and the individuals it serves. As articulated in the Rehabilitation Act: 2

The purpose of Centers for Independent Living is to promote a philosophy of independent living, consumer control, peer support, self-help, self-determination, equal access, and individual and system advocacy, in order to maximize the leadership, empowerment, independence, and productivity of individuals with disabilities, and their integration and full inclusion into the mainstream of American society…. 2

With the honor of carrying out this commitment, comes responsibility. We have a responsibility to be good stewards of our financial resources, true to the IL philosophy while meeting federally-defined standards and indicators governing Centers for Independent Living. 2

This Handbook is designed to help CILs across Colorado understand what data to collect and how it is used. As a network, we endeavor to tell the story of our challenges and successes in a consistent and systematic manner that demonstrate accountability to people with disabilities, funders, legislators, donors, and our communities. For each CIL, this same information is a valuable tool enabling self-reflection and program evaluation. 2

To assist you in capturing, describing and reporting the important work your CIL does, refer to this Handbook for definitions of individual and community services, useful links and definitions, and the model that attempts to capture our service delivery and break it into understandable steps. 2
