National Streetcar and Urban Circulator Questionnaire

Dear Project Sponsor:


My name is Jonathan Weidman with the Metropolitan Atlanta Rapid Transit Authority (MARTA) in Atlanta, GA, and I am writing to you on behalf of the Streetcar Subcommittee of the American Public Transportation Association (APTA). I invite you to participate in a study of the policy and institutional organization of streetcar and urban circulator projects. This research will inform practice, provide peer exchange of information and inform potential future policy changes. This is a chance to share your unique perspective, help reinforce a community of experts, and insert your local project into a dialogue with national policymakers.
Findings will be compiled, published, and distributed as widely as possible, including a presentation at the 12th National Light Rail Conference in Salt Lake City. Concurrently, APTA is developing a central knowledge source for streetcars and urban circulators on its website, where all research findings will be available to participants, the public, and FTA. As a FTA Urban Circulator grantee, your input would be highly relevant.
Much focus has been placed on the technical hurdles inherent in adapting new transit technologies, yet there has been little research about the project governance decisions and policies that drive streetcar and urban circulator projects. In many cases, the involvement of “non-traditional” project sponsors – such as city governments, business improvement districts, non-profit and civic organizations – has led to new arrangements for funding, implementation, governance, and operations. The final product of this research is intended to serve as a reference for decision-makers and aims to connect the technical aspects of streetcar development with the often unique institutional structures utilized in decision-making, implementation, and daily operations.
We request that you complete the attached questionnaire on behalf of your organization, with a focus on your respective streetcar project, and return it, in copy, to the address below. To complete: open the attached document, edit, save, and return your response by email. Please allow at least 30 minutes, though the level of detail is entirely dependent on your availability and willingness to share. At the end of the questionnaire, we also ask that you provide the names and contact information for any other parties/partners that have been involved. Following submission of the questionnaire we may follow-up by phone for clarifications or more detailed questions, as appropriate.
