Scope and Content Notes

This collection, donated by Admiral Heineman's widow in 1980, is an excellent addition to the records on Atlantic convoy operations currently held by this Center, which include action reports, war diaries, and especially the files of the 10th Fleet and Convoy and Routing Section of COMINCH. Further information also may be found in the numerous books written on the Battle of the Atlantic.


The papers of Rear Admiral Paul R. Heineman concern convoy escort and anti-submarine warfare in the Atlantic during World War II. Admiral (then Commander) Heineman was serving in the Bureau of Engineering, the Bureau of Ships, and as Commander of USS MOFFETT in 1940 and 1941. In November 1941 he took command of Destroyer Division 13 from Commander D. L. Ryan, who had previously succeeded Commander R. E. Webb. In March 1942, Heineman was detached from DesDiv 13, which subsequently ceased to function as an administrative unit, and joined Task Force 24 (the Support Force, Atlantic Fleet). After one convoy as CTU 24.1.1 in USS BENSON, Captain Heineman became Commander Task Unit 24.1.3. His flagship as escort force commander of many future Atlantic convoys was the Coast Guard Cutter SPENCER.
In March 1943, Captain Heineman was assigned to the staff of the Commander in Chief, Atlantic Fleet, as Anti-Submarine Warfare Officer. In July 1943 his Anti-Submarine Warfare Unit was brought under Rear Admiral Donald B. Beary, at the Operational Training Command, Atlantic Fleet, located in Norfolk, Va. He remained in this position until August 1944 when he was transferred to the Pacific. This collection comprising 6 feet covers only Admiral Heineman's Atlantic war career.
Series I consists of "Escort Logs" of convoys that Heineman commanded, and folders, arranged by convoy designation, containing reports, messages, and additional information concerning each convoy. Heineman kept folders for convoys commanded by other CTUs, which also are included in this set. The Escort Logs were kept by his communications officers, Lieutenant (jg) White and Ensign Winship. They include radio transmissions sent and received, convoy diagrams, and other minute-by-minute data concerning convoys. These logs were used to make up the "war diary" of the escort force commander.
Series II is a subject file maintained by Heineman while Commanding MOFFETT, and continued by him while serving as DesDiv 13, CTU 24.1.3, and Fleet ASW Officer. It contains memoranda, messages, reports, and studies, chiefly concerning anti-submarine warfare and fueling at sea.
Series III is a similar subject file, maintained by Commanders Webb, Ryan, and later Heineman, as successive commanders of DesDiv 13, and in the latter case, CTU 24.1.3. It includes a set of memoranda and ALNAVS, chiefly dating from the tenure of Commander Ryan in 1941, arranged by Navy Filing Number.
Biography

Paul Ralph Heineman was born on December 71 1897 in Philadelphia, Pennsylvania, the son of Otto William Heineman and Mrs. (Emma Louise Bieg) Heineman. He attended Northeast High School and Central· Manual Training School, both in Philadelphia, before his appointment to the U.S. Naval Academy at Annapolis, Maryland, from the Third Congressional District of his native state in 1916. As a Midshipman he served during World War I in the USS NEW JERSEY in the summer of 1917, and in the USS OKLAHOMA and VERMONT, in' the summer of 1918. Graduated and commissioned Ensign in June 1919, he attained the rank Captain to date from June 18, 1942. On June 30, 1949, he was transferred to the Retired List of the U.S. Navy and advanced to the grade of Rear Admiral on the basis of combat citations.


Following graduation from the Academy: in 1919, he was assigned to the USS UTAH and in August 1923 transferred to the USS WORDEN. Detached from the. latter in May 1924, he returned to the United States and reported for instruction in electrical engineering at the Post- Graduate School, Annapolis, Maryland. He completed the course at Columbia University, New York, New York, receiving his Master of Science degree from that university in June 1926. For three months thereafter he had duty under instruction at the General Electric Company, Schenectady, New York; the Fuel Oi1 Testing Plant, Navy Yard Philadelphia, Pennsy1vania, and the Exide Battery Company of Philadelphia.
Between October 1926 and October 1929, he served with Destroyer Squadron ELEVEN, Battle Fleet, and following his return to the United States reported as a Member of the Board of Inspection and Survey, Pacific Coast Section, San Francisco, California.. He remained there until August 1931, when he joined the USS PERRY as Executive Officer. Transferred to the USS ROBIN, in April 1933, he commanded her until June 1934, after which he was assigned to the USS RIGEL. Detached from the RIGEL, in June 1936, he continued sea service as- Navigator aboard the USS DETROIT, until May 1939.
He reported to the Bureau of Engineering, Navy Department, Washington, D.C. Due to the increase in size and complexity of naval vessels which necessitated such close coordination of the Bureau of Construction and Repair and the Bureau of Engineering, the functions of these Bureaus were consolidated on June 24, 1940 under the Bureau of Ships. He remained in the Bureau of Ships until April 1941, when he assumed command of the USS MOFFETT, and was aboard her when war was declared on the Axis powers on December 8; 1941. Relieved of command of the MOFFETT in January 1942, he became Commander, Destroyer Division THIRTEEN. He commanded that Division only a month, when he reported for duty with Task Force TWENTY FOUR.
In May 1943, he reported for duty as Anti-Submarine Warfare Officer on the staff of Commander in Chief, U.S. Atlantic Fleet, with additional duty commanding the Anti-Submarine Warfare Unit, Atlantic Fleet. He remained in that assignment until July 1943, when he transferred to the staff of Commander Operational Training Command, with the-same additional duty. His additional duty became his paramount duty in October 1943, with further additional duty as Coordinator, Anti-Submarine Training Activities, Fleet Operational Training Command, Atlantic Fleet.
He assumed command of the USS BILOXI in October 1944 and was involved in action against enemy Japanese forces during the Leyte, Luzon and Iwo Jima Operations. Relieved of command of the BILOXI in August 1945, he had duty until July 1948 as Chief of Staff 'and Aide to the Commander, Atlantic Reserve Fleet. His last duty, before he was transferred to the Retired List on June 30, 1949, was in the Office of the Chief of Naval Operations, Navy Department, Washington, D.C·.
Admiral Heineman died 18 November 1979.
