CONTRACTING OFFICER'S "REPRESENTATIVE (COR)"

HANDBOOK


FOREWORD

Any one individual does not possess expertise in all areas of the acquisition process. The Contracting Officer is required to request and consider the advice of the specialists who may make up the contracting officer’s team - - technical, financial, legal, safety, security, small business and others, as applicable. The Contracting Officer’s Representative (COR) is the “eyes and ears” of the Contracting Officer.

Because of downsizing and outsourcing, the COR is now playing a more important role than ever in assisting the contracting officer in monitoring contract performance - - to ensure we are receiving our monies’ worth and at a standard of quality that will fully support our warfighters.
Depending on the type, complexity and/or size of the contract to be surveilled, the COR may need to provide full-time support or to enlist other technical points of contact to assist him.
The contracting office depends on the technical community, in conjunction with its contracting officers, to ensure quality products and services will be provided.
This handbook, along with the COR course training materials, should be regularly reviewed and used to assist the COR in his oversight functions. Any questions regarding COR responsibilities should be discussed with the appointing contracting officer.
This handbook is a reissue of the U.S. Army Aberdeen Proving Ground COR Handbook dated Oct 2002 with a few minor changes and emphasis added to COR duties (new Section III). This handbook will provide a good primer for CORs as well as other non-acquisition personnel. For specific topics of interest, recommend a review of the following Table of Contents for a quick reference.
Some of the requirements indicated by this handbook (App F & G for instance) are a requirement at APG and not currently mandatory for most other Army Contracting Agency (ACA) supported activities, however these requirements are a sound method for doing business and are recommended for use, as appropriate. Recommend discussion with your appointing Contracting Officer to determine which procedures will best suit your organizations needs.
A thanks is given to the ACA APG contracting staff for the excellent research and care that went in to the development of this handbook.

Definitions

Acceptance – The act of an authorized representative of the Government acknowledging that the supplies or services are in conformity with the contract requirements.
