Directs DOT and NJT to construct rail station at Atlantic City Airport.

An Act concerning the construction of a New Jersey Transit Corporation rail station at the Atlantic City Airport and supplementing Title 27 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Department of Transportation and the New Jersey Transit Corporation, in consultation with the South Jersey Transportation Authority, shall construct a rail station at the Atlantic City Airport, for the purpose of connecting the existing rail service provided by the New Jersey Transit Corporation with the Atlantic City Airport.

b. The Commissioner of Transportation shall provide to the Senate Transportation Committee, the Assembly Transportation and Independent Authorities Committee, the Senate Legislative Oversight Committee, and the Assembly Regulatory Oversight Committee, or their successor committees: (1) a schedule for the completion of the rail station; and (2) periodic reports on the status of the completion of the rail station, including but not limited, to the construction status, additional work required, time schedules to complete the project, the amounts and sources of funds appropriated to date, the estimated additional amounts and sources of funds needed to complete the project, and any modification to the original scope of the project.

c. The Commissioner of Transportation shall provide the first report on the 90th day after the effective date of this act and shall provide the subsequent reports every six months thereafter, until the project is completed.

2. a. The Commissioner of Transportation shall annually include, within the list of proposed projects submitted to the Legislature pursuant to section 22 of P.L.1984, c.73 (C.27:1B-22), funding necessary for the construction and completion of a rail station and associated components at the Atlantic City Airport, as required pursuant to section 1 of P.L. , c. (C. ) (pending before the Legislature as this bill), until the project is completed.

b. The Legislature shall annually appropriate from the revenues and other funds of the New Jersey Transportation Trust Fund Authority sums necessary to effectuate the construction and completion of a rail station and associated components at the Atlantic City Airport pursuant to section 1 of P.L. , c. (C. ) (pending before the Legislature as this bill). The Commissioner of Transportation may accept funds from the South Jersey Transportation Authority for the construction and completion of the rail station.
3. This act shall take effect immediately.

STATEMENT


This bill directs the Department of Transportation and the New Jersey Transit Corporation (New Jersey Transit), in consultation with the South Jersey Transportation Authority (SJTA), to construct a rail station at the Atlantic City Airport, for the purpose of connecting the existing rail service provided by the New Jersey Transit with the Atlantic City Airport.

The bill requires the Commissioner of Transportation (commissioner) to provide to the Senate Transportation Committee, the Assembly Transportation and Independent Authorities Committee, the Senate Legislative Oversight Committee, and the Assembly Regulatory Oversight Committee, or their successor committees: (1) a schedule for the completion of the rail station; and (2) periodic reports on the status of the completion of the rail station, including but not limited to, the construction status, additional work required, time schedules to complete the project, the amounts and sources of funds appropriated to date, the estimated additional amounts and sources of funds needed to complete the project, and any modification to the original scope of the project. The commissioner is to provide the first report on the 90th day after the effective date of the bill and provide the subsequent reports every six months thereafter, until the project is completed.



The bill directs the commissioner to include within the Annual Transportation Capital Program, annual funding for the construction and completion the rail station, until the project is completed. Under the bill, the Legislature is to annually appropriate from the revenues and other funds of the New Jersey Transportation Trust Fund Authority sums necessary to effectuate the construction and completion of the rail station. The commissioner may accept funds from the SJTA for the construction and completion of the rail station.
