SYNOPSIS

Increases number of PANYNJ commissioners to 14; requires one commissioner from each state be appointed upon recommendation of American Automobile Association.

An Act concerning the membership of the Port Authority of New York and New Jersey board of commissioners and amending R.S.32:1-5, R.S.32:1-17, and R.S.32:2-2.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. R.S.32:1-5 is amended to read as follows:

ARTICLE IV.

The port authority shall consist of [twelve] 14 commissioners--[six] seven resident voters from the state of New York, at least four of whom shall be resident voters of the city of New York and at least one of whom shall be appointed upon recommendation of the American Automobile Association of New York, and [six] seven resident voters from the state of New Jersey, at [lest [least]] least four of whom shall be resident voters within the New Jersey portion of the district and at least one of whom shall be appointed upon recommendation of the American Automobile Association Clubs of New Jersey, the New York members to be chosen by the state of New York and the New Jersey members by the state of New Jersey in the manner and for the terms fixed and determined from time to time by the legislature of each state respectively, except as herein provided.

Each commissioner may be removed or suspended from office as provided by the law of the state from which [he] the commissioner shall be appointed.

2. R.S.32:1-17 is amended to read as follows:

ARTICLE XVI.

Unless and until otherwise determined by the action of the legislatures of the two states, no action of the port authority shall be binding unless taken at a meeting at which at least [three] four of the members from each state are present, and unless a majority of the members from each state present at such meeting but in any event at least [three] four of the members from each state shall vote in favor thereof. Each state reserves the right to provide by law for the exercise of a veto power by the governor thereof over any action of any commissioner appointed therefrom.

3. R.S.32:2-2 is amended to read as follows:

There shall be [six] seven commissioners of the port authority from this state, as provided by Article IV of the compact of April 30, 1921 between the states of New York and New Jersey, as amended.

4. This act shall take effect upon the enactment into law by the State of New York of legislation having an identical effect as this act but, if the State of New York has already enacted such legislation, this act shall take effect immediately.

STATEMENT


This bill increases the number of Port Authority of New York and New Jersey commissioners from 12 to 14. Under the bill, one additional commissioner will be appointed from each state upon recommendation of the American Automobile Association clubs of each respective state. The bill also changes the requirement for a quorum from three commissioners from each state to four commissioners from each state.
