98-R-2162 ( 1) A Resolution by Councilmember Jim Maddox authorizing the Mayor to enter into an agreement with the Atlanta/Fulton County Recreation Authority for the purpose of developing a golf course and facilities at John H. White Park; and for other purposes.

REFERRED TO COMMUNITY DEVELOPMENT/HUMAN RESOURCES COMMITTEE WITHOUT OBJECTION

98-R-2167 ( 2) A Resolution by Councilmember Debi Starnes authorizing the Mayor to enter into housing assistance payment contract agreements for implementation of the U.S. Department of Housing and Urban Development (HUD) sponsored Section 8 moderate rehabilitation program, and for other purposes.

98-R-2175 ( 3) A Resolution by Councilmembers Sherry Dorsey, Cleta Winslow, and Michael Bond to authorize the Mayor to accept, on behalf of the City of Atlanta, seven keep our neighborhood clean signs for the following areas Capital Homes, Edgewood, Cabbagetown, Reynoldstown, East Lake, Kirkwood, and for other purposes.

98-R-2176 ( 4) A Resolution by Councilmembers Sherry Dorsey, Cleta Winslow, and Michael Bond to authorize the Mayor to accept, on behalf of the City of Atlanta, four neighborhood identification signs, for the East Lake Community and direct the appropriate city agency to install said signs on city property in those five communities; and for other purposes.

Public Hearings/Meetings/Worksessions
Zoning Committee Chairperson Alexander announced that the next meeting of the Zoning Committee would be held on Friday, December 4, 1998 at 2:00 p.m.; to accommodate a CDP public hearing scheduled for Tuesday, December 1, 1998, and a Zoning Review Board meeting scheduled for Wednesday, December 2, 1998. Mr. Alexander noted that members of the Committee should anticipate a long meeting because there is a lot of legislation to consider. He further noted that the “Holy Spirit” issue would be addressed on December 4, 1998, the final Zoning Committee meeting for the year 1998.
Community Development/Human Resources Committee Vice-Chairperson Thomas announced that the 4th quarter CDP Amendment Public Hearing would be held on December 1, 1998, at 6:00p.m. in the Council Chambers. All members of the public were encouraged to attend.
Acting Council President Pro-Tem Jim Maddox announced that a Special – Called Meeting of the Council would be held on November 18, 1998 at 4:00 p.m., to address 98-O-2130.
Renaming of Ashley Place
Councilmember Bond announced that 98-O-2005, which changes the name of Ashley Place to T.P. Buruss had been Adopted as a part of the Consent Agenda and that as a result, a formal ceremony would be held to celebrate the renaming.

GENERAL REMARKS
Job Well Done to Acting Council President Jim Maddox
Councilmember Bond recognized Acting Council President Pro-Tem Jim Maddox for doing an excellent job in presiding over the day’s Meeting in the absence of Council President Pitts.

Sewer Department Does Outstanding Job Repair in District #3
Councilmember Bond complemented the City of Atlanta Sewer Department for their quick response in repairing and securing an open storm drain at the YMCA in his district.

Sanitation Department Thanked for Quick Response
Councilmember Bond thanked the Sanitation Department for their quick response in cleaning out massive waste and other materials that someone had been illegally dumping behind Wilson’s Printing. Mr. Bond noted that the owner of the afore-mentioned printing company has gotten the license plate of the person doing the illegal dumping and has forwarded such information to the police department who in turn, has gotten on the job of putting the matter to a stop and bringing the offender to justice. He further thanked Major Robinson of the Atlanta Police Department, who was in the hospital during the time the above matter was reported, but was nonetheless assisted in the investigation.

Tire Amnesty Day Success
Councilmember Winslow thanked the City’s Keep Atlanta Beautiful Committee for their efforts in making sure that the Tire Amnesty Day Program at City Hall East on November 14, 1998, was a success. Ms. Winslow announced that because of the project, she and others assisting in the effort were able to collect approximately 350 tires from various vacant lots.

There being no further business to discuss, a Motion to Adjourn the November 16, 1998 Regular Meeting of the City Council was Made, properly Seconded and CARRIED by voice vote. Acting Council President Pro-Tem Maddox Adjourned the Meeting at 5:47 p.m.
