Call for expressions of interest for a study on the artistic, economic and social impact of 6 ACP Festivals on the ACP Cultural Industries


  1. Context of the study

The protection and promotion of cultural diversity and intercultural dialogue are essential objectives of the ACP-EU cultural cooperation policy. The main tool of the ACP-EU support to the creative industries is the ACPCultures+ Programme, managed by the ACP Group of States and funded by the European Union, launched in 2012 under the 10th EDF. The program has launched 2 calls for proposals (in 2012 and 2013), which are currently closed. One of the objectives of the ACPCultures+ Programme is to promote the circulation and promotion of the cultural works as well as their access to national, regional, and international markets, which are essential conditions to promote the cultural diversity but also the social and economic sustainable development of the cultural industries in ACP countries. Among these vectors, cultural festivals (multidisciplinary) are among the most prominent. The ACPCultures+ Programme is funding four of them (Africafête itinérant, Iles Courts-Festival International du court Métrage de Maurice, International Images Film Festival for Women, Festival de Bubaque). Furthermore, there exists a plurality of festivals across the whole ACP area. In the framework of the analysis of the results achieved by different types of cultural projects, the ACP Group of States and the European Union wish to obtain data and an analysis of the contribution of the ACP festivals to the creative industries.


  1. Objective of the study

The study aims to conduct an analysis of the artistic, economic and social benefits of a few ACP festivals in order to measure (based on specific criteria), the effects observed on a) the circulation and commercialisation of ACP works, b) the promotion of cultural diversity, and c) the social and economic local development. The study will also analyse the role and impact of these ACP festivals on showcasing ACP works and artists as a stepping stone for young artists. The joint presence of a market and its impact on operators and their works of art will be specifically considered.



  1. Brief description of the study

Six festivals will be examined in the context of this study: two ACPCultures+ Programme beneficiaries (Iles Courts-Festival International du court Métrage, Festival Africa Fête) and four festivals of a larger scale, representative of a variety of sectors and ACP regions (MASA, Durban International Film Festival, Trinidad et Tobago Film Festival, Festival of Pacific Arts). The study will seek to establish points of comparison between the beneficiary festivals (modest-sized) and the other festivals (large-scaled). This study will have to establish the link between these cultural events and the economic, professional and artistic impacts on the organisation of the festival, the artists and participating operators, and the relevant providers involved or consulted in the context of such events. The study will have to focus on the evolution of the collected data by comparing the three most recent editions of the concerned festivals (including the 2016 edition, except for the Festival of Pacific Arts). The collected data will serve the analysis carried out by the leading expert.


  1. Intended progress of the evaluation

The study will be entrusted to a leading expert who will be responsible for coordinating the data collection and carrying out the analysis. The leading expert will perform the role of team leader in the context of this study and will have to conduct two field missions.

Four experts, based in the countries (Mauritius, Senegal, South Africa) and region (Pacific) where the four identified festivals will take place, are being looked for in order to collect data on the three most recent editions of the following festivals:

- Festival Africa Fête (Senegal)

- Iles Courts-Festival International du court Métrage (Mauritius)

- Durban International Film Festival (South Africa)

- Festival of Pacific Arts (itinerant festival held every four years; the 2012 edition was held in the Solomon Islands1)


Pre-selected experts, on the basis of their CV, will have to deliver a brief methodological proposal within a period of eight days, in order to proceed to the final selection of the experts.

Selected experts (one per country or region) will have to meet with the organisers and stakeholders involved in the identified festivals. The information gathering will take place outside the festival periods for the following: Iles Courts-Festival International du court Métrage (Mauritius), Festival Africa Fête (Senegal), and Festival of Pacific Arts (Solomon Islands). The collection of information will take place during the 2016 edition of the Durban International Film Festival (South Africa, July 2016). Each expert will have five days to carry out the mission, including three days on the festival site.




  1. Expertise required

The following skills are requested:

  • A university degree (Master or equivalent) in social sciences,

  • At least three years of professional experience in the field of cultural cooperation and ACP cultural industries,

  • An expertise in the field of dissemination of ACP works, and particularly ACP festivals (and even more specifically, festivals dedicated to performing arts or cinema, according to the targeted festival/country)

  • An expertise in impact assessment is an asset,

  • A good knowledge of the local and regional cultural and economic environment,

  • The ability to work in the local language as well as in English and/or French.

  • Being familiar with the necessary IT tools (especially Word, Excel, and Internet)



6- Proposed schedule for the evaluation

  • February 25, 2016: deadline for responding to the Call for Expressions of Interest

  • February 27, 2016: transmission by ECO of Terms of Reference to the shortlisted consultants, on the basis of their CV

  • March 05, 2016: deadline for submission of a brief methodological proposal by the consultants

  • March 06-22, 2016: selection of offers and contracts

  • March 23 to May 8, 2016: execution of the missions in Mauritius, Senegal and the Solomon Islands and transmission of the collected data to the expert leader

  • July 1st to July 30, 2016: completion of the mission in South Africa and transmission of the collected data to the expert leader.

This call for expressions of interest is meant to identify experts based in the following countries: South Africa, Mauritius, Senegal, and a Pacific island. Following this call for expression of interest, a preselection will be made on the basis of the CVs, and the terms of reference will be submitted to the pre-selected consultants. It is requested to attach an updated CV in which you highlight the specific elements that you consider useful in assessing your expression of interest in the context of this study.



1 The next edition will be in Guam, but this territory is not part of the ACP Group of States. The previous editions of this festival will be considered as a priority, and specifically the one that took place in the Solomon Islands (2012).
