The Airport Authority will review and approve the GACRAA monthly meeting Highlights of

November 21, 2002.


Recommendation: Motion to approve the meeting Highlights of November 21, 2002, and authorize the Chair and Secretary/Treasurer to execute the document on behalf of the Airport Authority.

  1. Therapeutic Massage Concession

RFP 02-007 for a Therapeutic Massage Concession was advertised on October 20, 2002. On October 25, 2002, a pre-proposal conference was held at the airport and one interested party attended. The bid closed on November 13, 2002; one non-responsive bid was received from Massage Health Center. The bidder requested additional time to assemble a proposal, and with the concurrence of the Airport’s attorney, additional time was granted to Massage Health Center.

Recommendation: Motion to direct the Director of Aviation to negotiate and execute a concession agreement with Massage Health Center, subject to the approval of the Attorney for the Airport as to form and legality.

Two new members have been recently appointed to the Gainesville - Alachua County Regional Airport Authority. An attorney for the Airport will provide an overview of the Sunshine Law relative to GACRAA meetings.


Recommendation: Listen to presentation and ask questions as appropriate.

  1. Master Plan Update Status Report

A Master Plan kick-off meeting was conducted at the Airport on December 9, 2002 by Reynolds, Smith and Hills, the Airport’s planning consultant. Two committees, Policy Advisory Committee (PAC) and Technical Advisory Committee (TAC), are being formed to provide input to the master plan process.
The Policy Advisory Committee will consist of area political and government agency leaders, including representation from UF. The Technical Advisory Committee will represent airport tenants and federal, state and local transportation agencies.
GACRAA Chairman, Patrick Bainter, will represent the Authority on both committees. GACRAA Vice-chairman, Dr. Jon Morris, will serve as alternate on both committees.
Recommendation: Listen to the report and give any applicable comment.

  1. Legislative Update by Winston & Strawn

In April 2002, GACRAA hired the Washington, D.C. lobbyist firm Winston & Strawn to represent the Gainesville Regional Airport and help it pursue federal and federal funding. Mr. John A. Waits of Winston & Strawn will provide an update on his firm’s activities to date and receive comments on the Gainesville Regional Airport legislative agenda.

Recommendation: Listen to the presentation and approve the legislative agenda for the Gainesville - Alachua County Regional Airport Authority.

  1. General Aviation Committee Report

The General Aviation (GA) Committee met on December 5, 2002. A pre-proposal meeting for Request for Proposals # 03-001, General Aviation Fixed Base Operation Services, was held in conjunction with the GA Committee meeting. Chair Morris will brief the Authority on the committee meeting.
Recommendation: Listen to the presentation and give any applicable comment.

  1. GO* NY Nonstop! Campaign Update

The GO* NY Nonstop! Campaign is currently underway in the Gainesville/Ocala markets. A media campaign was initiated on December 2, 2002. Presentations to solicit pledges were made to the Gainesville City Commission and Alachua County Commission on December 9 and 10 respectively.
Recommendation: Listen to the campaign chairman’s report and give any applicable comment.

  1. Schedule of Minimum Insurance Requirements

GACRAA adopted revised Minimum Standards on October 17, 2002. The revised Minimum Standards included the following three new types of aeronautical specialty operations: Fixed Fuel Dispenser Operator, Builder Center, and Self Fueling Operator. The Schedule of Minimum Insurance Requirements has been revised to include the insurance minimum recommended by the Airport’s insurance consultant for these three aforementioned operations. Minimum insurance requirements for the Hangar Operation have been revised as follows:

Recommendation: Motion to adopt the revised Schedule of Minimum Insurance Requirements as presented and to include this Schedule as Appendix C in the Minimum Standards approved on October 17, 2002.


PROJECT SUMMARY

  • Port-A-Ports


The Authority now owns one Port-A-Port; the eight units formerly located west of Gulf Atlantic have been moved. Punch-list completion and acceptance of work by the individual Port-A-Port owners is underway. Power to the new pads is being installed.


  • FBO Request for Proposal (RFP)


A memorandum of agreement has been worked out to place the Flightline management contract on sixty days notice when appropriate. An RFP has been sent out; a mandatory pre-proposal meeting was held on December 5. Proposals are due January 31.


  • Gulf Atlantic Facilities

Gulf Atlantic has several month-to-month leases in place. The GA Committee will make a recommendation regarding an RFP for these facilities after the FBO solicitation is complete.

  • Fencing/Access Control Project


Fencing is complete; the contractor will replace key pads on all gates and doors with upgraded equipment at their expense. New access cards will be issued as well.

  • GA Ramp Rehabilitation Project


The project is complete. Administrative closeout will continue as soon as the contractor produces project reconciliation information to submit to the FAA.

  • Airfield Lighting Project


REILs have been installed. FAA acceptance of RVR equipment is pending. New lightning retardant cable has been installed. Administrative closeout is underway.


  • Access Road Projects

Funding for a new access road from Waldo Road to the airline terminal, an upgrade to the existing access road to the airline terminal, and an extension of the Airport Industrial Park road will be requested as a demonstration project in the upcoming 2004 USDOT reauthorization legislation. The North Central Florida MTPO endorsed the projects as part of their plan on August 8, 2002. These three projects were identified in the 1987 Master Plan.


  • Runway 10-28 Rehabilitation

Geotechnical survey, topographical survey, aerial photography, and alternative rehabilitation analysis is underway.


  • Discussion with County to Acquire Fairground Property
    Airport staff presented information to the County Commission on December 10 concerning air service development, the airport master plan update, planned development and the notion of trading property with the County that the airport could acquire the existing fairground property. Members of the Commission encouraged discussion and directed County staff to participate in master plan discussions that include such consideration.



  • Airport Master Plan Update

Master Plan study is underway. Mr. Bainter will serve as GACRAA Board representative and Dr. Morris will serve as alternate GACRAA Board representative.


  • Environment Assessment of Runway 6-24

A Task Order for Reynolds, Smith & Hills to produce on Environment Assessment for Runway 6-24 has been approved.


  • PFC Application

The FAA has approved Gainesville Regional Airport’s Passenger Facility Charge (PFC) application. Airlines have been notified, and collection will begin January 1, 2003 at $4.50 per passenger.


RS&H has been asked to develop a scope of work for a Task Order to perform renovation design. RS&H representatives met with Airport staff and toured the facility in early December.


  • TSA Baggage Screening

TSA baggage screeners have taken over baggage screening responsibilities and the security checkpoint has been moved to its new location.


  • Skeet Range

The lease expires December 31, 2002. Staff has coordinated with the Airports District Office (ADO) to incorporate any special FAA requirements. The GACRAA Board approved a new lease in its November meeting.


  • Therapeutic Massage Concession

RFP 02-007 for a Therapeutic Massage Concession was advertised on October 20, 2002. On October 25, 2002, a pre-proposal conference was held at the airport and one interested party attended. The bid closed on November 13, 2002; one non-responsive bid was received. The bidder failed to include any proposal for remuneration to the airport. An extension of time was granted and the bidder submitted a proposal on 12/6/02. The bidder’s request for an extension was discussed with and approved by Patricia Davenport of Allen Dell, P.A.


  • Gum Root Swamp Land Purchase
    The State of Florida has forgiven repayment of funds used to purchase land east of the airport. Funds put into a sink fund to repay this debt will be held in the Capital Improvement account and will be available for projects in the Capital Improvement Program.

NOTE: If any person decides to appeal any decision made by the Airport Authority, with respect to any matters considered at a public meeting, they will need a record of the proceedings and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

The GACRAA invites and encourages participation by petitioners and members of the public. This may be done by appearing at GACRAA meetings and meetings of GACRAA Committees.
REQUEST TO ADDRESS GACRAA

(being placed on the printed agenda for monthly meeting)
1. Call the Director of Aviation’s Office no later than 4:00 PM ten (10) days preceding the monthly meeting.
2. Provide the following information to the office:
a. name, address, and occupation;
b. persons, group, or interest represented;
c. general subject of request; and
d. action sought by GACRAA
3. Routinely the monthly meetings begin at 5:00 PM; locations vary.
4. At the appropriate time on the agenda, the Chairman will recognize the citizen wishing to

address GACRAA.


5. After being recognized, the citizen should step up to the microphone on the lectern,

unless otherwise indicated by the presiding officer, and give his/her name and address in

an audible tone of voice.
