Insurance requirements for all other previously included operations remain unchanged. Recommendation: Motion to adopt the revised Schedule of Minimum Insurance Requirements as presented and to include this Schedule as Appendix C in the Minimum Standards approved on October 17, 2002. PROJECT SUMMARY Port-A-PortsThe Authority now owns one Port-A-Port; the eight units formerly located west of Gulf Atlantic have been moved. Punch-list completion and acceptance of work by the individual Port-A-Port owners is underway. Power to the new pads is being installed. FBO Request for Proposal (RFP)A memorandum of agreement has been worked out to place the Flightline management contract on sixty days notice when appropriate. An RFP has been sent out; a mandatory pre-proposal meeting was held on December 5. Proposals are due January 31. Gulf Atlantic Facilities Gulf Atlantic has several month-to-month leases in place. The GA Committee will make a recommendation regarding an RFP for these facilities after the FBO solicitation is complete. Fencing/Access Control ProjectFencing is complete; the contractor will replace key pads on all gates and doors with upgraded equipment at their expense. New access cards will be issued as well. GA Ramp Rehabilitation ProjectThe project is complete. Administrative closeout will continue as soon as the contractor produces project reconciliation information to submit to the FAA. Airfield Lighting ProjectREILs have been installed. FAA acceptance of RVR equipment is pending. New lightning retardant cable has been installed. Administrative closeout is underway. Access Road Projects Funding for a new access road from Waldo Road to the airline terminal, an upgrade to the existing access road to the airline terminal, and an extension of the Airport Industrial Park road will be requested as a demonstration project in the upcoming 2004 USDOT reauthorization legislation. The North Central Florida MTPO endorsed the projects as part of their plan on August 8, 2002. These three projects were identified in the 1987 Master Plan. Runway 10-28 Rehabilitation Geotechnical survey, topographical survey, aerial photography, and alternative rehabilitation analysis is underway. Discussion with County to Acquire Fairground Property Airport staff presented information to the County Commission on December 10 concerning air service development, the airport master plan update, planned development and the notion of trading property with the County that the airport could acquire the existing fairground property. Members of the Commission encouraged discussion and directed County staff to participate in master plan discussions that include such consideration. Airport Master Plan Update Master Plan study is underway. Mr. Bainter will serve as GACRAA Board representative and Dr. Morris will serve as alternate GACRAA Board representative. Environment Assessment of Runway 6-24 A Task Order for Reynolds, Smith & Hills to produce on Environment Assessment for Runway 6-24 has been approved. PFC Application The FAA has approved Gainesville Regional Airport’s Passenger Facility Charge (PFC) application. Airlines have been notified, and collection will begin January 1, 2003 at $4.50 per passenger. Airline Terminal Renovation RS&H has been asked to develop a scope of work for a Task Order to perform renovation design. RS&H representatives met with Airport staff and toured the facility in early December. TSA Baggage Screening TSA baggage screeners have taken over baggage screening responsibilities and the security checkpoint has been moved to its new location. Skeet Range The lease expires December 31, 2002. Staff has coordinated with the Airports District Office (ADO) to incorporate any special FAA requirements. The GACRAA Board approved a new lease in its November meeting. Therapeutic Massage Concession RFP 02-007 for a Therapeutic Massage Concession was advertised on October 20, 2002. On October 25, 2002, a pre-proposal conference was held at the airport and one interested party attended. The bid closed on November 13, 2002; one non-responsive bid was received. The bidder failed to include any proposal for remuneration to the airport. An extension of time was granted and the bidder submitted a proposal on 12/6/02. The bidder’s request for an extension was discussed with and approved by Patricia Davenport of Allen Dell, P.A. Gum Root Swamp Land Purchase The State of Florida has forgiven repayment of funds used to purchase land east of the airport. Funds put into a sink fund to repay this debt will be held in the Capital Improvement account and will be available for projects in the Capital Improvement Program. Call the Director of Aviation’s Office no later than 4:00 PM ten (10) days preceding the monthly meeting. 2. Provide the following information to the office: a. name, address, and occupation; b. persons, group, or interest represented; c. general subject of request; and d. action sought by GACRAA 3. Routinely the monthly meetings begin at 5:00 PM; locations vary. 4. At the appropriate time on the agenda, the Chairman will recognize the citizen wishing to address GACRAA. 5. After being recognized, the citizen should step up to the microphone on the lectern, unless otherwise indicated by the presiding officer, and give his/her name and address in an audible tone of voice.
