In addition to providing standard building MEP engineering services, our extensive experience in designing new and optimizing existing facilities to be as energy efficient as possible and our experience developing and commissioning controls and communications systems sets us apart from most MEP design firms. ME^3 is committed to providing its customers with engineering excellence by accurately determining the needs of each customer and identifying innovative, economically feasible, energy efficient, and environmentally responsible project solutions.



1.2COMPANY LEADERSHIP

The leadership of the firm is spearheaded by its two principals – Kevin D. Champion, PE, LEED AP BD+C, CEM (CEO/President) and Huiet V. Joseph, PE, CEM, CEP (Vice President) who have over 30 years of combined engineering experience. As president, Mr. Champion directs all business operations and leads a talented and diverse team of engineers. Mr. Champion received Bachelor’s Degrees in Applied Physics and Electrical Engineering from Morehouse College and Georgia Tech respectively and also a Master’s Degree in Building Construction Management from Georgia Tech. Following his undergraduate studies, he worked for two small engineering firms and for one of the most historically renowned international engineering firms in the southeast. Mr. Champion’s personal expertise includes medium and low voltage power distribution and instrumentation and automated controls. In 2006, Mr. Champion established ME^3 Engineering, a firm built on hard work, a commitment to

engineering excellence, and integrity. As vice president, Mr. Joseph assists in business operations and is head of both the Mechanical Engineering and Energy Efficiency departments. Mr. Joseph received Bachelor’s Degree in Physics and Mechanical Engineering from Dillard University and Georgia Tech respectively and also an MBA from Middle Tennessee State. After completing his undergraduate studies, Mr. Joseph worked for a large power authority company and commercial engineering companies providing energy analysis studies and designing mechanical systems. Leadership of the firm is also vested in Ramon Gonzalez, PE, LEED AP who is head of Electrical Engineering. Mr. Gonzalez received a Bachelor’s Degree in Electrical Engineering with a concentration in power from Polytechnic University in San Juan, Puerto Rico. Mr. Gonzalez has over thirteen years of international experience in power system design and holds PE licenses in Puerto Rico, Florida, and Georgia. Mr. Gonzalez is also a licensed Master Electrician and Electrical Contractor.

ME^3 is committed to providing quality service and takes great pride in exceeding the expectations of our clients. Our leadership staff is highly trained in both the fine art of engineering and the business of project management. Our process for quality assurance centers on the assigning of a Principal-In-Charge to every project. The principal will manage the project by identifying the essential engineering concepts, assigning critical path tasks to the available human resources, and maintaining the project schedule using checklist to verify milestones for calculations, drawings, and specifications. Our principals also work closely with our team leaders to ensure that the lines of communications are always open and being used during weekly staff meetings and daily individual team member consultations.

Atlanta Falcons New Stadium Project

Atlanta, Georgia






The Georgia World Congress Center Authority and Atlanta Falcons have agreed to build a new retractable roof stadium on the Georgia World Center campus. Scheduled to open for the 2017 NFL season, the new stadium will serve as the home of the Atlanta Falcons in addition to other sports, convention and entertainment events currently held at the Georgia Dome and other new marquee events that could be hosted in the future.
ME^3 has partnered with Morrison Hershield to perform the Building Envelope Commissioning for the Falcons New Stadium Project. Our scope of work includes peer review of the design and commissioning services of the building enclosure systems to include the sub-grade, below grade waterproofing, opaque walls, exterior glazing, open roof waterproofing, closed roof, louvers, sealants, maintenance access, and durability/warranties.

Snapfinger Creek Advanced Wastewater Treatment Facility

DeKalb County - Decatur, Georgia



The County has two advanced wastewater treatment facilities (AWTF) – Snapfinger and Pole Bridge Creek. The Snapfinger AWTF is being expanded under this project. DeKalb County is upgrading and expanding wastewater treatment facilities to ensure that our wastewater treatment plants adequately serve our residents and businesses and continue to be in compliance with both state and federal water quality guide-lines. DeKalb County has received a new wasteload allocation from Georgia Environmental Protection Division that requires improved wastewater treatment to improve water quality in the South River. The new Snapfinger AWTF is designed to meet these requirements.

The Snapfinger plant is located on Flakes Mill Road near the South River and primarily treats waste generated in the area of DeKalb County extending from Soapstone to Stone Mountain. The facility began operation in 1963 with a capacity of two million gallons per day (MGD). It has been expanded and upgraded four times over 20 years to treat 36 MGD. The Snapfinger plant is located in a heavily populated older residential area of south DeKalb County.


The project consists of three construction phases. Phase I will clear the site in preparation for the next two phases. Phases II and III will continue the project with construction of concrete basins and administration building and installation of equipment.

Replace Fuel Storage & Distribution Facility

Charleston AFB, South Carolina



The existing Joint Base Charleston, Air Base (JBC) bulk fuel storage facility is a government owned / contractor operated (GOCO) system consisting of five (5) aboveground storage tanks, an associated pump shelter, truck offloading area and GSE products storage and dispensing. This project will provide one (1) new 80,000 barrel (bbl) storage tank, two (2) new 20,000 bbl storage tanks, a new pump shelter with pipeline receipt connection, a new fuel transfer line, and modern pumping and filtration equipment to ensure safe and reliable transfer capabilities to the operating systems at JBC.

Central Passenger Terminal Complex (CPTC)

Comprehensive Facility Condition Assessment

Hartsfield-Jackson International Airport - Atlanta, Georgia


Atlanta Airlines Terminal Corporation (AATC) hired Pond & Company and ME^3 Engineering, LLC to provide professional services to conduct a full comprehensive facility audit within the Central Passenger Terminal Complex at Hartsfield-Jackson Atlanta International Airport. This audit contained narratives, tables, charts, photographs, drawings and financial analyses to determine current condition, life expectancy and replacement plan of all major facility systems for the Plumbing, Fire Protection, HVAC, Electrical Power, Electrical Lighting, Electrical Signal, Utilities and Controls systems. AATC required a comprehensive report that presented the means and methods needed to provide for future demands and timelines for replacement of critical systems and equipment.

Atlanta Beltline Trail

The beauty of the Atlanta BeltLine is that it offers not only modern conveyances and exciting new development, but it is a living, breathing part of our community; not simply a means of getting somewhere, but a destination unto itself. The City of Atlanta’s Renovation of Fire Station No. 7

Atlanta, Georgia




Atlanta’s Historic Fire Station Company No.7 opened in 1910 at 535 West Whitehall Street Southwest. It was equipped with a seven-story drill tower in rear left corner, and home to the Fire College from 1931 to 1960.


The City of Atlanta requested that Fire Station No.7 undergo an exterior and interior renovation. The renovation shall include repointing and painting of the exterior brick; replacement of exterior windows and doors; resurfacing of parking lot pavement; replacement of existing utility connections; interior floor plan modifications; structural modifications; mechanical, electrical, and plumbing system replacement and upgrades; and the addition of an elevator.

4.2 AVIATION



Maynard H. Jackson International Terminal

The new International Terminal and Concourse `F' consists of a total 16 narrow-body aircraft gates or 12 gates to accommodate two Group IV and eight Group V aircraft gates with the flexibility for utilization by one or more airlines for international and domestic flights. The Terminal shall consist of a five-story structure.
Level One (1) is proposed to accommodate the Automated Guide way Transit System (AGTS) extension and passenger station, test track extension, additional ancillary maintenance and storage facility, airport support areas and Georgia Power support. Level Two (2) shall accommodate the arriving passengers, Customs and Border Protection (CBP) processing areas and support offices, and concessions. Level Three (3) is apron level with baggage system and support areas. At this level, a pedestrian bridge from the Parking Structure connects to the Terminal. Level Four (4) accommodates the passenger departure, ticketing processing, security check point, departure gate hold rooms, and concessions. Level Five (5) is proposed to accommodate the airline clubs and the rooftop mechanical equipment.

Concourse “C” North Passenger Boarding Bridges

Hartsfield-Jackson International Airport - Atlanta, Georgia


The Delta Air Lines Concourse C North Expansion project consists of adding over 12,000 s.f. of new structure on the East and West of the concourse. The expansion, designed to provide adequate space for 26 additional passenger boarding bridges, 6000 s.f. of new hold room space and 15,000 s.f. of new apron level office space. The build out includes two new telecommunication rooms, new restrooms, briefing rooms and several other ASA offices within the apron level area. A new Georgia Power vault was also constructed to provide electrical capacity for the expansion. A 5000 amp double-sided redundant switchgear and three – 2000kVA transformers were installed in the new vault and all were energized in June 2008.


Existing improvements included apron level aesthetic upgrades which consisted of over 20,000 s.f. of replacement VCT, acoustical ceiling tile, carpet and paint. New offices, an employee break room, and 3000 s.f. of hold room renovations were also constructed while maintaining the operations of Delta Air Lines and other airport personnel.


The results of the project will include an increase in the number of boarding bridges available to passengers, additional office space for ASA and Delta employees, hold room space to accommodate passengers, and an electrical infrastructure to accommodate future expansion.

Gateway Automated People Mover Station

The new Gateway APM Station is a three-story train station that is part of the new ATL Skytrain system. This train system will connect Hartsfield-Jackson Atlanta International Airport with the Consolidated Rental Car Facility and the Georgia International Convention Center.

This project was a Design-Build project and consisted of a new jet fuel storage tank farm with (4) 30,000 bbl tanks, (5) 200HP variable frequency drive operated hydrant pumps, truck loading and off loading facilities, and a maintenance/operations building.

Scope of Work:

Project DESC 1390 Replace Pumphouse at Barksdale Air Force Base is an FY13 MILCON, currently programmed at $ 11.4M. The scope includes a new Type III pump shelter with bridge crane and hoist, five (5) 600 GPM fuel pumps and filter separators, product recovery system, surge suppressors, HHT check out station, 8 inch and 16 inch tie-ins to existing hydrant system, control system, motor control and programmable logic controls center, manual transfer switchgear for existing generator, utilities, demolition of existing pump shelter and support structures, site improvements and other necessary infrastructure.

The project was a LEED Certified, three-bay, two story fire station. This fire station was designed to house a 14 person crew with sleeping quarters, a separate command center, and features a cantilevered balcony that gives the fire fighters a place to relax and view the city skyline.
