Backup/Circle Check Policy for City Vehicles

Backing Up a Vehicle:
Backing up a vehicle is a maneuver that must always be done with extreme caution. This maneuver becomes dangerous any time you don’t make certain the way is clear. With few exceptions vehicle operators are responsible for any crash that happens while they are backing up.
The following procedures must be followed whenever you need to back up your vehicle
Backing up without a guide;
stop and perform another circle check for each four vehicle lengths you are required to back up
Backing up with a guide;
any person may act as your guide
the guide must remain in the operators view throughout the maneuver and must be able to clearly see the path your vehicle will follow
You can reduce the likelihood of a backing-up collision if you follow these tips;
avoid backing up your vehicle whenever possible
if you must back up, plan ahead to minimize the distance
be certain the area you are backing into is clear of obstacles
back your vehicle out of traffic instead of into it
get into the habit of performing a “circle check” before you ever put your vehicle into motion.
Vehicle Circle Check
The vehicle Circle Check is a visual inspection of the area all around a vehicle that must be performed prior to placing a vehicle motion. Performing a circle check will greatly minimize the chance of a collision when the vehicle is moved.
Procedure
From the driver side of the vehicle
Walk to the front of the vehicle
Walk from the front to the passenger side of the vehicle
Walk from the passenger side of the vehicle to the rear
Walk from the rear of the vehicle to the driver side
You may now enter the vehicle and proceed.
Use of Traffic Cones
The use of traffic cones to mark the outer edges of a parked vehicle is a good method of performing the Circle Check. Cones should be placed at the front and or rear of the vehicle. The cones should be placed each time the vehicle is parked and picked up again when doing a circle check. They should be stored in a safe location in the vehicle once the check is completed.
