GENTEXT/REMARKS/1. THIS IS A COORDINATED U.S. FLEET FORCES COMMAND
(USFFC) AND U.S. MARINE CORPS FORCES COMMAND (MFC) MESSAGE TO
PROVIDE GUIDANCE FOR THE DEVELOPMENT, PLANNING, AND EXECUTION OF
EXERCISE BOLD ALLIGATOR 2013 (BA13).
2. COMMANDERS INTENT: BA13 WILL BE A SYNTHETIC, SCENARIO-DRIVEN
EXERCISE DESIGNED TO IMPROVE NAVAL AMPHIBIOUS CORE COMPETENCY
THROUGH FOCUSING ON THE SINGLE NAVAL BATTLE CONCEPT AND REFINING
EXPEDITIONARY STRIKE GROUP TWO (ESG-2), 2D MARINE EXPEDITIONARY
BRIGADE (2D MEB), AND A CARRIER STRIKE GROUP (CSG) STAFFS' ABILITY
TO PLAN AND EXECUTE MEB-SIZED AMPHIBIOUS OPERATIONS FROM A SEABASE
OPERATING IN A MEDIUM THREAT ANTI-ACCESS AREA DENIAL ENVIRONMENT.
A. FOR THE PURPOSE OF EXERCISE BA13, AN AREA DENIAL THREAT
INCLUDES A SET OF HYBRID CAPABILITIES RANGING FROM COASTAL DEFENSE
AND ANTI-SHIP CRUISE MISSILES, MINES, LIMITED FIXED WING ATTACK
AIRCRAFT, AND FAST ATTACK CRAFT/FAST INSHORE ATTACK CRAFT, AND
IMPROVISED EXPLOSIVE DEVICES. THE THREAT WILL ADAPT TO
U.S./MULTI-NATIONAL OPERATIONS AND CHALLENGE OUR DOMINANCE IN THE
LITTORALS. THESE THREATS, WHEN DISPERSED THROUGHOUT THE JOINT
OPERATING AREA/AREA OF OPERATIONS/AMPHIBIOUS OPERATIONS AREA, HAVE
THE CAPABILITY OF INTEGRATING CONVENTIONAL AND IRREGULAR EFFECTS AT
CRITICAL TIMES AND LOCATIONS TO PRODUCE SUFFICIENT AND SUSTAINED
COMBAT POWER THAT WILL REQUIRE AN INTEGRATED RESPONSE TO ENSURE
FRIENDLY FREEDOM OF ACTION.
B. BA13 FOCUS AREAS WILL INCLUDE BUT ARE NOT LIMITED TO:
COMMAND AND CONTROL (C2) RELATIONSHIPS THROUGHOUT ALL PHASES OF
OPERATIONS; NAVAL STAFF INTEGRATION; FORCE APPORTIONMENT AND
EMPLOYMENT; EXAMINATION OF CURRENT COMMAND, CONTROL,
COMMUNICATIONS, COMPUTERS, COMBAT SYSTEMS, AND INTELLIGENCE (C5I)
CAPABILITIES; LOAD PLANNING; AND ASSESSMENT OF NAVAL AMPHIBIOUS
CAPABILITIES, DOCTRINE, AND TACTICS, TECHNIQUES, AND PROCEDURES.
C. EXECUTION OF BA13 WILL ENABLE AN ASSESSMENT OF NAVAL
AMPHIBIOUS OPERATIONS WITHIN THE SINGLE NAVAL BATTLE CONTEXT THAT
INCLUDES THE FULL RANGE OF MILITARY OPERATIONS, INCLUDING
WARFIGHTING CAPABILITIES AND SEABASE SUSTAINMENT OPERATIONS.
D. END STATE: AN IMPROVED SET OF NAVAL AMPHIBIOUS
CAPABILITIES WITHIN THE CONTEXT OF THE SINGLE NAVAL BATTLE
CONSTRUCT.

CAPABILITY.
(2) DEMONSTRATE EFFECTIVE COMMAND, CONTROL, INTEGRATION, AND
INTEROPERABILITY WITH JOINT, MULTI-NATIONAL, AND INTERAGENCY
ELEMENTS IN LARGE-SCALE AMPHIBIOUS OPERATIONS.
(3) DEMONSTRATE CAPABILITIES AND POTENTIAL FOR NAVAL AND
JOINT FORCE PROJECTION AND SUSTAINMENT FROM A SEABASE WHILE
IDENTIFYING ASSOCIATED DOCTRINE, ORGANIZATION, TRAINING,
MATERIAL, LEADERSHIP AND EDUCATION, PERSONNEL AND FACILITIES
DEFICIENCIES, AND IMPLICATIONS THESE DEFICIENCIES POSE TO NAVAL
FORCES.
(4) CONTINUE TO REFINE SUPPORTING/SUPPORTED COMMAND
RELATIONSHIPS AND COMPOSITE WARFARE DOCTRINE FOR AMPHIBIOUS
OPERATIONS WITHIN A JOINT CAMPAIGN.
(5) INTEGRATE COMPLEMENTARY EXPERIMENTATION AND OTHER
INITIATIVES TO ENHANCE FUTURE NAVAL FORCE CAPABILITIES WITH
MINIMAL IMPACT TO TRAINING.
7. SCENARIO CONSTRUCT:
A. CSFTL WILL INTEGRATE PRIMARY TRAINING AUDIENCE TRAINING
OBJECTIVES WITH PERTINENT CSG CERTIFICATION EXERCISE EVENTS AND
OVERSEE THE CREATION OF A MASTER SCENARIO EVENT LIST (MSEL) AGAINST
THE "TREASURE COAST" SYNTHETIC GEOGRAPHY AND ENVIRONMENT. THE MSEL
DEVELOPMENT AND REFINEMENT PROCESS WILL BE COLLABORATIVE,
MUTUALLY SUPPORTIVE BETWEEN USN AND USMC ENTITIES, AND FOCUS ON
VIGNETTES TO SPECIFICALLY ACHIEVE TRAINING OBJECTIVES.
B. C2. EXERCISE C2 ORGANIZATION STRUCTURE WILL EMULATE
REALISTIC THEATER OF OPERATIONS EXCEPT WHERE REQUIRED TO MEET
SPECIFIC TRAINING OBJECTIVES OF TRAINING AUDIENCE.
C. CTF-20 AND CG II MEF VALIDATE REQUIREMENT FOR STAFFS AND
SHIPS TO EXECUTE A 10-DAY FLEET SYNTHETIC TRAINING EVENT CURRENTLY
SCHEDULED FOR 22 APRIL TO 1 MAY 2013.
8. THIS EXERCISE SERIES IS MEANT TO CONTINUE REVITALIZATION OF
AMPHIBIOUS WARFARE EXPERTISE BY VALIDATING CURRENT DOCTRINE,
DEMONSTRATING THE CAPABILITY AND FLEXIBILITY OF NAVAL FORCES, AND
PREPARING THE PRIMARY TRAINING AUDIENCE TO MEET CURRENT AND FUTURE
COMBATANT COMMANDER REQUIREMENTS. CONTINUOUS COMMITMENT TO MEET
EXERCISE OBJECTIVES AS WELL AS TRAINING OBJECTIVES FOR THE PRIMARY
TRAINING AUDIENCE WILL ENSURE BA13 BUILDS ON THE SUCCESS OF BA12
AND VALIDATES THE OPERATIONAL DESIGN OF THE BOLD ALLIGATOR TRAINING
CONTINUUM.
