Purpose: This memo provides a brief update for boards on a number of matters.

Speed survey: This research is being carried out in conjunction with Police, Automobile Association, Land Transport, Ministry of Transport, Ministry of Education, and Safe Kids. The survey now been completed and reported in the STAnews (also available on the NZSTA web site). The survey was conducted online. We received 832 responses from 633 schools and their communities (there were an additional 72 respondents where we were not able to identify the associated school). This represents a 26% response rate from boards.
New membership services from October 2006: Member boards will now have received a recent memo on what’s happening, along with log-in details for the website. The log-in allows members access to a number of the links within the site.
Support staff negotiations: The negotiations have now commenced and will continue next week. A confidential report will then be sent out to boards on progress.
Other negotiations: Claims have now been received from the Service and Food Workers Union (SFWU) for the Caretakers and Cleaners, AWUNZ have lodged claims for Ground Staff and the PPTA for ACE employees. A separate confidential memo will be sent to boards shortly on these.
Term dates for 2008: Thank you to boards who responded on this survey. A meeting has now been held which involved the main sector representatives. There was a high degree of unanimity amongst the group, particularly around some flexibility, and this will be included into a report from the MoE to the Minister. More on this shortly.
We are also working with the MoE and unions on the effects of the change to the school start date for 2007 and related payroll matters. Advice is expected to be with you within the week.
Operations Funding Review: The next meeting of the reference group will be held on 18 October where an interim report to the Minister will be considered. The President of NZSTA will be reporting separately on this shortly.
Police Vetting: We are just completing a revised advice memo on this and will be out to you next week. We have had reports from the Teachers Council that the backlog has been resolved but that the degree of compliance is being monitored in regard to non teaching staff. In some areas the 3 year renewal needs to be completed. A review of whether police vets are current should be undertaken for each board.
Health and Safety Booklet: NZSTA is revising the booklet and copies will be available in the next few weeks. A list of other publications is on our web site.
Trustee Elections 2007: The elections campaign was officially launched this week. Look out for further material on this over the next months. A memo will be arriving today outlining the next steps to take. All the relevant information is on www.trustee-election.co.nz.
Payroll forms: Following feedback many principals and administrative staff have provided on the MoE payroll forms. The MoE have worked closely with school representatives, principals, unions and employer groups (known collectively as the Schools’ Payroll Reference Group) to address many of your suggestions, and are pleased to bring you new and improved payroll forms. If you receive your SUE report by email from your Payroll Service Centre, you will receive the release by email. If you do not receive e-SUE, you will receive a copy of the forms by mail with the Funding, Staffing and Allowances Handbook which has recently undergone a reformat.
