A. INTRODUCTION
Information Technology (IT) standards provide consistency within Department of General Service (DGS), facilitates cost effective measures and ensures quality IT service levels. Establishing and sustaining IT usability standards is critical to meet business and technology objectives.
DGS IT standards are reviewed and updated by the Enterprise Technology Solutions (ETS) Policy Office to ensure conformance with DGS business requirements, government, and technology changes. This Office is also responsible for establishing policy and monitoring compliance. Standards will be updated and published as needed.
The standards in this document represent minimum requirements and may be exceeded. Exemptions to the IT standards are allowed on a case-by-case basis through the IT Standards Exemption process.
Goals and Benefits
This goals and benefits of DGS IT standards include:

  • Improved service level to internal and external customers

  • Improved cost effectiveness and reduced life cycle costs

  • Increased system availability, maturity and stability

  • Enhanced intradepartmental interoperability and efficiency

  • Improved portability, flexibility, and scalability

  • Improved security

  • Improved network manageability

  • Improved communication


Exemption to Standards
If a product is approved through the DMC Process, it is added to the Desktop Hardware and Software Standards. The only products on the Exemption list are Apple Computers.
Non-IT Products that Do Not Need a DMC
There are some IT products, listed below, that are common items that can be purchased without a Desktop & Mobile Computing Justification Form (DMC). There are others that require specific features or brands, but can be purchased without a DMC if you follow the requirements listed below in this Standard’s document. These items can be purchased from any vendor. They should not require ETS support. They are considered Non-IT products for the purpose of the purchasing process.

Standards Ownership
ETS is responsible for establishing and maintaining information technology policy and enforcing the adoption of standards. DGS Standards will be reviewed and updated periodically and updated standards will be published as needed.
It is the responsibility of ETS and each division and office to suggest changes to the DGS IT standards that address identified and anticipated business and technology needs. Suggestions for improvements and updates are welcome and can be submitted to the office Enterprise Business Manager or via the online feedback form at
http://inside.dgs.ca.gov/ets/Home/FeedbackHub/Feedback.aspx.
B. HARDWARE
Mobile Devices
The standards comply with the statewide PC Goods Contracts and must be met for all mobile devices to be supported by or operated within the DGS departmental infrastructure.
Each division/office requesting a mobile device should review the terms and conditions of the service plans and select a plan that corresponds to actual usage levels.
