Since 2003 Dr. Andreasyan has been working on the following development projects funded by USAID and Department of Justice of US.

Since September 2006 he has worked on the Election Program of CEELI. The program is designed and being implemented by Dr. Andreasyan aiming at fair adjudication of electoral cases and promotion of legal mechanisms for protection of electoral rights. He works on three directions: Training lawyers and judges on election law; Establishment of NGO Advocacy Network for free legal aid to stakeholders; Public awareness on electoral rights. He is managing the CEELI Program staff, the Network staff as well as the experts and lawyers involved in the project.

In 2006 he was in charge of the development of the newly established Public Defender Agency. The efforts of CEELI to strengthen the institution and to increase the professionalism of the Public Defenders were undertaken by Dr. Andreasyan. In particular he drafted the Charter of the Public Defender Office and organized a process of its wide discussion and adoption by the Chamber of Advocates. He organized several trainings on Criminal Law and Procedure as well as ECHR case law for Public Defenders. He also publicized the work of Public Defenders through TV PSAs and publication of outreach materials.

Since December 2004 Dr. Andreasyan was in charge of the Constitutional Reform Program of CEELI. He established a Civil Society Initiative for Constitutional Reforms including more then 20 Armenian NGOs. The Experts of the NGOs under his supervision developed a wide range of Recommendations including 46 concrete suggestions for improving the draft of the Constitution to be voted at National Referendum. 40 suggestions of the NGO coalition out of 46 were incorporated into the Draft as a result of a strong lobbying effort organized by Dr. Andreasyan and his counterparts at local and international organizations. After the draft was adopted by the Parliament he organized more then 40 round tables throughout the country and made public presentations himself at the meetings with various communities of Armenia. The New Constitution was adopted in November 2005.

In 2003 he launched the Media Law and Freedom of Information projects at CEELI after his similar work at Internews Armenia. In this area he developed a training manual for lawyers and journalists on Media Law issues. Being one of the authors of the Freedom of Information Law of Armenia, Dr. Andreasyan established a coalition of NGOs that promoted the draft FOI law at the National Assembly of Armenia. The coalition successfully lobbied the draft which was adopted in fall 2003. After completion of his work on the project he left for post doctoral study at Oxford University for two semesters.
Open Society Justice Initiative, Budapest, 01/2003-07/2004
Consultant
As Consultant to the Open Society Justice Initiative he established the Global Freedom of Information Advocates Network (www.foiadvocates.net) and acted as the first and founding Coordinator of the Network. Starting with only 15 member organizations mostly in Europe the network currently has more then 50 members in all the continents of the Globe. Dr Andreasyan put a lot of efforts to create electronic communication means for the operation of the Network, to establish internal rules and procedures for Network operation and management, to provide a procedure for election of the Steering Committee of the Network, to establish efficient exchange of information and experiences among various FOI activists around the world. He was also promoting the Right to Know Day, defined by the Network, which was globally celebrated and marked by FOI activists with organization of events in support of FOI.
Article 19, London 07-10/2003
Consultant
Dr. Andreasyan worked as a management consultant and an international trainer for the project of Article 19 in South Caucasus. As part of the management team in London he was in charge of liaising with local partners in South Caucasus, of organizing a Regional Conference in Moscow, as well as other details of administration and communication of the Project. As part of his assignment at Article 19 he acted as a trainer at Media Law Advocates Training program at Oxford University, UK; at Training for journalists and lawyers at Sukhum Media Club, Abkhazia and at Stepanakert Press Club, Karabakh.
Internews Armenia, Yerevan 2002-2003
Legal Consultant
As a Legal consultant at Internews, Dr. Andreasyan was giving legal counseling to various private TV and Radio Companies. He was also working on drafting and lobbying legislation on regulation of broadcasting in Armenia. He was in close cooperation with the National Commission on TV and Radio and with Deputies of Parliament. Several amendments to the Law on TV and Radio as well as other relevant legislation were made with his active involvement. When after several improvement of the law the National Regulator ignored the requirements of the Law and closed down the oppositional TV station “A1+”, Dr. Andreasyan prepared the first law suit against the Government on behalf of the TV station. The case passed all the national instances and is currently submitted to European Court of Human Rights in Strasbourg. Simultaneously he partnered with various NGOs for drafting a Law on Freedom of Information.
Social Center for Free Legal Advice, Bar Association of Armenia, Yerevan 2001-2002
Director
Dr. Andreasyan directed the Social Center for Free Legal Advice, which was giving legal advice to various vulnerable groups in Armenia. The Center was also doing free court representation and strategic litigation. He was managing the finances and grants of the Center, the team of 5 advocates and the administrative staff. The center developed a clear mechanism for case selection, for data collection and for administration under his supervision, which is being used up till now.
Civic Education Project, Yerevan 2000 – 2001
Armenia Program Coordinator
The Coordinator position at the Yerevan Office of the International organization assumed the program, office and finance management based on the mechanisms and structures of the international organization based in New Haven, US. Dr. Andreasyan was in charge of managing 4 staff members and 9 academics, part of which were visiting professors from US Universities. He was responsible for organization of various academic events, for maintenance of relations with the Heads of Armenian Universities, for financial and programmatic reporting, for networking with other Civic Education Project offices in South Caucuses, Central and Eastern Europe and Asia.
