Purpose
This document details the algorithms applied to the 2014-15 ILR R14 data which may be used to calculate the 2016-17 targeted allocations for access, disability and retention.
This document is aimed at readers with in-depth knowledge of the ILR data. Readers are advised to have a copy of the ‘Specification of the Individualised Learner Record for 2014 to 2015’ (available from https://www.gov.uk/government/publications/ilr-specification-validation-rules-and-appendices-2014-to-2015) to hand when using this document.
2014-15 ILR fields used in the targeted allocations for access, disability and retention algorithms
Only certain fields, detailed in Table 1, are used to generate the derived fields for access, disability and retention.
Throughout this document, fields taken or derived from the ILR return are shown in capitals using the names given in Tables 1 and 2 respectively.
Using the individualised file
When working through this document it is necessary to use the individualised file SO14_FXXXXXXXX.ind, where XXXXXXXX is the UK Provider Reference Number (UKPRN) for your college. Details of how to access this file are given on the HEFCE web-site (www.hefce.ac.uk/data/famd/help/output/). The file will show the allocation of students to cells within the tables and, where relevant, details of why they were excluded from the access, disability and retention populations.

WAQUIN (Column T)
The WAQUIN field indicates:
For students in the young, full-time widening access population (WAPOP = 1): the young higher education participation rate (POLAR3) quintile of the student’s 2001 census ward. Values are 1 to 5, with 1 being the quintile of lowest participation rate.
For students in the mature, full-time widening access population (WAPOP = 2) or part‑time widening access population (WAPOP = 3): the educational attainment quintile of the student’s 2001 census ward (defined as the proportion of 16-74 year olds qualified to HE level). Values are 1 to 5, with 1 being the quintile of lowest educational attainment. Note that part-time and mature full-time students who already hold a higher education qualification at the same level as, or higher than, their current qualification aim, or have unknown entry qualifications (HIGHQUAL = 0), are given a quintile value of 5, irrespective of their postcode.
Improving retention
As the TOTALTS field in the ILR is no longer required for 2014-15 we have linked ILR data with other data sources (any provider’s ILR data and schools’ National Pupil Database (NPD) data) to derive students’ UCAS tariff points and Level 3 grade combinations for the purposes of assigning them to full-time improving retention risk groups for the 2016-17 SO allocations.
We link to ILR and NPD data from 2002-03 to 2013-14 inclusive to find prior qualifications and grades achieved for students recorded in the 2014-15 ILR return. We link to ILR and NPD data by combinations of first name(s), surname, date of birth, gender and (where available) home postcode and prior educational establishment (that is, the equivalent data linking method that HESA adopt for UK Performance Indicators). Spelling errors and other typographical errors (e.g. in dates) are taken into account. The SOTARIFF, SOGRADECOMB and SOENTQUAL fields are currently not displayed in the individualised file (SO14_FXXXXXXXX.ind). We are considering the data protection implications and at a later date may conclude that we can add some (or all) of these fields to the individualised file.
Links to other data sources were not included in the SO14_WF_FXXXXXXXX.xlsx web facility outputs, so we assumed a blank value for SOTARIFF for every record. Students will now be assigned to a risk group if we have been able to make a link between your 2014-15 ILR data and other data sources, which may have changed your calculated funding allocation.
We have aligned the algorithms in paragraphs XX-XX as much as possible to the equivalent algorithms used to calculate 2016-17 SO allocations for higher education institutions (HEIs) from the Higher Education Statistics Agency (HESA) student record (available from: www.hefce.ac.uk/data/famd/latest/).These algorithms are closely aligned to those used in the UK Performance Indicators (UKPIs) in Higher Education for non-continuation, available from https://www.hesa.ac.uk/pis/defs#entryquals.

SOLINKAGE (Column AH)
The SOLINKAGE field indicates the student’s age in years on 31 August 2014. This is the number of full years between DATEOFBIRTH and 31 August 2014.
SOTARIFF (NOT SHOWN)
The SOTARIFF field shows the number of UCAS tariff points that are generated by the student’s entry qualifications, as derived from linked data. It is calculated using the same method as the HESA derived field XTARIFF for 2014-15. The full specification for XTARIFF in 2014-15 can be found on HESA’s website at: www.hesa.ac.uk/C14051/Derived_field_specifications. SOTARIFF is capped at 9998.
SOGRADECOMB (NOT SHOWN)
The SOGRADECOMB field categorises students, where the student has A-levels on entry, into groups according to the highest grades for these qualification types.
Where qualifications for the student have identical subjects, we identify the qualification type which results in the highest value of tariff points and discard those duplicates with a lower value of tariff points.
Hashes and lower case letters are stripped out from qualification grades as they do not affect the assignment of tariff points so can be disregarded for the purposes of this calculation.
Where a 'double-award' is taken each of the two grades is treated separately. Likewise where an A‑level and an AS‑level are treated as a combined award each of the two grades is treated separately as an A‑level and AS‑level respectively.
