The Department of Veterans Affairs Mid Atlantic Health Care Network, NCO 6, intends to negotiate sole source procurement with Carilion Clinic Patient Transport to provide ALS Standby Ambulance Services at the Salem VA Medical Center (VAMC), Salem Virginia.

The Salem VAMC Medical Services Department has a need for an ALS ambulance to standby by while performing cardiac interventional procedures. The standby ambulance must be located within 25 miles of the Salem VAMC and be capable of transporting a patient to the nearest cardio thoracic hospital. Ambulance must be equipped with a balloon pump oxygen tanks and respirator. The ambulance must be in compliance with all applicable state, federal, and local requirements. Contractor personnel shall be in accordance with all standards of the Virginia Emergency Medical Services Regulations for EMS Agency, EMS Vehicle and EMS Personnel Standards for Licensure and Requirements. Period of performance is base year December 1, 2013 – November 30, 2014 with four option years.

This proposed procurement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. All responsible sources may submit a capability statement or quotation, which shall be considered by the agency no later than 4PM November 8, 2013.

A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
