This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. VA118A-13-Q-0052. The solicitation is issued as a request for quote. The Contracting Officer is only soliciting from one source. The proposed source for this action is Southwestern Bell LP American Telegraph and Telephone (AT&T), located at 208 South Akard Street Floor 3, Dallas, TX 75202-4206. The Sole Source Justification shall be posted upon award. iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-62. iv. This procurement is not a set-aside. This is a sole source procurement. The NAICS code is: 517110. v. Line Items.
vi. The proposed action is to provide the SONET Ring infrastructure, which is the backbone fiber-optic digital transmission system for 99 percent of all critical data and voice circuits for the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Corporate Data Center Operations, Austin Information Technology Center (AITC). The contractor will provide the uninterrupted exclusive SONET ring connection from the AITC demarcation point (DMARC) to two contractor-owned or collocated Points of Presence. The SONET Ring service includes the use of Optical Carrier Level 48 (OC-48) circuits to transport and handoff local data and voice transmissions to the service provider’s Local Exchange Carrier. This service allows AITC to conduct its mission essential voice and data operations to support Veterans. vii. The period of performance is January 1, 2013 through September 30, 2012. Tasks shall be performed at the Contractor’s facility, except in the event of installation due to service upgrade or maintenance as necessary for installation or to guarantee uptime. In the event of installation or maintenance, some effort may take place at: AITC 1615 Woodward Street, Austin, Texas 78744. viii.
