Requirements:
The owner will go to the local city police station (Japanese Police) or go to PMO/LED to file a missing license plate report.
The owner will then proceed to Joint Service Vehicle Registration Office (JSVRO) information counter with a copy of the report where the clerk will complete two worksheets.
Proceed to Automobile License Plate Association (ALPA) to pay processing fee ¥300.
Drive down to Land Transportation Office (LTO), window #2 where all the paperwork will be turned in and a new title will be issued.
Proceed to window D at LTO and pay ¥1880 for new license plates.
Drive through the overhang to have the new plates and seal placed on the vehicle.
Once steps at LTO are complete, the owner will return back to JSVRO where a new DD Form 430 will be issued at the SOFA update counter.
